Addressing Climate Change With A Comprehensive U.S. Cap-And-Trade System, Robert Stavins

There is growing impetus for a domestic U.S. climate policy that can provide meaningful reductions in emissions of CO2 and other greenhouse gases. I describe and analyze an up- stream, economy-wide CO2 cap-and-trade system which implements a gradual trajectory of emissions reductions (with inclusion over time of non-CO2 greenhouse gases), and includes mechanisms to reduce cost uncertainty. Initially, half of the allowances are allocated through auction and half through free distribution, with the share being auctioned gradually increasing to 100 percent over 25 years. The system provides for linkage with emission reduction credit projects in other countries, harmonization over time …

Community-based participatory research (CBPR) is a mechanism to improve environmental quality in communities primarily inhabited by minorities or low income families. A collaborative partnership between the University at Buffalo and the Toxic Waste Lupus Coalition was formed to investigate the high prevalence of lupus in the area and whether cases of disease were linked to chemicals found at a nearby New York State Superfund site in East Buffalo. The purpose of the study was to use CBPR practices to educate impacted residents and enable their participation in efforts to get a nearby contaminated waste site remediated. The Role Of Gender In Environmental Justice, Nancy Unger
History
Environmental Justice incorporates an inclusive definition of its subject matter, exploring the environmental burdens impacting all marginalized populations and communities. This expansive definition allows for the possibility that populations conventionally viewed as privileged can nevertheless be marginalized and suffer uniquely from environmental injustices. Employing such a definition can also reveal how an ostensibly powerless group can fight for environmental justice on its own terms—and win. Gender has played an important role in environmental justice (and injustice) throughout the history of the United States. This white paper recommends a series of seven Executive Orders to the new Administration, all in the areas of health, safety, and the environment. Each of the suggested Executive Orders directs agencies of the government to take specific steps that would make a realworld difference and simultaneously send a signal to the public, Congress, the business community, and others that a new course has been charted and that change has arrived.

Strong Civil Society As A Double-Edged Sword: Siting Trailers In Post-Katrina New Orleans, Daniel P. Aldrich, Kevin Crook

To meet the dire need for housing following Hurricane Katrina, New Orleans and Federal Emergency Management Agency officials created lists of potential sites for trailer parks. We analyze approved sites to track which factors were linked with larger (or smaller) numbers of trailers and trailer sites per zip code block. Areas which displayed greater levels of social capital, as evidenced by voluntaristic activities such as voting, were slated for fewer trailers, control- ling for race, income, education, flood damage, and other relevant factors. Illinois Public Act 82-280, § 2-1706.5, as amended by P.A. 94-677, § 330 (eff. Aug. 25, 2005), and as codified as 735 ILCS 5/2-1706.5(a), imposes a $500,000 “cap” on the noneconomic damages that may be awarded in a medical malpractice suit against a physician or other health care professional, and a $1 million “cap” on the noneconomic damages that may be awarded against a hospital, its affiliates, or their employees.

What happens when people have both a spiritual practice and are engaged in progressive social justice work? How does expressing or engaging in them separately or together affect themselves and the work that they do? This relational, fixed methods research looks at those who have both a spiritual practice and are engaged in progressive social justice work and at how expressing them together or separately effects their perception of themselves and the work that they do (both spiritually and as an activist). Recreation As Destination: How A Public Recreation Space Influences Physical Activity In A Low-Income Neighborhood In A Small Mississippi Town, Frank Shaw Barbour

With an obesity epidemic of alarming proportions, there is a need for Active Living studies addressing the low-income populations in the state of Mississippi. This study uses behavior observation to examine physical activity patterns in a public park in a low-income neighborhood in West Point, MS. The influence of the built environment on physical activity and health is discussed, as are the implications of this research for designers and planners. Documentation of activity types and demographic comparisons between park users and the town population reveal consistent patterns of physical activity and suggest that the park may pull its users primarily …

This Proposed Resource Management Plan (RMP) and Final Environmental Impact Statement (EIS) describes and analyzes the Proposed Plan and draft alternatives for the planning and management of public lands and resources administered by the Bureau of Land Management (BLM), Moab Field Office. The Moab planning area is located in southeastern Utah and includes approximately 2.5-million acres of land in Grand and San Juan Counties. Within the Moab planning area, the BLM manages approximately 1.8-million acres of BLM-administered public land surface as well as about 29,000 acres of federal mineral estate.

Since the introduction of organized sanitation practices in the West, local governments and waste management business in the private sector have essentially adhered to an out-of-sight, out-of-mind approach to residential garbage, by which, for a modest fee, individuals are relieved from responsibility for their own waste and from awareness of its impact on the planet. Together with the systematic deferral of the environmental costs of current activities, this out-of-sight, out-of-mind approach has fostered individual behaviors that exert a great deal of pressure on the environment.
