Maritime terrorism on the Pacific Ocean is a growing threat. Terrorists can take advantage of widening gaps in the world’s maritime security regime. The current incarnation of the legal framework surrounding the nonflag-state right of visit has exacerbated emerging weaknesses. The world must be willing to allow nonflag states greater power to board vessels on the high seas that are suspected of participating in maritime terrorism. The ship-boarding procedures within the 2005 Draft Protocol to the 1988 Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation are a step in the right direction. Fiber reinforced polymer (FRP) composites are being utilized in a wide range of application areas in structural rehabilitations because these materials are less affected by corrosive environmental conditions and known to provide longer life with less maintenance. However, there are still some concerns about FRP strengthened reinforced concrete (RC) structures, such as the presence of near-surface defects. In this study, the occurrence of trace amounts of natural and synthetic steroid estrogens in the aquatic environment was studied using liquid chromatography coupled with electrospray mass spectrometry, following solid-phase extraction (SPE). the SPE was performed with C18 and NH2 cartridges. the first objective was to develop a reliable method for analyzing steroid estrogens (resulting from human and animal excretions) in different matrices. the method developed was then applied to quantify the occurrence of natural and synthetic hormones (estrone [E1], 17β-estradiol [βE2], 17α-estradiol [αE2], estriol [E3], and 17α-ethinylestradiol [EE2]) in environmental samples in surface water and wastewater treatment plant (WWTP) …

Simulations Of Phytoplankton Species And Carbon Production In The Equatorial Pacific Ocean 2. Effects Of Physical And Biogeochemical Processes, Baris Salihoglu, Eileen E. Hofmann

A one-dimensional multi-component lower trophic level ecosystem model that includes detailed algal physiology is used to investigate the response of phytoplankton community and carbon production and export to variations in physical and biochemical processes in the Cold Tongue region of the equatorial Pacific Ocean at 0N, 140W. Results show that high-frequency variability in vertical advection and temperature is an important mechanism driving the carbon export. Filtering out low frequency physical forcing results in a 30% increase in primary production and dominance of high-light adapted Prochlorococcus and autotrophic eukaryotes. Reduction of sea ice in the Arctic may significantly alter the relative fluxes of phytoplankton and ice algae to the seafloor. To examine the response of Arctic benthic communities to changing food supplies, we incubated sediment cores collected from two sites (Smeerenburg Fjord, northwest Svalbard in May 2003 and Storfjord Trench, Barents Sea in May 2004) with controlled additions of natural phytoplankton and ice algal assemblages, and laboratory-cultured ¹³C-labeled ice algae (Nitzschia frigida, in 2004 only). We measured sediment respiration, pigments, lipid biomarkers, and compound-specific δ¹³C signals over the course of incubations. Both communities responded …

Biodiffusion coefficient is the predominant parameter used to constrain biological activity in marine sediments. Bioturbation characterization is important because of the dominant role it plays on the flux determination through the sediment-water interface. Biological mixing is quantified through models of radionuclides diagenesis by both a biodiffusion coefficient (Db) and a mixed depth (L) under the basic steady-state assumption. Based on a new global compilation of radionuclide data in marine sediments and on previously published modeling results, we show that short-live radionuclides are perfectly devoted to quantify biological mixing for sediments associated with λL²/Db lower than 125, λ representing …

Marine hydrothermal vent fields represent a unique environment for the study of aerobic microbial methane oxidation because of high methane concentrations and limited spatial and temporal scales. Earlier data collected in lateral plumes at the Endeavour Segment of the Juan de Fuca Ridge, including methane concentration, methane oxidation rate and stable carbon isotopic composition (δ¹³C), are carefully interpreted with a suite of simple analytical models. Methane oxidation is defined with a rate constant k as a first order process with respect to both substrate and methanotroph concentration. In order to explain observed southward water transport of 2-3 Sv through Davis Strait, a simple extension of Godfrey's (1989) Island Rule and a 2-D idealized numerical model simulations were made for the flow around Greenland. Godfrey's theory has been extended to permit inclusion of Bering Strait inflow and bottom friction to represent the dissipation supplied by the porous Canadian Archipelago in the modeled flow west of Greenland. The field of neuroethics has been described as an amalgamation of two branches of inquiry: “the neuroscience of ethics” and “the ethics of neuroscience.” The neuroscience of ethics may be described as “a scientific approach to understanding ethical behavior.” The law and ethics of neuroscience is concerned with the legal and ethical principles that should guide brain research and the treatment of neurological disease, as well as the effects that advances in neuroscience have on our social, moral, and philosophical views. The use of restraint and seclusion in the American psychiatric setting has a rich history—rich in medical, ethical, legal, and social controversy. For centuries, mental health care providers used movement restrictions and solitary confinement to manage psychiatric patients. Superintendents of eighteenth and early nineteenth century insane asylums and other institutions of confinement believed that strait-waistcoats, “tranquilizer chairs,” “maniac beds,” chains, shackles, and “quiet rooms” deescalated agitation and promoted self-control. Reforms beginning in the nineteenth century helped make some psychiatric institutions more humane, in part because staff members were trained to find ways to calm potentially violent patients without imposing holds …

After reviewing the history and parameters of the scholarly communications crisis, particularly in regard to skyrocketing prices for journals in the natural sciences, the author reviews and rejects previously attempted solutions. He then employs the principles of game theory in proposing a new solution to the crisis.
