The U.S. Army Engineer Research and Development Center, Construction Engineering Research Laboratory (CERL) led a team that developed, demonstrated, and patented innovative recycled plastic composite material for use as railroad crossties to replace chemically-treated wood ties. Replacement of turnout ties is a major cost item because of the size and complexity of these components. Since the mid-1990s CERL has conducted research on composite RR ties made of recycled post-consumer waste plastics. Because these plastic composite ties are inherently resistant to moisture damage, rot, and insect attack, they require no chemical treatments as do wood ties.

CRM is dead, at least in the U.S. No one killed it; it just passed on from natural causes, exacerbated by the evolution of the aviation industry, society and world politics. It was wonderfully useful in its heyday, and we as aviation professionals all owe a debt of gratitude to those responsible for its creation and implementation. They were truly visionaries.

Seventh-day Adventists first reached the French colony of Cote d’Ivoire around 1920. In 1946 the Church was organized with only 17 members. By 1985, the membership was 2,057 and in 2000, there were 7,215 members. By comparison, the Methodist Church of Cote d’Ivoire was established in 1924 and in 2000 had 1,350,000 members. Both Seventh-day Adventists and Methodists have conducted with mission in the same context where 20.8 percent of the population was Roman Catholic in 2000, Muslims represented 38.7 percent, and the French cultural influence was strong. Yet, Seventh-day Adventists have experienced a much slower church growth than …

The New York Luso-Brazilian congregation was organized on October 23, 1971, with approximately ten members. By December 2005, its membership was 329, including two new congregations formed recently. In spite of the growth during the first two or three decades, this church has not experienced much growth in the last ten years. Many members are not committed to the Great Commission. Only ten percent participate in some kind of outreach. Analyzing the profile of this church, it was verified that the growth came mainly through immigration. In The West and the Rest, Scruton examines the clash between two civilizations: Islam and the West. He contrasts the dynamic, highly institutionalized, but increasingly decadent secular legal tradition of the West, which promotes such ideas as citizenship, corporate personality, and territorial jurisdiction, with the backward-looking but unified vision of a universal community associated with the Koran. One thing that troubles the relationship of these two civilizations today is a crisis of confidence in the West, which has produced a nihilistic, self-condemning “culture of repudiation.” This countercultural solvent has been infiltrating the flood of cultural byproducts of the West that …

This essay, originally prepared for a symposium on Guantanamo and international law, provides an brief overview of the elements that a comprehensive US counterterrorism should encompass. This overview is set against the question of how the US, as the world's superpower, ought to address its international law obligations. The essay then sets that question against the still-further question of what it means to be the superpower in a world that some believe is gradually evolving into a multipolar world, but which is currently a world of a conjoined US-international global system of security.

This paper presents the findings of a research project on knowledge and attitudes about refugees and “asylees” in two South Florida counties. The project was a collaboration between the International Rescue Committee (IRC), an international NGO that assists refugees and asylees with resettlement in the United States and other countries, and four graduate students in the Department of Sociology and Anthropology at Florida International University in Miami. South Florida receives large numbers of refugees and asylees, principally from Latin America and the Caribbean, and the IRC was interested in finding out more about the knowledge and attitudes in the community …

Welfare policy is examined through the paradoxical logic of Nagarjuna’s tetralema, providing a lens through which wave-particle duality in quantum mechanics is then viewed. Through this process students are challenged to radically expand their critical-thinking horizons beyond conventional dualistic bounds. They learn not only this key property of quantum reality, but have to come to grips with the nature of knowledge itself, and the degree to which they censor their own awarenesses.

MUAVES is an existing simulation environment that serves as a research testbed for examining command and control issues with unmanned aerial vehicle (UAV) systems containing many vehicle agents. In its previous form, defining agent behaviors required knowledge of the C# programming language that some MUAVES users did not have. A billiard table metaphorically explains the conduct of states within the international system- sometimes clashing and other times tenuously co-existing. Yet, the international system ultimately remains a construct and pattern for the state actors. Spatially, the dimensions and context of the system fit the needs, requirements, and structure of the states. The main purpose of this thesis is to answer the question of why the genre of science fiction permits African-American authors to expand their themes beyond African-American concerns and characters. This thesis puts forward the argument that science fiction provides African-American writers with the capacity to craft their works' central conflicts to include or exclude issues that affect the Black community. Wideband digital receivers typically use a very high sampling rate to capture a signal for near real-time processing. Very robust digital techniques, like the Monobit FFT technique, have been developed to provide near real-time processing of captured timedomain signals. Most of these techniques trade accuracy for processing speed by approximating computationally complex mathematical operations. The approximation sometimes makes it difficult to detect multiple signals if the difference between their amplitudes is more than a few dB. Currently, many digital receiver architectures are designed for a specific mission requirement and are not parameterizable, modular, or reusable for varying mission requirements. Sarin is an organophosphorus (OP) ester chemical warfare agent (CWA) that has been used in past terrorist attacks. It remains a threat today because of its ease of manufacture and dispersal. Sarin acts by irreversibly inactivating acetylcholinesterase and interfering with neurotransmission by allowing acetylcholine to build up at neuro-effector junctions, where it continuously elicits a response. Symptoms of sarin toxicity include seizures, hypersecretions, respiratory distress and death in extreme cases. Previous studies on OP poisoning indicate that sarin exposure causes neurodegeneration and neuroinflammation in conjunction with seizure activity. Digital wideband receivers are essential elements used in electronic warfare (EW) applications. Instantaneous Frequency Measurement (IFM) receivers are suitable for use in EW systems due to the ultrawide instantaneous radio-frequency (RF) bandwidth, fine-frequency resolution, and moderately high sensitivity and dynamic range. Conventional IFM receivers use analog components such as power dividers, crystal video detectors, and hybrids. This research presents the architecture and design implementation of a purely digital IFM receiver based on a patented algorithm courtesy of the United States Air Force. Combinatorial chemistry has become an important aspect of medicinal research due to its flexibility and the ability to produce large numbers of potential therapeutic agents. Once compounds are made, they must be screened to determine if there is any biological activity. This research project focused on developing a screening method for chemical agents produced by a graduate student in the chemistry department at Wright State University. After an acceptable screening method was found, the goal of the project was to determine if compounds produced had either antibacterial activity, antifungal activity, or both. Embedded in the quilt top, the fabric patches are relays, time pathways to stories and memories of their former owners. Through the quilts, the voices of the past survive. The stories trace a path of connection between oral traditions, storytelling, the invention of meaning, and the preservation of cultural memory. This Article contends that society in the United States needs to hold a genuine discussion about alternatives to current conceptions of marriage and family law jurisdiction. Specifically, the Article suggests that the civil government should consider ceding some of its jurisdictional authority over marriage and divorce law to religious communities that are competent and capable of adjudicating the marital rites and rights of their respective adherents. There is historical precedent and preliminary movement toward this end--both within and without the United States--which might serve as the framework for further discussions.
