Wetland Mitigation Banks And The No-Net-Loss Requirement: An Evaluation Of The Section 404 Permit Program In Southeast Louisiana, Abbey Anne Tyrna

Section 404 of the Clean Water Act provides regulatory oversight for wetland conservation. One goal of the Section 404 program is to achieve a no-net-loss of the remaining wetland acres and functions. Wetland mitigation banks have been incorporated into wetland policy because of their potential advantage in achieving the no-net-loss requirements. This study analyzed four wetland mitigation banks with credits sold between 1991 and 2007 in southeastern Louisiana to determine if they were contributing to the goal of no-net-loss. The three primary goals of this project were to establish the ambient background of water quality in the Lake Boeuf basin in southeast Louisiana; establish land use patterns in the basin and the relation to water quality; and develop a preliminary plan to improve water quality through the use of best management practices and wetland assimilation. Urban and agricultural acreage borders the basin and runoff from these lands forces loadings of nutrients into the adjacent canals where they become channelized and ultimately exit the Boeuf Basin into Lac des Allemandes. Vibrio vulnificus is the leading pathogen linked to seafood-associated deaths. This naturally occurring marine bacterium presents a human health risk when it is consumed in raw oysters. Hospitalization is necessary in 90 % Vibrio vulnificus illnesses and 40% end in death. (CDC) Several guidelines and regulations have been enacted to combat this human health issue, but have failed to reduce the steadily rising illness rate. Post-harvest processing requirements for raw oysters could be used to reduce illness rates. The purpose of this project was to monitor the recovery of marsh vegetation following Hurricane Katrina in the Breton Sound estuary, which is directly influenced by the Caernarvon freshwater diversion. From March 2006 until October 2007, we measured above- and belowground biomass, soil porewater nutrients (NOx, NH4, and PO4), porewater salinity, porewater sulfide concentrations, and soil redox potential bimonthly at duplicate Near (N), Intermediate (M), and Far (F) sites (with respect to the diversion), as well as at a Reference (C) site. Recently, it has been demonstrated that an individual’s rhythmic limb movements exhibit greater variability when viewing spatially incongruent biological limb movements, but not when viewing spatially incongruent non-biological movements. Some researchers have concluded that a ‘mirror-neuron system’ might mediate the intrinsic bidirectional link between perception and action underlying interpersonal, but not environmental, coordination (e.g., Kilner et al., 2003; Tognoli et al., 2007). The current study aimed to: 1) contest this recent finding; and 2) demonstrate that the self-organized entrainment processes of coupled oscillators can explain the differing influences of biological and non-biological movements. During the 1950s, termination policy dominated federal Indian policy. Termination policy was an effort by the federal government to complete the assimilation process by ending the federal trust relationship it held with Native American tribes. US federal officials chose to terminate the trust relationship with tribes that they considered assimilated and wealthy. As many other historians have argued, termination history did not end in a positive way for tribes. Many tribes witnessed the social and economic collapse of their communities, as well as the loss of their tribal identity. This paper investigates the use of place-based conservation legislation as a tool for conflict resolution, wilderness designation and unit-level administrative planning reform on national forests by analyzing the case of the Beaverhead-Deerlodge Partnership in Southwestern Montana. The codification of place-based negotiated compromises over forest management is a significant departure from the administrative planning approach used to resolve multiple-use conflicts by the U.S. Forest Service. This "synthetic" approach demands a large amount of work, but the results tend to result in major advances in the field. Soon thereafter, another group of prominent evangelicals responded with their own statement urging caution before taking any action against climate change. Chlorinated ethenes are among the top contaminants on the EPA National Priorities List due to their abundance in contaminated sites and their recalcitrant nature. These compounds, which are used in large scale degreasing and textile processes, are known liver and kidney toxins, and suspected carcinogens. Wetland ecosystems are capable of degrading PCE and its breakdown products TCE, DCE, and VC by providing anaerobic and aerobic growth conditions for microbes that express enzymes such as dehalogenases and monooxygenases with dual affinity for chlorinated solvents. This paper reports on aspects of land tenure in western Sudan, especially the nature of tenure insecurity and the functioning of the land rental market. The active land rental market accounted for about one-third of cultivated land. Patterns of land rental transactions, and tests of the importance of insecurity in renting land, where the owner may not be able to reclaim land rented out, do not support the presumption that rental markets perform poorly. Burgeoning deer populations in urban and suburban areas, along with the inherent problems stemming from this increase, are becoming increasingly widespread. To address these problems, wildlife biologists need quality baseline data of herd composition for harvest and treatment forecasts for management and fertility control research programs. In this study, we provide white-tailed deer (Odocoileus virginianus) population data from 4 areas where localized suburban white-tailed deer populations were substantially reduced utilizing sharpshooting as a management tool. Semi-operational daily forecasts of circulation from an observatory for the Columbia River estuary-plume-shelf system routinely support oceanographic cruises, by providing 24h-ahead estimates of plume location and structure for planning purposes and for near real-time interpretation of observations. This paper analyzes forecast skill during spring/summer cruises in 2004-2007. Assessment addresses both qualitative descriptions of major plume trends and features and quantitative representation of data from (primarily) vessel-based flow-through, cast and towed systems. Forecasts emerge as robust predictors of plume location and variability, with skill that has grown over time, at least in part due to improvements in model algorithms. When the …

The central theme of this thesis was the search for ecologically meaningful ways to quantify the relationships between the biota and ecosystem processes. This thesis investigated whether a "functional group" approach, that characterised the fauna according to similarities in their activities, could be successfully employed to quantifiably link species' performance to important ecosystem processes. Initially the abilities of traditional "trophic" and "bioturbatory" categories to characterise the estuarine macrobenthic fauna and discriminate between estuarine sites were examined. For the last five years, roadside monitoring for exotic invasive species has been a common practice for documenting distributions in Clark County, Nevada (Abella et al., in press). Yet, studies have shown that weed relationships to road corridors differ depending upon the natural system (Hansen and Clevenger, 2005). In the Mojave Desert, it is unknown whether exotic species are limited to or even predominant along roadsides.

Compounding this uncertainty, fertile islands under shrubs are known to enhance conditions for many annuals (Thompson et al., 2005). Thus, a site’s shrub composition could influence exotic invasive plant distributions.
