"Pollute First, Control Later" No More: Combating Environmental Degradation In China Through An Approach Based In Public Interest Litigation And Public Participation, Christine J. Lee
Washington International Law Journal
As China continues to face severe environmental degradation as a side effect of torrid economic growth and rise in population, the Chinese government has promulgated numerous environmental laws over the past few decades to address this critical issue. The efficacy of these laws, however, has been highly questionable. Although the laws themselves—modeled substantially on United States and European environmental laws—are relatively complete and comprehensive, difficulties in implementation and particularly enforcement have led to the continued deterioration of China’s environment. These failures in implementation and enforcement of environmental laws emerge from numerous factors, most notably from the decentralized structure of China’s …

Vichian Moral Philosophy: Prudence As Jurisprudence, Donald Phillip Verene
Vichian Moral Philosophy: Prudence As Jurisprudence, Donald Phillip Verene
Chicago-Kent Law Review
Vico discerned in Descartes' method for conducting right reasoning in the sciences a new and completely modern conception of human knowledge. This conception excludes those fields of study that the ancients believed to be the basis of civil wisdom, namely, eloquence or rhetoric and jurisprudence or law. Vico reminds us that what philosophy was for the Greeks, jurisprudence was for the Romans. In accordance with the Digest, Vico held that Roman law is civil wisdom itself: all that is necessary for proper human conduct is specified in the law. The law itself must be reasonable and just. The law, …
Law And Politics As Play, Lief H. Carter
Law And Politics As Play, Lief H. Carter
Chicago-Kent Law Review
Liberal theory fails to cope effectively with the common human tendency, under certain conditions, to brutalize other humans. Liberal theory does not adequately accommodate the reality that humans contest concepts of rights, justice, and truth. The necessarily contextual, contested, and contingent character of substantive liberal principles necessarily prevents them, qua principles, from effectively inhibiting human brutality. Liberal theory also does not take adequate account of the passionate and non-rational character of the human animal. Giambattista Vico's remarkably prescient and comprehensive eighteenth century vision of the human condition anticipates these two barriers to achieving liberalism's pacific political and social vision. Vico …
On The (Legal) Study Methods Of Our Time: Vico Redux, Marianne Constable
On The (Legal) Study Methods Of Our Time: Vico Redux, Marianne Constable
Chicago-Kent Law Review
This essay draws on the form and spirit of Vico's On the Study Methods of Our Time to comment on intellectual and institutional approaches to U.S. legal studies today. It compares rhetoric to the many disciplines—philosophy, economics, sociology, political science, anthropology, poetry, and history—that take law as their subject matter. It argues that law is only partly understood by those who characterize it as command or as morality, as coercive system or as system of rules. It is only partly understood by those who reject law-on-the-books in favor of the empirical study of social behavior. It argues instead that attending …

