Lessons In Access To Justice: Racialized Youths In Ontario's Safe Schools, Janet E. Mosher
Lessons In Access To Justice: Racialized Youths In Ontario's Safe Schools, Janet E. Mosher
Osgoode Hall Law Journal
Access to justice is often equated with access to institutionalized dispute resolution processes, and the objective barriers that hinder such access-costs and delay most particularly-are commonly identified as the primary objects of reform efforts. In sharp contrast, when interviews and focus groups were conducted with racialized youths in Toronto regarding their experiences of access to justice in the context of school disciplinary matters, accounts of access to dispute resolution processes being impeded by costs and delay did not figure prominently. The interviews and focus groups revealed that many racialized youths scarcely ever considered accessing institutionalized dispute resolution processes largely because …
The Effects Test: Extraterritoriality's Fifth Business, Austen Parrish
The Effects Test: Extraterritoriality's Fifth Business, Austen Parrish
Vanderbilt Law Review
The world has recently seen a tremendous expansion in countries using extraterritorial laws'-laws that regulate the activities of foreigners outside a country's borders. In the United States, domestic laws now commonly regulate extraterritorial conduct and transnational litigation has blossomed. No longer limited to the antitrust and commercial contexts, courts apply all sorts of public and private laws to activity occurring abroad. Academics have encouraged the trend, finding the notion that law should be tied to territory to be an archaic remnant of a preglobalized world. In an age of globalization, the argument goes, law should find national and political borders …

Inner Workings: Literary Essays 2000-2005 [Review], David P. Rando
Inner Workings: Literary Essays 2000-2005 [Review], David P. Rando
English Faculty Research
Like Stranger Shores (2000), Inner Workings collects J. M. Coetzee’s recent literary essays, many of which first appeared in The New York Review of Books or as introductions. Bound together, they accrue a taste and texture that readers might not have suspected if they encountered these essays in their original publications. Coetzee engages a compelling cluster of twentieth-century writers, including, among others, Italo Svevo, Walter Benjamin, Paul Celan, W. G. Sebald, Samuel Beckett, Saul Bellow, Nadine Gordimer, Gabriel García Márquez, V. S. Naipaul, and, likely of special interest to this journal’s readers, Philip Roth. Walt Whitman is the lonely denizen …

“Left In The Forest And Forgotten” Land Policy And The Plight Of The Benet, Anne Dirkse
“Left In The Forest And Forgotten” Land Policy And The Plight Of The Benet, Anne Dirkse
Independent Study Project (ISP) Collection
In carrying out my independent study project on the issue of the Benet being displaced by the creation of Mount Elgon National Park, I had three main objectives in my mind. My first objective was to investigate and gain a balanced perspective of the effects of the Benet’s most recent eviction from Mount Elgon National Park. Secondly, I wished to analyze the government’s role as a duty bearer in compensating and resettling the Benet for their land. Lastly, I wished to explore the Benet Community’s options for redress within the legal system.
The methods I utilized included a literature review, …
Past Meets Present: History Education In Northern Ireland, Will Ehrenfeld
Past Meets Present: History Education In Northern Ireland, Will Ehrenfeld
Independent Study Project (ISP) Collection
The inevitable question as a society emerges from conflict is how to deal with the past. Commemorate and remember or forget and move on? More importantly, how does this choice affect the participants in the conflict and other members of society—how is commemoration or disregard transmitted to the population? Looking around the world at societies emerging from all types and degrees of conflict, divergent approaches to this seminal question are taken at every turn. Centrally, societies must decide how to deal with perpetrators of violence; South Africa may have the most famous method for dealing with victims and perpetrators of …

A Kansas And Alaska Example Of Extension Opportunities In Emergency Preparedness, Stephen C. Brown, Jennifer Ploeger
A Kansas And Alaska Example Of Extension Opportunities In Emergency Preparedness, Stephen C. Brown, Jennifer Ploeger
Journal of Extension
Emergency preparedness and management show great potential as growth areas for Extension programming. This Commentary examines two such programs. In Brown County, Kansas, Extension's decision to get involved in emergency management resulted in significantly increased funding, a renewal of faith by local county government, and a successful response to the 2007 ice storm. In Alaska, the decision to begin teaching emergency response officials and the public how to use Global Positioning System (GPS) receivers resulted in a large new audience in a previously untapped program area outside of 4-H.

