Rising Minimum Daily Flows In Northern Eurasian Rivers: A Growing Influence Of Groundwater In The High‐Latitude Hydrologic Cycle, Laurence C. Smith, Tamlin M. Pavelsky, Glen M. Macdonald, Alexander I. Shiklomanov, Richard B. Lammers

A first analysis of new daily discharge data for 111 northern rivers from 1936–1999 and 1958–1989 finds an overall pattern of increasing minimum daily flows (or “low flows”) throughout Russia. These increases are generally more abundant than are increases in mean flow and appear to drive much of the overall rise in mean flow observed here and in previous studies. Minimum flow decreases have also occurred but are less abundant. The minimum flow increases are found in summer as well as winter and in nonpermafrost as well as permafrost terrain. OXFORD, Miss. -­ Students studying dietetics at the University of Mississippi got hands-on experience and influenced the lives of some high school students in late November thanks to a $7,500 grant from the Mississippi chapter of the March of Dimes. Numerous studies have examined the association between the surrounding neighborhood environment and physical activity levels in adolescents. Many of these studies use a road network buffer of Euclidean distance buffer around an adolescent's home to represent the appropriate geographic area for study (i.e., neighborhood). However, little empirical research has examined the appropriate buffer size to use when defining this area and there is little consistency across published research as to the buffer size used. The Changing Faces Of New Hampshire: Recent Demographic Trends In The Granite State, Kenneth M. Johnson

New Hampshire, with a total population of 1.3 million, gained 79,000 residents between 2000 and 2006. Most of this growth (51,000 residents) came from migration. The migration also brought economic gains: New Hampshire gained at least $1.4 billion in income from migration between 2001 and 2005, and households moving in earned nearly $9,000 more than those leaving.

This invention relates to representation of one and multidimensional signal vectors in nonorgothonal domains and design of Vector Quantizers that can be chosen among these representations. There is presented a Vector Quantization technique in multiple nonorthogonal domains for both waveform and model based signal characterization. An iterative codebook accuracy enhancement algorithm, applicable to both waveform and model based Vector Quantization in multiple nonorthogonal domains, which yields further improvement in signal coding performance, is disclosed. Further, Vector Quantization in in nonorthogonal domains is applied to speech and exhibits clear performance improvements of reconstruction quality for the same bit rate compared to …

The apparatus, system and method of the present invention provide a three-dimensional polarimeter probe having a coupler for coupling three components of an electromagnetic field that fluctuates in three-dimensions and an emitter for re-emitting a radiation corresponding to said three components. The radiation includes a polarized and an unpolarized component of said electromagnetic field and is used to determine the elements of a field-field correlation martix. Common And Distinct Mechanisms Of Different Redox-Active Carcinogens Involved In The Transformation Of Mouse Jb6p+ Cells, Sun Yang, Bobbye J. Misner, Rita Chiu, Frank L. Meyskens Jr.

We transformed JB6P+ cells with prolonged intermittent low-dose UVB radiation or prolonged exposure to low-dose H2O2 or CdCl2. Stable transformation was confirmed by an anchorage-independence assay. The JB6P+ transformants formed more colonies (∼six folds) in soft agar as compared to their JB6P+ parent cells and were associated with increased intracellular reactive oxygen species (ROS) levels. Activating protein-1 (AP-1) is a family of transcription factors that are rapidly activated by elevated intracellular ROS levels, and their composition is important in the process of cellular transformation and/or tumor progression. As the ear has dual functions for audition and balance, the eye has a dual role in detecting light for a wide range of behavioral and physiological functions separate from sight. These responses are driven primarily by stimulation of photosensitive retinal ganglion cells (pRGCs) that are most sensitive to short-wavelength ( approximately 480 nm) blue light and remain functional in the absence of rods and cones. We examined the spectral sensitivity of non-image-forming responses in two profoundly blind subjects lacking functional rods and cones (one male, 56 yr old; one female, 87 yr old). This Article considers how Internet architecture can be harnessed to create an online environment where government regulation of material harmful to minors can be effective but not unreasonably burdensome. It proposes a solution that engages technology in refocusing the point of regulation, thereby reducing the burden on speech and increasing the ability to achieve constitutionally recognized governmental objectives. This Article briefly examines failed congressional attempts to restrict children's access to sexually explicit content online, and then introduces the Internet Community Ports Concept, which relies on channeling technology to divide kinds of content among various Internet ports.
