This paper was presented at DePaul University in March 2006, as part of a Symposium on Shaping a New Direction for Law and Medicine: An International Debate on Culture, Disaster, Biotechnology & Public Health. Following the catastrophic events of 2005, including Hurricane Katrina, Pakistani Earthquakes, bird flu transmission to human populations, and the real threat of bioterrorism, government struggled in the aftermath to make sense of the devastation and human displacement. The CDC has conducted the National Survey of Family Growth (NSFG) every three to seven years between 1973 and 2002 to describe contraceptive use among women in the U.S. The data from these surveys are available to researchers to examine trends in contraceptive use and sexual behaviors. The purpose of this study was to examine data from the 2002 NSFG in order to determine the influence of religiosity on abortion and abortifacient contraceptive use, i.e., the use of the oral contraceptive pill (OC), the injected hormone Depoprovera (IC), the IUD, and hormonal emergency contraception (EC), among American women between the …

This report continues the process of documenting the 82 species of mammals and 8 amphibians known to occur, or have recently occurred, In Southeast Alaska. Species accounts are based on a review of the literature, examination of specl mens and associated field notes at natural history museums, and a series of expeditions we conducted through 1999 through the University of Alaska Museum of the North. Our primary conclusion from this survey is that information as basic as distribution and taxonomic status is unavailable for most species of mammals and amphibians. Knowing one's place in the social order, whether that place is one of relative privilege or not, serves two psychologically ameliorative functions. It relieves one from the “anxiety of [gender] identity interrogation” and it helps to inform one as to the socially agreed upon, acceptable conduct for interpersonal exchanges--the episteme of social interaction. This Paper will demonstrate that gender identity is produced through relational, contextually influenced, interpretative processes. We consider law and policy responses to invasive seaweeds at global and regional levels. Key global regimes considered include the 1982 United Nations Convention on the Law of the Sea, the Convention on Biological Diversity, the Ramsar Convention and the Bonn Convention on Migratory Species. Contributions from the Food and Agriculture Organization and the International Maritime Organization are also considered in the global context. At a regional level, examples of efforts in North America and Europe are offered to illustrate challenges and opportunities for regional responses to invasive seaweeds. The decriminalization of abortion in Canada ensured neither its availability nor accessibility as an integrated and publicly funded health service. While Canadian women are increasingly referred to or seek abortion services from single-purpose clinics, their exclusion from public health insurance often render these services inaccessible. This article considers denied funding for clinic abortion services from the perspective of the Canadian constitutional guarantee of sex equality. The article focuses on the 2004 Court of Queen's Bench's judgment in Jane Doe I v. We are presently witnessing a remarkable emphasis upon the commercialization of research in public institutions around the world. The issue is polarizing within the academic community, but the commercialization of research in public institutions has, in itself, largely failed to capture the public imagination. Nothing suggests that a large-scale debate on this issue is forthcoming in Canada or elsewhere. The concept of the Scholarship of Teaching and Learning (SoTL) was developed over 15 years ago. Because scholarly recognition comes from the discipline, the researchers determined to find out how a range of disciplines deal with the SoTL. In that time, how has the SoTL been integrated into and used by the various academic disciplines? What publication outlets are available to professors within each of the disciplines to present and publish on the SoTL? This qualitative study focuses on the everyday realities and child placement experiences of 31 mothers of children placed in out-of-home care in south western Ontario. The stories used in this analysis were collected for the Partnerships for Children and Families Project, a multi-year research project that is committed to developing an understanding of the lives and experiences of families and children who are served by Children's Aid Societies and/or children's mental health services. Twenty six mothers in this study were interviewed on one occasion, ranging from one to two hours in duration. Five mothers in this study had multiple interviews. …

Magnetic resonance imaging (MRI) procedures have been used for over 20 years. This modality is considered relatively safe and holds great promise. Yet, MRI has a number of risks. Canada and the USA have developed a series of cooperative initiatives that address transboundary fisheries issues in the Gulf of Maine. The Canada – USA Steering Committee serves as an umbrella forum for discussing and coordinating transboundary management measures. Through the work of the Transboundary Resource Assessment Committee and the Transboundary Management Guidance Committee, the Steering Committee has overseen the development of joint scientific stock assessments and a sharing agreement for groundfish resources in the vicinity of the eastern Georges Bank. The bilateral Fisheries Enforcement Agreement helps ensure the success of such cooperative management initiatives by combating illegal fishing in …

