Race, Class, And Real Estate: Neoliberal Policies In A “Mixed Income” Neighborhood, Ashley E. Spalding Jan 2008

Race, Class, And Real Estate: Neoliberal Policies In A “Mixed Income” Neighborhood, Ashley E. Spalding

USF Tampa Graduate Theses and Dissertations

This dissertation explores the impact of HOPE VI (Housing Opportunities for People Everywhere), a Housing and Urban Development (HUD) program, on Tampa's Greenwood neighborhood. The program represents a policy shift away from traditional public housing toward a "mixed income" model that has effectively privatized public housing. Through a HOPE VI program implemented in Tampa in 2000, two public housing complexes were demolished and redeveloped in this way. While some former residents of public housing relocated to other public housing complexes, many moved to apartments and houses in the private rental market with Section 8 subsidized housing vouchers-many to Tampa's Greenwood …

Improving Resolution Of Census Data In Metropolitan Areas Using A Dasymetric Approach: Applications For The Baltimore Ecosystem Study, Christopher G. Boone Jan 2008

Improving Resolution Of Census Data In Metropolitan Areas Using A Dasymetric Approach: Applications For The Baltimore Ecosystem Study, Christopher G. Boone

Cities and the Environment (CATE)

A dasymetric map is a type of thematic map where boundaries are altered by the distribution of other phenomena. In dasymetric maps, administrative or enumeration boundaries are redrawn to better represent the distribution of data classes. Dasymetric mapping methods can improve the resolution of historical and present day census data. Using data collected for the Baltimore Ecosystem Study, I use the dasymetric approach to remap the distribution of census data based on residential land use. By overlaying census boundaries with land use and land cover information in a GIS database, census data can be partitioned into places where, from the …

Breaking The Ice: Emerging Legal Issues In Arctic Sovereignty, Stephanie Holmes

Chicago Journal of International Law

Section I provides background information on Arctic geography and traces the development of early maritime law and the freedom-of-the-seas doctrine. It goes on to discuss President Truman's 1945 Proclamation on the Continental Shelf and the international community's response prior to implementation of UNCLOS. Section II gives an overview of the important and relevant provisions of UNCLOS, including sovereignty limits, navigation provisions, regulations of the deep seabed, and methods of dispute resolution. Section III applies UNCLOS to the two current continental shelf disputes in the Arctic and argues that UNCLOS is inadequate to resolve these disputes and any others that might …

Equality Of States - Its Meaning In A Constitutionalized Global Order, Ulrich K. Preuss

Chicago Journal of International Law

The Article is divided into six sections. Section II begins with an analysis of the conceptual relation between equality and the essential element of statehood, namely the plurality of states and their formation of an unorganized or anarchical society, followed in Section III by an analysis of the significance of the status of membership in the international society for the concept of "sovereign equality" as established by the United Nations. Section IV deals with the transformations of the structure of international society from its incipient character as a horizontal or anarchical society through the League of Nations to the UNO. …

Elizabeth Bishop And Her Women:Countering Loss, Love, And Language Through Bishop's Homosocial Continuum, Donna Rogers Jan 2008

Elizabeth Bishop And Her Women:Countering Loss, Love, And Language Through Bishop's Homosocial Continuum, Donna Rogers

Electronic Theses and Dissertations

This thesis examines Elizabeth Bishop's seemingly understated and yet nuanced poetry with a specific focus on loss, love, and language through domesticity to create a poetic home. In this sense, home offers security for a displaced orphan and lesbian, moving from filial to amorous love, as well as the literary home for a poet who struggled for critical recognition. Further, juxtaposing the familiar with the strange, Bishop situates her speaker in a construction of artificial and natural boundaries that break down across her topography and represent loss through the multiple female figures that permeate her poems to convey the uncertainty …

National Board Certification: A Scholarly Endeavor, Kathryn Loveless

All Graduate Projects

If today's students are going to succeed they need quality teachers. To atiract and retain those teachers, we need to have a system to recognize and reward those teachers. The National Board for Professional Teaching Standards (NBPTS) was created to fill that need. This study presents the historical development of the Natio1ial Board Teacher Certification program, research on its effects on student learning, and the personal certification experience of a teacher practitioner. The high standards set by the NBPTS are commendable and worthy of being replicated in teacher training programs. These standards set the ground work for what teachers should …

Canadian Contributions To Social Reproduction Feminism, Race And Embodied Labor, Sue Ferguson Jan 2008

Canadian Contributions To Social Reproduction Feminism, Race And Embodied Labor, Sue Ferguson

Journalism

Recent methodological advances in Canadian Social Reproduction Feminism foreground labor as a foundational concept of social theory and, as a result, address the structuralist bias critics of the paradigm have identified, while still grounding theory in a comprehensive analysis that accounts for specifically capitalist relations. Yet, to fully address issues of racialization, this broad and dynamic concept of labor needs to be extended and complexified. Along with accounting for the sex-gender dimensions of labor, we need also to attend to its socio-spatial aspects. In other words, it’s not just what we do to reproduce society, but where we do it …

Calling Dick Tracy! Or, Cellphone Use, Progress, And A Racial Paradigm, Judith A. Nicholson Jan 2008

Calling Dick Tracy! Or, Cellphone Use, Progress, And A Racial Paradigm, Judith A. Nicholson

Communication Studies Faculty Publications

The hero and phone-watch from Dick Tracy are evoked regularly in news and studies of cellphone use. This paper argues that the racial paradigm of White law enforcer and Dark law-breaker in the comic strip resonates in contemporary evocations and in discussions of cellphone use and crime. Representations of mobile communication and racialized criminality in Dick Tracy were inspired by the 1930s “war on crime” that intersected with wireless innovations and with lynching. This paper interprets that repeated evocation of the comic strip is a “perverse nostalgia” for an old-fashioned form of law and order premised on racialized violence and …