The Need For Predatory Mortgage Education: Expert Views, Luke V. Erickson, Lucy Delgadillo, Kathleen W. Piercy
Journal of Extension
This article describes the results of an exploratory study of predatory mortgage lending. The purposes were to gain insights into the salient characteristics of victims of predatory mortgage lending and identify the most effective means of victim protection in order to guide Extension efforts to educate consumers. Twelve mortgage-lending professionals were interviewed in-depth. They identified educational efforts by Extension educators and other nonprofit organizations as the best and most effective means of reducing the losses caused by predatory mortgage lending. Study findings can help Extension staff identify target audiences and the most effective educational strategies concerning predatory mortgage lending practices.

Stakeholder Education About The Designation Of Coastal Zones For The Protection Of The Florida Manatee (Trichechus Manatus Latirostris): The Manatee Awareness And Protection Resource (Mapr) Web Site, Robert Swett, Alisa Coffin, Charles Sidman, David Fann
Journal of Extension
In Florida, boaters often have close encounters with Florida manatees (Trichechus manatus latirostris), a protected marine mammal. Manatee protection zones are established to regulate boating traffic in coastal areas where manatees may be at risk of injury. Public debate over the demarcation of the zones is acrimonious. The Boating and Waterways Management Program of Florida Sea Grant created the Manatee Awareness and Protection Resource (MAPR) Web site to promote stakeholder education and awareness surrounding the designation of manatee protection zones. The Web site includes an interactive map that allows visitors to visualize some of the factors involved in delineating manatee …

Improving Student Engagement: Use Of The Interactive Whiteboard As An Instructional Tool To Improve Engagement And Behavior In The Junior High School Classroom, Georgia Lyn Morgan
Doctoral Dissertations and Projects
This study examined the impact of interactive whiteboard use on student engagement and appropriate at-task behaviors of junior high school students. Two hundred twenty-six students at two public schools in northeast Florida were observed during the second quarter of the school year. Data were collected using an at-task checklist, and students completed an attitude survey regarding their perception of their own engagement and enjoyment with interactive whiteboard use. Significant differences were noted in student behavior between instruction without interactive whiteboard use and instruction with interactive whiteboard use. No significant correlations were found between the variables gender and ethnicity and improved …
Geo-Rectification Of Aerial Images For Detecting Changes In Terrain, Diana Vincent
Geo-Rectification Of Aerial Images For Detecting Changes In Terrain, Diana Vincent
Electrical & Computer Engineering Theses & Dissertations
With increasing terrorist attacks around the world, detection of hidden bombs like IEDs (Improvised Explosive devices) has become very important. The main aim of this thesis is to develop an automatic change detection system to detect changes in terrain. It is mainly used in military applications for protection of military convoys. In order to detect the presence of IED's, an Unmanned Aerial Vehicle (UAV) is flown over a proposed convoy route to develop a baseline scene. Prior to the launch of the convoy the UA V is flown again over the same route to detect any significant scene changes that …

Impact Of Chlamydia And Gonorrhea In Georgia: An Urban / Rural Comparison (2000-2004), Swati Raychowdhury, Stuart H. Tedders, Sarah K. Jones
Journal of the Georgia Public Health Association
Background: In 2005, 33,562 cases of chlamydia and 15,860 cases of gonorrhea were reported in the State of Georgia, respectively corresponding to 3.4% and 4.7% of all cases reported nationally (CDC, 2005). Disparities of infection with respect to race and gender are evident for both diseases. The objective of this study was to determine the magnitude of chlamydia and gonorrhea in rural Georgia compared to urban areas of the state.
Methods: County level data necessary for analysis were acquired using the Georgia Division of Public Health’s Online Analytical Statistical Information System database (GDHR, 2007). Rates of infection by gender and …