Following an introductory review of the continuing problem of salmon escaping from aquaculture operations along the Atlantic and Pacific coasts of North America, and the considerable uncertainties over ecological impacts, this article examines the law and policy context for preventing escapes from three perspectives. First, the limited guidance for addressing aquaculture escapes under existing global and regional agreements/arrangements is highlighted. Second, how Canada and the USA have sought to control escape events at national and provincial/State levels is summarized. Global fisheries are in a perceived state of crisis. Despite growing technological effort and an unprecedented global expansion of fisheries, total landings (85-100 million MT per year) have stagnated and probably entered a period of slow decline. This trend may destabilize ocean ecosystems and undermine world seafood supplies, which provide the major source of protein for 2.3bn people, and international cooperation to address this issue has been slow. We are leveraging the power of GIS-based transportation network analysis to provide tools for public policy analysts to understand the environmental impact trade-offs of intermodal transportation networks that integrate truck, rail, and inter-coastal waterway modes of transportation. Surfactant templating provides for the synthesis of ordered mesoporous silica and the opportunity to tailor the pore size, pore structure, particle morphology and surface functionality of the silica through the selection of synthesis conditions and surfactant template. This work extends the synthesis of nanostructured silica using fluorinated surfactant templates to the synthesis of organic/inorganic composites. The effect of fluorinated surfactant templates (C6F13C2H4NC5H5Cl, C8F17C2H4NC5H5Cl and C10F21C2H4NC5H5Cl), which have highly hydrophobic fluorocarbon tails, on functional group incorporation, accessibility, and silica textural properties is examined and compared to properties of hydrocarbon surfactant (C16H33N(CH3)3Br, CTAB) templated silica. Water, sediments, floodplain soils, and fish from Big and Little Bayou creeks were assessed for polychlorinated biphenyls (PCBs) and metals in 1987-2005. The streams were impacted by effluents from the Paducah Gaseous Diffusion Plant (PGDP). PCBs were rarely detected in water samples. Aroclor 1248 detections in sediments and floodplains were sporadic, but 1254 and 1260 were consistent. Seasonal variations were only observed for Aroclor 1248. Detection of PCBs in floodplains indicated recent influx of contaminated sediments. Species-specific PCB residues patterns were studied for Lepomis cyanellus, L. megalotis, L. macrochirus, and Campostoma anomalum. Highest PCB concentrations were found in stoneroller minnows. …

Teen women's sexual and reproductive lives are shaped by laws and public policies that expand or constrict their educational and health supports. Most adolescents depend substantially on the public sector to help support their healthy sexual development and to protect them from sexual violence, disease, and pregnancy. Thus, it is critical to examine the ways in which public policies concerning young women's sexualities have been forged within religious and "moralizing" discourses. Laboratory-reared western corn rootworms, Diabrotica virgifera virgifera, from colonies maintained at the North Central Agricultural Research Laboratory (NCARL) in Brookings, SD, are used extensively by many researchers in studies of the biology, ecology, behavior, and genetics of this major insect pest. A nondiapause colony developed through artificial selection in the early 1970s is particularly attractive for many studies because its generation time is much shorter than that of typical diapause colonies. However, the nondiapause colony has been in culture for ≈190 generations without out-crossing. We hypothesized that oscillation of the dietary CP concentrations would improve efficiency of N use and reduce N loss to the environment. Charolais-cross steers (n = 8; 315 ± 21 kg of BW) were used in a replicated 4 × 4 Latin square design. The steers were allowed ad libitum access to the following diets: 1) 9.1% CP (low), 2) 11.8% CP (medium), 3) 13.9% CP (high), or 4) low and high oscillated on a 48-h interval on each diet (oscillating). Dry matter intake did not differ among treatments (P = 0.46), but N intake differed (P < 0.01) from 94 (low) to 131 (medium), 142 (high), and 133 g/d (oscillating), as designed. Dry matter digestibility increased (P < 0.01) from 71.8% (low) to 75.8% (medium), 77.7% (high), and 77.5% (oscillating). Nitrogen digestibility increased (P < 0.01) from 62.2% (low) to 67.2% (medium) to 70.1% (high) and 70.9% (oscillating). Nitrogen retention was greater (P < 0.01) in steers fed oscillating (55.0 g/d) than in the steers fed low (34.8 g/ d) or high (40.2 g/d), but N retention of steers fed medium (49.8 g/d) differed (P = 0.02) only from that of steers fed low. Urinary urea N did not differ between steers fed medium (19.5 g/d) or oscillating (21.3 g/d) but was lowest (P < 0.01) for those fed low (8.2 g/d) and greatest for those fed high (39.2 g/d).
