Are There Rearrangement Hotspots In The Human Genome?, Max A. Alekseyev, Pavel A. Pevzner Nov 2007

Are There Rearrangement Hotspots In The Human Genome?, Max A. Alekseyev, Pavel A. Pevzner

Faculty Publications

In a landmark paper, Nadeau and Taylor [18] formulated the random breakage model (RBM) of chromosome evolution that postulates that there are no rearrangement hotspots in the human genome. In the next two decades, numerous studies with progressively increasing levels of resolution made RBM the de facto theory of chromosome evolution. Despite the fact that RBM had prophetic prediction power, it was recently refuted by Pevzner and Tesler [4], who introduced the fragile breakage model (FBM), postulating that the human genome is a mosaic of solid regions (with low propensity for rearrangements) and fragile regions (rearrangement hotspots). However, the rebuttal …

Marshall V. Burger King Corp.: Making A Mess Of "Duty" For Businesses In Illinois, Jeffrey H. Powell Nov 2007

Marshall V. Burger King Corp.: Making A Mess Of "Duty" For Businesses In Illinois, Jeffrey H. Powell

Northern Illinois University Law Review

This comment examines Marshall v. Burger King Corp., in which the Illinois Supreme Court overturned a "no duty" ruling of the trial court and determined that business owners have a duty to protect patrons from out-of-control vehicles crashing through their walls. The author analyzes the court's new duty analysis which relegates the traditional public policy factors to an exemption analysis and emphasizes a categorical approach to duty. The author concludes that the new duty analysis creates nearly a per se duty for businesses to protect their invitees from third party negligent acts and will lead to increased costs for businesses …

Protecting Court Borders: Fencing Hoffman Plastic Compounds, Inc. V. Nlrb Out Of Illinois Civil Courts, Patrick D. Kenneally Nov 2007

Protecting Court Borders: Fencing Hoffman Plastic Compounds, Inc. V. Nlrb Out Of Illinois Civil Courts, Patrick D. Kenneally

Northern Illinois University Law Review

An increasing number of jurisdictions have seized upon the reasoning in the United States Supreme Court's decision Hoffman Plastic Compounds, Inc. v. NLRB to deny undocumented immigrant plaintiffs recovery for lost future earnings at their projected earnings while living in the United States. However, a correct reading of Hoffman and understanding of its precedent reveals a narrow ruling confined to the field of federal labor law incapable of influencing the availability and distribution of damages in personal injury actions in Illinois state courts. Illinois common law currently grants undocumented plaintiffs the right to recover damages for amounts they would have …

Xm Lawsuit: Threats To The Incentive Model Of Copyright Genesis And The Obsolescence Of The Ahra In A Digital Age Of Hybrid Technology, Jay W. Ferguson Nov 2007

Xm Lawsuit: Threats To The Incentive Model Of Copyright Genesis And The Obsolescence Of The Ahra In A Digital Age Of Hybrid Technology, Jay W. Ferguson

Northern Illinois University Law Review

This article examines Atlantic Records Corp. v. XM Satellite Radio Inc. The current litigation offers a prime example of various ways in which the United States Copyright Act is unable to pace current technological trends with respect to the hybridization of technology. This article explores the nature of the current litigation and the fact that the litigation is entirely device-driven; the applicability, interpretation and purpose of the Audio Home Recording Act; threats to the incentive model of copyright genesis; and a call for device-neutral legislation that focuses on particular acts of infringement rather than measuring a device's capabilities as a …

Islamic Finance, Inclusive Growth, And Poverty Alleviation, Ishrat Husain Dr. Nov 2007

Islamic Finance, Inclusive Growth, And Poverty Alleviation, Ishrat Husain Dr.

Faculty Research - Talks, Speeches, & Discourse

Most of the attention on Islamic finance has so far been focused on the regulatory framework, products and services offered, comparability with conventional finance, risk management characteristics, Shariah compliance, and expansion and penetration issues. Very little work has been done to explore the unique features of Islamic finance for the larger good of the society particularly in the context of economic growth and poverty alleviation. I would argue this morning that Islamic finance can be a powerful tool for inclusive growth and amelioration of the conditions of poor in the Muslim countries. Let me clarify at the outset as to …

Force And Restraint In Strategic Deterrence: A Game-Theorist's Perspective, Roger B. Myerson Dr. Nov 2007

Force And Restraint In Strategic Deterrence: A Game-Theorist's Perspective, Roger B. Myerson Dr.

Books, Monographs & Collaborative Studies

A great power’s use of its military forces may be rendered ineffective or even counterproductive when there are no clear internationally recognizable limits on this use of force. Professor Myerson derives this conclusion from the basic observation that our ability to influence potential rivals depends on a balanced mix of threats and promises. Potential adversaries should believe that aggression will be punished, but such threats will be useless unless they also believe our promises that good behavior will be better rewarded. A reputation for resolve makes threats credible, but a great power also needs a reputation for restraint, to make …

On The Plasma Induced Degradation Of Organosilicate Glass (Osg) As An Interlevel Dielectric For Sub 90 Nm Cmos, Amy Huang Nov 2007

On The Plasma Induced Degradation Of Organosilicate Glass (Osg) As An Interlevel Dielectric For Sub 90 Nm Cmos, Amy Huang

Theses

The fabrication of integrated circuits (ICs) in a semiconductor manufacturing environment is governed by two main categories: Front End of the Line (FEOL) processing and Back End of the Line (BEOL) processing. Transistors are formed in active regions in FEOL while BEOL processing focuses on creation of metal interconnects and interlevel dielectrics (ILDs). These dielectrics patterned in BEOL are required to have low permittivity or k values in order to mitigate parasitic capacitance. This reduction in capacitance between metal layers diminishes dynamic power dissipation, crosstalk noise, and interconnect delay issues as IC technology nodes continue to scale down in size. …
