Initiatives

Requires all utilities, including government-owned utilities, to generate 20% of their power from renewable energy by 2010, a standard currently applicable only to private electrical corporations. Raises requirement for all utilities to 40% by 2020 and 50% by 2025. Imposes penalties for noncompliance. Fast-tracks approval for new renewable energy plants. Requires utilities to sign longer contracts (20 year minimum) to procure renewable energy. Creates Solar and Clean Energy Transmission Account to purchase property or rights of way for renewable energy. "Three Strikes" Law. Sentencing. Statute.

Initiatives

Prohibits increased sentencing terms for repeat felony offenders under new “Three Strikes” law except when current offense is a serious or violent felony. Authorizes re-sentencing under the new law for offenders serving indeterminate life sentences provided that the sentence was not imposed for a second strike. Provides that felons convicted of specified crimes, including murder, certain crimes involving firearm use, and certain sex or drug offenses, are not eligible for the benefits of the new law. Metalloporphyrin Catalyzed Degradation Of Pce: Effects Of Reductants, Buffers And Cosolvent Concentration, Sowmya Suryanarayanan

Reductive dechlorination of chlorinated organic contaminants using metalloporphyrins as catalysts may be an effective approach to treat widespread contamination. However, most previous studies have examined water-soluble rather than insoluble metalloporphyrins despite the fact that the latter category makes up the largest fraction found in nature. Recent studies have shown that addition of different cosolvents to water can activate otherwise non-reactive metalloporphyrin catalysts and facilitate the reduction of tetrachloroethylene (PCE), presumably by the mere process of making the otherwise insoluble metalloporphyrins dissolve in solution. Specialized Accreditation In Collegiate Aviation: An Analysis Of The Perceived Value Of Specialized Accreditation By The Aviation Accreditation Board International, Charles Daniel Prather

The Council on Aviation Accreditation (CAA) was established in 1988 in response to the need for formal, specialized accreditation of aviation academic programs. The first aviation programs were accredited by the CAA in 1992, and as of November 2007, the newly renamed Aviation Accreditation Board International (AABI) recognized a total 78 accredited programs at 26 institutions worldwide. Although the number of aviation academic programs accredited by the AABI has steadily grown, there are currently only 26 percent of UAA member institutions with AABI accredited programs.

This thesis explores practical and theoretical aspects of several privacy-providing technologies, including tools for anonymous web-browsing, verifiable electronic voting schemes, and private information retrieval from databases. State-of-art privacy-providing schemes are frequently impractical for implementational reasons or for sheer information-theoretical reasons due to the amount of information that needs to be transmitted. We have been researching the question of whether relaxing the requirements on such schemes, in particular settling for imperfect but sufficient in real-world situations privacy, as opposed to perfect privacy, may be helpful in producing more practical or more efficient schemes. The reliability of biomarker discovery by means of proteomics has been called into question. It was speculated that "background noise" variation resulting from differences in preparation and handling of samples and proteome dynamics may mask subtle, yet important, differences due to the biological condition. Little is understood about complex proteomes and their variability. A critical aspect of proteomic biomarker research that is largely unexplored is the comparative reproducibility of certain methods such as two-dimensional gel electrophoresis and liquid chromatography/mass spectrometry. In December, 2006, a group of 26 software developers from some of the most widely used life science programming toolkits and phylogenetic software projects converged on Durham, North Carolina, for a Phyloinformatics Hackathon, an intense five-day collaborative software coding event sponsored by the National Evolutionary Synthesis Center (NESCent). The goal was to help researchers to integrate multiple phylogenetic software tools into automated workflows. Participants addressed deficiencies in interoperability between programs by implementing “glue code” and improving support for phylogenetic data exchange standards (particularly NEXUS) across the toolkits.
