The U.S. Treasury Buyback Auctions: The Cost Of Retiring Illiquid Bonds, Bing Han, Francis A. Longstaff, Craig B. Merrill

We study an important recent series of buyback auctions conducted by the U.S. Treasury in retiring $67.5 billion of its illiquid off-the-run debt. The Treasury was successful in buying back large amounts of illiquid debt while suffering only a small market-impact cost. The Treasury included the most-illiquid bonds more frequently in the auctions, but tended to buy back the least-illiquid of these bonds. Although the Treasury had the option to cherry pick from among the bonds offered, we find that the Treasury was actually penalized for being spread too thinly in the buybacks.

Purpose – The purpose of this paper is to understand how information technology (IT) is used to enhance supply chain performance.

Design/methodology/approach – A large-scale survey and semi-structured interviews were used to collect industry data.

Findings – Two distinct dimensions to information sharing – connectivity and willingness – are identified and analyzed. Both dimensions are found to impact operational performance and to be critical to the development of a real information sharing capability. However, many companies are found to have placed most of their emphasis on connectivity, often overlooking the willingness construct. As a result, information sharing seldom delivers on …

Is there an anational lex mercatoria, a "global law without a state?" The debate seems infinite. Some argue that the rules, institutions, and procedures of international arbitration have now achieved a sufficient degree both of autonomy from the state and of legal character that they represent such an anational law. Others respond that whatever law merchant may exist is really state law—dependent on national norms and the freedom of contract they provide, and on the enforceability of arbitral awards by national courts. I want to argue today that direct democracy is undesirable and unconstitutional. I want to argue to you that the Supreme Court should find that the Michigan Civil Rights Initiative is unconstitutional, and strike it down. So I want to make two points. First, I am going to argue that direct democracy is undesirable. This is a normative argument; it’s not an argument about constitutional doctrine. Second, I want to argue that direct democracy is unconstitutional, and make a series of different arguments as to why.

Praying, Playing, And Successful Families: An Examination Of Family Religiosity, Family Leisure, And Family Functioning, Sarah Taylor Agate, Ramon B. Zabriskie, Dennis L. Eggett

The purpose of this study was to examine the relationship between family religiosity, family leisure, and family functioning. The sample consisted of 121 parents and 99 youth from various religious groups. Results indicated a positive relationship between family religiosity and family leisure. Both family religiosity and family leisure had a significant relationship with family functioning in this sample. Data collected from both parents and youth provided insight into the influence of family religiosity and family leisure on family functioning. Family religiosity was the strongest predictor of family functioning for parents. For youth, both family leisure and family religiosity were significant …

The purpose of this study was to investigate the relationship between family of origin rituals and young adults’ attachment style when controlling for parents’ attachment style. The sample consisted of 222 paired young adults and one parent (representing 208 families) from 36 different states. Family of origin rituals were measured using the Family Ritual Questionnaire (FRQ) and attachment was measured using the Experiences in Close Relationships Revised (ECR-R) Questionnaire. Results indicated a negative relationship between family of origin ritual meaning and young adult attachment anxiety. This phenomenological study sought to identify the attributes of meaningful learning experiences as found in an outdoor education program. Thirteen students in the Wilderness Writing Program at Brigham Young University were the sample of this study. Their participation in outdoor recreational activities and their reflections about their experiences were analyzed. Through written journal entries, group discussions, observations, and writing assignments, a qualitative analysis identified attributes that occurred in their meaningful learning experiences. Meaningful learning was defined as a realization of a person's weaknesses, strengths, and potentials. This realization came through experiences with attributes of a degree of perceived risk, which …

The purpose of this study was (a) to identify the criteria parents of emerging adults consider necessary and important for their children to achieve adulthood, (b) to compare parents' criteria for adulthood with the criteria espoused by emerging adults, and (c) to examine how these criteria might differ on the basis of gender and the parent and gender of the child. Participants included 392 unmarried college students, ages 18–25, and at least 1 of their parents (271 fathers, 391 mothers). We show that firms with executive bonuses that qualify for deduction under Internal Revenue Code Section 162(m) were less likely to expense stock option compensation (SOC) in 2002. Additionally, the more likely it is that a qualified firm will incur re-contracting costs, the less likely it is that the firm will expense SOC. CEOs of qualified firms that also expense SOC receive smaller bonuses than CEOs of expensing firms that are not qualified under 162(m), and the lower 162(m) bonuses are not offset by higher SOC. Our results suggest that 162(m) tax incentives are an important determinant of the decision …

It has been understood for decades that reproductive performance is the most important factor affecting production efficiency of a cow-calf enterprise. To maintain a yearly calving interval (one calf every 365 days), a cow must re-breed in 80 to 85 days after calving. With the nutrient priority of beef cattle being body maintenance, growth, lactation, fetal growth, breeding, and body reserve according to Short et al. (1990) indicates that reproduction is low on the list. Body condition score at parturition has been implicated as the single most important factor affecting postpartum interval to estrus and pregnancy in multiparous cows.

Robotic therapy is at the forefront of stroke rehabilitation. The Activities of Daily Living Exercise Robot (ADLER) was developed to improve carryover of gains after training by combining the benefits of Activities of Daily Living (ADL) training (motivation and functional task practice with real objects), with the benefits of robot mediated therapy (repeatability and reliability). In combining these two therapy techniques, we seek to develop a new model for trajectory generation that will support functional movements to real objects during robot training. The purpose of this study was to assess the effects of participation in a family coaching program on perceptions of parental self-efficacy, families' use of encouragement, and reinforcement behaviors. A second purpose of the study was to ascertain the lasting effect on families participating in a family involvement intervention that included coaching. Families with prekindergarten and/or kindergarten children attending school in a low-income neighborhood and neighboring child care centers were recruited for the study.

The Family Coaching Institute, the family involvement intervention for this study, consisted of three 5-week, 2-hour biweekly sessions. Attendance ranged from 3 to 15 sessions. Child …

Florida has the longest history of high stakes testing of any state in the United States, spanning a period of 28 years, seven different testing policy periods, and five tests. In this study, analysis of statistics from the 28 years suggested that declines in graduation rates corresponded to increasingly difficult high stakes testing policy periods, new tests, and periods that did not include high stakes accountability for graduation rates. Overall, graduation rates declined through an erratic 28 years for a net loss of 4.51 %. The achievement gap in graduation rates between white and black students worsened 200% from 1992 …

The purpose of this concurrent mixed methods study was to explore how well Florida's 2+2 articulation agreement and transfer student services meet the needs of students. Phase I employed quantitative methodology to compare the academic success and persistence to graduation of a single cohort (n = 2,612) of Florida public community college Associate in Arts graduates (n = 1,738) and native (n = 874) juniors (60-to-70 credit hours) who entered the same universities as FTIC. The rate of involuntary job loss among older workers has increased in recent years. Previous research has found that after job separation older workers take longer to get back in jobs, and experience bigger earnings declines than younger prime age workers. These studies were based on surveys targeted at older and dislocated workers, which rely on retrospective interviews of strategic samples from the general labor force.
