With the changing racial and linguistic composition of the American market and the emerging strength of the Mexican market, American broadcast companies are facing a new competitive playing field.. Section 310 of the Communications Act of 1934 ("Act") establishes the guidelines for when a foreign national is eligible to apply for a broadcast license from the FCC. The FCC currently interprets these limits on foreign ownership very leniently, favoring a policy of deregulation in an attempt to further open up the United States market. A Closed Form Solution For Multiple-Input Spike Based Adaptive Filters, Il Park, António R.C. Paiva, José C. Príncipe, John G. Harris

Neurons are point process systems, in the sense that the inputs and output which are spike trains can be treated as point processes. System identification of a point process system has been studied mostly with single input. However, multiple input is required in many applications such as liquid state machines or neural prosthetics. We propose a simple multiple-input spike based adaptive filter which is based on an integrate-and-fire neuron model. The optimal closed solution is derived, and the performance is analyzed with respect to noise in various parameters and measurement. ©2007 IEEE.

The authors investigated the experiences related to becoming psychotherapists for 5 counseling psychology doctoral trainees in their first prepracticum course. Qualitative analyses of weekly journals indicated that trainees discussed challenges related to becoming psychotherapists (e.g., being self-critical, having troubling reactions to clients, learning to use helping skills), gains made during the semester related to becoming psychotherapists (e.g., using helping skills more effectively, becoming less self-critical, being able to connect with clients), as well as experiences in supervision and activities that helped them cope with their anxieties. The Thai Journal of Veterinary Medicine

Polymorphism of microsatellite DNA in Thai domestic elephants (Elephas maximus) was studied using five genetic markers including LaT05, LaT07, LaT16, LaT17 and LaT26, in order to determine the efficiency of such markers in parentage identification. Eleven elephants from 5 families and 10 unrelated ones located in the northern, northeastern and central parts of Thailand were tested. It was found that LaT05, LaT16, LaT17 and LaT26 possessed marker sizes of 250-500 bp with numbers of alleles ranging from 4-13, heterozygosity 0.62-0.88 and PIC 0.56-0.87 whereas LaT07 could not be detected in all specimens used. The Thai Journal of Veterinary Medicine

The aim of this research was to preliminarily investigate the potential of earthworms to reduce clogging by introducing into the lab-scale wetland-like reactors receiving high strength wastewater, which were swine wastewater in Thailand, and domestic wastewater in Germany. The preliminary results indicated that every unit with earthworms had no sign of clogging regardless of the type of wastewater, whereas clogging was the case in the units without earthworms receiving swine wastewater. Both studies reflected similarity, which exhibited little treatment in every microcosm. It could be implied that earthworms could thrive within the wetland body due to the survival rate of …

The genus Mycobacterium is of utmost importance in veterinary medicine. Members of the genus cause serious diseases to livestock and they also could be transmitted to humans. Bovine tuberculosis, principally caused by M. bovis, is a widespread disease and causes serious economic losses to farmers worldwide. Paratuberculosis or Johne’s disease caused by the M. avium complex, is a slow-developing disease present in several species, particularly cattle, and it has been associated with Chrone’s disease of humans. While the use of frozen-thawed semen has been hampered by poor cryopreservability of equine sperm, the technique of choice in equine practice remains artificial insemination (AI) using cold storage semen. This study examined the effect of cold storage on semen quality and pregnancy rate after AI. In experiment I, ejaculates were collected from 3 stallions of proven fertility and then diluted to a final concentration of 25-50 x 106 sperm/ml. Temporal-Difference–Fusion Architecture for Learning, Cognition, and Navigation (TD-FALCON) is a generalization of adaptive resonance theory (a class of self-organizing neural networks) that incorporates TD methods for real-time reinforcement learning. In this paper, we investigate how a team of TD-FALCON networks may cooperate to learn and function in a dynamic multiagent environment based on minefield navigation and a predator/prey pursuit tasks. Experiments on the navigation task demonstrate that TD-FALCON agent teams are able to adapt and function well in a multiagent environment without an explicit mechanism of collaboration. This letter proposes to use multiorder neurons for clustering irregularly shaped data arrangements. Multiorder neurons are an evolutionary extension of the use of higher-order neurons in clustering. Higher-order neurons parametrically model complex neuron shapes by replacing the classic synaptic weight by higher-order tensors. The multiorder neuron goes one step further and eliminates two problems associated with higher-order neurons. First, it uses evolutionary algorithms to select the best neuron order for a given problem. This dissertation employs factor-augmented vector autoregressive (FAVAR) models to investigate the impact, transmission mechanism and reaction function of monetary policy. The recent development of augmenting dynamic factor analysis with the vector autoregressive (VAR) models, pioneered by Bernanke et al. (2005), has led to advances in monetary policy analysis. The new approach bases measurements of monetary policy on large data sets that approximate the true information set of policymakers. This is in contrast to low dimensional VAR models. The FAVAR model summarizes information from large data set by a few factors that are incorporated into VAR models.

This three-essay dissertation focuses on the two most important and most stable sources of finance to developing countries, namely Foreign Direct Investment (FDI) and remittances. The first essay examines the roles of exchange rate uncertainty and political risk in determining FDI inflows into African economies. Purpose

The Vitrea 2 imaging software (Vital Images Inc, Minnetonka, MN) was used for the volume analysis of the proximal tibial metaphysis.

Materials and Methods

Eighteen computed tomography scans of the proximal tibia were processed through the software, and 3-dimensional imaging of the proximal tibia was reconstructed.

Results

The volume and area of the proximal tibia that were generated resulted in a mean area of 127 cm2 and a mean volume of 77.2 cm2.

Conclusion

This study supports the use of the proximal tibial metaphysis as a source of low to moderate volume of autologous bone. When …
