The Rows
The Rows is a satirical newspaper mocking various campus developments and policies. This issue gives guidelines for the UNK logo as a tattoo, rejoices that missing administrators were found when Mary Morse Lecture Hall was demolished, and announces the divorce between Geography and Sociology.

SLEUTH1 is a Cellular Automata (CA) model of urban growth and land use change simulation and forecasting, developed in the Department of Geography, University of California, Santa Barbara (Clarke, Hoppen, and Gaydos 1997; Clarke and Gaydos 1998; Silva and Clarke 2002).
A classical Cellular Automata model is a set of identical elements, called cells, each one of which is located in a regular, discrete space, called cellspace. Each cell is associated with a state from a finite set. The model evolves in discrete time steps, changing the states of all its cells according to a transition rule, homogeneously and synchronously …

pRPL is an open-source1 general-purpose parallel Raster Processing programming Library developed by Qingfeng Guan, in the Department of Geography, University of California, Santa Barbara. pRPL encapsulates complex parallel computing utilities and routines specifically for raster processing (e.g., raster data decomposition, distribution and gathering among multiple processors, inter-processor communication and data exchange), and provides an easy-to-use interface for users to parallelize almost any raster processing algorithm with any arbitrary neighborhood (or moving window) configuration. pRPL enables the implementation of parallel raster-processing algorithms without requiring a deep understanding of parallel computing and programming, thus it greatly reduces the development complexity. Moreover, even …

Fixed-Effect Estimation Of Highly-Mobile Production Technologies, William C. Horrace, Kurt E. Schnier
Fixed-Effect Estimation Of Highly-Mobile Production Technologies, William C. Horrace, Kurt E. Schnier
Economics - All Scholarship
We consider fixed-effect estimation of a production function where inputs and outputs vary over time, space, and cross-sectional unit. Variability in the spatial dimension allows for time-varying individual effects, without parametric assumptions on the effects. Asymptotics along the spatial dimension provide consistency and normality of the marginal products. A finite-sample example is provided: a production function for bottom-trawler fishing vessels in the flatfish fisheries of the Bering Sea. We find significant spatial variability of output (catch) which we exploit in estimation of a harvesting function.

When the Divide Isn’t Just Digital: How Technology-Enriched Afterschool Programs Help Immigrant Youth Find a Voice, a Place, and a Future
By Rebecca A. London, Manuel Pastor, Jr., and Rachel Rosner
Of course community technology centers (CTCs) help bridge the digital divide for immigrant youth in disadvantaged neighborhoods. But a study of six CTCs in California shows that these centers also promote positive youth development for young people who are challenged to straddle two cultures. 11 pages.

Sustainable Portland: Implementation Series 1, New England Environmental Finance Center
Climate Change
When the Sustainable Portland Task Force Report was released in November 2007, under the leadership of Mayor Jim Cohen, Portland Councilor Kevin Donoghue had the idea that students at the Muskie School of Public Service might be able to help implement recommendations from the report. It may have helped that Kevin was himself a graduate of the Community Planning and Development Master’s program at the Muskie School, but it was a good idea nevertheless. He approached Professor Sam Merrill in the CPD program, who spoke with the new Mayor Ed Suslovic about a possible partnership between the City and the …

What Is Economic Self-Reliance?, Paul C. Godfrey
Journal of Microfinance / ESR Review
Editor's Note: This issue begins our third year under the banner ESR Review. ESR stands for economic self-reliance, and we have published a number of themed issues addressing particular issues of development and self-reliance. When I first became involved in this project, my task was to define what we mean by economic selfreliance and to create a theory-based model of how individuals and families can become more self-reliant. The next four issues will center on the different elements of the model. This issue focuses on the role of human capital in economic development and self-reliance.

Jesus And The Breath Of Life: An Exegesis Of John 20:22 In Historical And Modern Interpretation An Obscure And Mysterious Text, Douglas W. Balzer
Seminary Masters Theses
John 20:22 is an obscure and mysterious text where Jesus is represented as breathing upon his disciples in a manner that appears to resemble the insufflation of humanity by God, or the breathing of the "breath of life" in Adam's nostrils in Genesis 2:7. Through an exegetical study of Johannine text and the Greek term έμφυσάω in relationship with the LXX, Apocrypha and Qumran Scrolls, a direct correlation is established between the theology of John and the theology in the LXX. The relevant historical, Nicene and post-Nicene Fathers, and modem interpretations are examined in order to discover what crucial issues …

Introduction: Cotton, Globalization, And Poverty In Africa, William G. Moseley, Leslie C. Gray
Introduction: Cotton, Globalization, And Poverty In Africa, William G. Moseley, Leslie C. Gray
Environmental Studies and Sciences
This volume employs a modified commodity chain approach, focusing on the social, economic, and environmental dimensions of cotton production in Africa, and the links between this production and the global market. Individual chapters may examine one or multiple levels in the commodity chain and employ different theoretical approaches, from ethnography, to agroecology, to political ecology, to classic economic analysis. We want to acknowledge, however, that while the commodity chain is an important part of cotton dynamics, it is not the only force at work in African cotton. There are new and interesting developments outside the commodity chain that work for …
Cotton Production In Burkina Faso: International Rhetoric Versus Local Realities, Leslie C. Gray
Cotton Production In Burkina Faso: International Rhetoric Versus Local Realities, Leslie C. Gray
Environmental Studies and Sciences
Voices ranging from the editorial page of the New York Times to organizations such as Oxfam and the presidents of Burkina Faso and Mali have argued that U.S. cotton subsidies depress world cotton prices and hurt African farmers. These policies deny West African countries their comparative advantage in cotton, which they can produce more cheaply and with lower environmental impacts than farmers in the United States. Some have gone as far as phrasing this as a national security issue; editorials in the New York Times and the Wall Street Journal have suggested that removing subsidies would have a strong auxiliary …