Movement And Habitat Use Of Two Aquatic Turtles (Graptemys Geographic And Trachemys Scripta) In An Urban Landscape, Travis J. Ryan, C A. Conner, B A. Douthitt, S C. Sterrett, Carmen M. Salsbury
Scholarship and Professional Work - LAS
Our study focuses on the spatial ecology and seasonal habitat use of two aquatic turtles in order to understand the manner in which upland habitat use by humans shapes the aquatic activity, movement, and habitat selection of these species in an urban setting. We used radiotelemetry to follow 15 female Graptemys geographica (common map turtle) and each of ten male and female Trachemys scripta (red-eared slider) living in a man-made canal within a highly urbanized region of Indianapolis, IN, USA. During the active season (between May and September) of 2002, we located 33 of the 35 individuals a total of …
Seed Invasion Filters And Forest Fire Severity, Tom R. Cottrell, Paul F. Hessburg, Jonathan A. Betz
Seed Invasion Filters And Forest Fire Severity, Tom R. Cottrell, Paul F. Hessburg, Jonathan A. Betz
Biology Faculty Scholarship
Forest seed dispersal is altered after fire. Using seed traps, we studied impacts of fire severity on timing of seed dispersal, total seed rain, and seed rain richness in patches of high and low severity fire and unburned Douglas-fir (Pseudotsuga menziesii) forests in the Fischer and Tyee fire complexes in the eastern Washington Cascades. Unburned plots had the lowest average seed production. The high severity fire patches in the Fischer Fire Complex had a higher total seed production than low severity fire patches of the same complex. At the Tyee Fire Complex, the total seed production for each …
A Homography-Based Multiple-Camera Person-Tracking Algorithm, Matthew Robert Turk
A Homography-Based Multiple-Camera Person-Tracking Algorithm, Matthew Robert Turk
Theses
It is easy to install multiple inexpensive video surveillance cameras around an area. However, multiple-camera tracking is still a developing field. Surveillance products that can be produced with multiple video cameras include camera cueing, wide-area traffic analysis, tracking in the presence of occlusions, and tracking with in-scene entrances. All of these products require solving the consistent labelling problem. This means giving the same meta-target tracking label to all projections of a realworld target in the various cameras. This thesis covers the implementation and testing of a multiple-camera peopletracking algorithm. First, a shape-matching single-camera tracking algorithm was partially re-implemented so that …
The Contribution Of The Dorsal Root Reflex And The Sympathetic Nervous System In Formalin-Evoked Neurogenic Inflammation, Lara A. Kachlic
The Contribution Of The Dorsal Root Reflex And The Sympathetic Nervous System In Formalin-Evoked Neurogenic Inflammation, Lara A. Kachlic
Psychology Theses - Archive
The present study investigated the role of dorsal root reflex (DRR), which is characterized as antidromic firing via primary afferent fibers towards the periphery, and the sympathetic nervous system in neurogenic inflammation. Neurogenic inflammation is defined as inflammation that is caused by substances released from sensory nerve terminals (Willis Jr., 1999). The first objective of the study was to determine bilateral blood perfusion, a measure of redness, one of the cardinal signs of inflammation, following a formalin injection with the use of laser Doppler imaging. The hypothesis stated that there would be a bilateral increase in blood perfusion, following formalin. …
Design And Verification Of A Sterile Incubator Volume For Maintaining Post-Deposition Cell Viability For Cell Printing Processes, Emily Hakun
Master's Theses
The growing field of tissue engineering requires the design and verification of an environmentally-controlled sterile incubator volume. As this technology advances and the field of cell printing emerges, the need for such a volume increases. This volume shall maintain post-deposition cell viability of printed cells, by maintaining volume sterility and controlling temperature. This becomes more important as more delicate cells are used. Sterility maintenance prevents contamination of the cells, while temperature regulation maintains the optimum temperature for cell viability. Several existing incubator systems are capable of regulating environmental conditions, but none are designed to function with a moving cell deposition …
Spinal Cord Stimulation For Control Of Pain, Stephen Falowski Md
Spinal Cord Stimulation For Control Of Pain, Stephen Falowski Md
JHN Journal
Spinal cord stimulation (SCS) is an adjustable, non-destructive procedure which delivers therapeutic doses of electrical current to the spinal cord for the management of neuropathic pain. The most common indications include post-laminectomy (“failed back surgery”) syndrome, complex regional pain syndrome (CRPS), ischemic limb pain, and angina. Other reported applications include visceral/abdominal pain, cervical neuritis pain, spinal cord injury pain, post-herpetic neuralgia, and neurogenic thoracic outlet syndrome.

Department of Cancer Biology Faculty Papers
The PC12 pheochromocytoma cell line responds to nerve growth factor (NGF) by exiting from the cell cycle and differentiating to induce extending neurites. Cyclin D1 is an important regulator of G1/S phase cell cycle progression, and it is known to play a role in myocyte differentiation in cultured cells. Herein, NGF induced cyclin D1 promoter, mRNA, and protein expression via the p21(RAS) pathway. Antisense- or small interfering RNA to cyclin D1 abolished NGF-mediated neurite outgrowth, demonstrating the essential role of cyclin D1 in NGF-mediated differentiation. Expression vectors encoding mutants of the Ras/mitogen-activated protein kinase pathway, and chemical inhibitors, demonstrated NGF …

Spring Field Report, March–May 2008, W. Ross Silcock
Nebraska Bird Review
Despite this cool, wet spring, warbler enthusiasts were thrilled by one of the best showings in years, with Chestnut-sided, Magnolia, Black-throated Green, Blackburnian, and Mourning Warblers leading the charge. Swallows also as a group arrived early, including a record early Barn Swallow, and record early Western Tanagers (yes, more than one) appeared, surprisingly, in the east. There were no reports of mortality due to cold or excessive moisture; apparently food sources were unaffected. The large incursion of Purple Finches and the smaller one of Mountain Chickadees continued into the spring period, with impressive totals.

2007 Nebraska Midwinter Bald Eagle Survey, Joel E. Jorgensen, Sarah E. Rehme
Nebraska Bird Review
Bald and Golden Eagles are species of conservation concern that regularly winter in Nebraska (Sharpe et al. 2001). The Nebraska Game and Parks Commission (NCJPC) has conducted an annual statewide Midwinter Eagle Survey (MWS) since 1980. The Nebraska MWS is done in conjunction with a national survey coordinated by the U.S. Geological Survey. The purpose of the MWS is to determine the number and distribution of eagles wintering in Nebraska. Here we present results from the 2007 Nebraska MWS.