Vulnerability Due To Nocturnal Tornadoes, Walker S. Ashley, Andrew Krmenec, Rick Schwantes
Vulnerability Due To Nocturnal Tornadoes, Walker S. Ashley, Andrew Krmenec, Rick Schwantes
Faculty Articles, Papers, and Other Scholarship
This study investigates the human vulnerability caused by tornadoes that occurred between sunset and sunrise from 1880 to 2007. Nocturnal tornadoes are theorized to enhance vulnerability because they are difficult to spot and occur when the public tends to be asleep and in weak building structures. Results illustrate that the nocturnal tornado death rate over the past century has not shared the same pace of decline as those events transpiring during the daytime. From 1950 to 2005, a mere 27.3% of tornadoes were nocturnal, yet 39.3% of tornado fatalities and 42.1% of killer tornado events occurred at night. Tornadoes during …

Urban Studies and Planning Faculty Publications and Presentations
Portland State University's Institute on Aging and Center for Transportation Studies, along with the Population Research Center, were contracted by the Oregon Department of Transportation (ODOT), via the Association of Counties, to project the transportation needs and associated costs for elders and people with disabilities from now to 2030. The study also identified and assessed the feasibility of funding alternatives to address the needs identified.
Conducted by a multidisciplinary team of faculty and graduate students, the project was guided by a work group whose membership consisted of ODOT and Department of Human Services (DHS) employees and other stakeholders, and by …
Hearts And Minds, The American Revolution In South Carolina: A Study In The Application Of Militia Violence To Influence Politics, Paul K. Reimann
Hearts And Minds, The American Revolution In South Carolina: A Study In The Application Of Militia Violence To Influence Politics, Paul K. Reimann
History Theses & Dissertations
This thesis examines both the military and political aspects of the genesis and application of militia violence in South Carolina immediately prior to and throughout the Revolution. It assesses the affects of violence on the part of both Patriots and Loyalists in controlling the support provided by the colonists to either army in South Carolina. Warfare in the Southern Colonies transformed, for the patriots, from the accepted European style of battle to the more successful employment of the frontier militia in the role of partisans.
Hearts and Minds argues that the use of violence by the rebel militia was an …
Aerial And Satellite Image Processing Applications, Srinivas K. Jakkula
Aerial And Satellite Image Processing Applications, Srinivas K. Jakkula
Electrical & Computer Engineering Theses & Dissertations
Aerial and satellite images are used extensively in many trip and mapping software packages, such as Google Earth etc. Aerial images differ significantly due to the variations in atmospheric clarity, atmospheric layer density, humidity, temperature, and season under which the aerial images are captured. Among the issues in effective utilization of aerial images, color tone discrepancy is the inconsistency in brightness, saturation, or color balance between images representing adjacent areas, causing adjacent areas appear significantly different that would otherwise be similar. Aenal images are also routinely used as ground textures to simulate Earth surface and 3D features on Earth in …

South Valley Incorporation Feasibility Study (Revised), Lee A. Reynis, Molly J. Bleecker
BBER Publications
Determining the financial feasibility of a South Valley municipality requires developing estimates of the revenues that might be raised, and this in turn requires a careful reading of NM statutes to see what the city may be entitled to and what authority it has under state law, as well as estimating the tax bases and the levels of activity against which fees and charges for services will be assessed. It is also critical to determine how much it will cost to provide various municipal services to the South Valley. This study focuses on the costs and revenues associated with operating …
“Art As Direct Political Action:” An Investigation Through Case Studies And Interviews, Emily Meinhardt
“Art As Direct Political Action:” An Investigation Through Case Studies And Interviews, Emily Meinhardt
Independent Study Project (ISP) Collection
In 1970, Artforum, an international magazine of contemporary art, conducted a survey of various important artists asking the following question: what is your position regarding the kinds of direct political action that should be taken by artists? The question was asked in relation to the “deepening political crisis in America,” the Vietnam War. The development of television brought images of war into American homes more dramatically and immediately than any previous conflict. Though the war was taking place abroad, the violence was made real to audiences, including artists, many of whom felt pressure to respond to the political situation. Around …
