Session 11 - “Dangerous Things”: A Symbolic Domain For Killer Bees, Daniel E. Lebas

International Symposium on Technology and Society

Viewing usage of words in culture as key symbols, Sherry B. Ortner's indicators were applied to an analysis of the lay-public’s use of "killer bee", "Africanized Honey Bee", and "honey bee". While conducting social impact study in southern Nevada, the author noticed that informants were not associating "killer bee" with "honey bee" imagery. Interviews were conducted with residents in the community of Boulder City, Nevada focusing upon symbolic linkage between the expressions: honey bee, killer bee and Africanized Honey Bee. It was determined that people do not link these expressions together in the same symbolic domain. Ethnohistory of the human/bee …

Rapid Response And Restoration For Coral Reef Injuries In Southeast Florida: Guidelines And Recommendations, Chantal Collier, Richard E. Dodge, David S. Gilliam, Kelly Gracie, Lisa Gregg, Walter Jaap, Mike Mastry, Nikki Poulos

Marine & Environmental Sciences Faculty Reports

From the time an injury to coral reef resources is reported, a well-coordinated and implemented plan is critical to the success of response and restoration efforts. There are three major plan components, each of which is equally important: (1) the Initial Response period immediately following notification of the incident; (2) the Response period, during which the Responsible Party (RP) is identified, the Trustees and RP carry out their respective responsibilities, a Primary Restoration plan is developed, authorizations and contractors to conduct restoration activities are sought and obtained, and primary restoration activities are conducted; and (3) the Post-Response period, which is …

Attempted Enticement Of A Minor: No Place For Pedophiles To Hide Under 18 U.S.C. 2422(B), Bridget M. Boggess

Missouri Law Review

This law summary analyzes the relevant law concerning attempted enticement of a minor and the potential defenses to a claim of attempted enticement under § 2422(b). Additionally, this law summary examines the current trends surrounding the crime of attempted enticement of a minor, including the growing circuit court consensus that an actual minor is not necessary for a conviction under § 2422(b), the increased use of Internet sting operations to pursue pedophiles, and the popularity of investigative television shows such as To Catch a Predator. Although Internet sting operations seem to be a resourceful way to track pedophiles online and …

Solving The Interoperability Problem: Are We On The Same Channel? An Essay On The Problems And Prospects For Public Safety Radio, Gerald R. Faulhaber

Federal Communications Law Journal

Symposium: The Crisis in Public Safety Communications. Held at the Mercatus Center at George Mason University, December 8, 2006.

A number of disasters over the last two decades have demonstrated the dire consequences that occur when first responders are unable to communicate due to interoperability of their communications equipment. Each such disaster is followed by a strong reaction from the Federal government, promising immediate action, often with plans to deploy the latest technology. In fact, nothing has ever actually happened at the Federal level to solve first responders' interoperability problem. As I show using a case study from Delaware, states …

Sending Out An S.O.S.: Public Safety Communications Interoperability As A Collective Action Problem, Jerry Brito

Federal Communications Law Journal

Symposium: The Crisis in Public Safety Communications. Held at the Mercatus Center at George Mason University, December 8, 2006.

Lack of public safety communications interoperability is the result of what economist Mancur Olson called a collective action problem. In this case, the collective action problem that first responders face is caused by the federal policy of allocating and assigning public safety spectrum in a way that segregates first responders to their own bands and ultimately Balkanizes their radio systems. This Article shows that market forces can be employed to solve collective action problems, and it surveys several successful commercial interoperable …

Communicating During Emergencies: Toward Interoperability And Effective Information Management, Philip J. Weiser Jun 2007

Communicating During Emergencies: Toward Interoperability And Effective Information Management, Philip J. Weiser

Federal Communications Law Journal

Symposium: The Crisis in Public Safety Communications. Held at the Mercatus Center at George Mason University, December 8, 2006.

To change the culture and realities of public safety communications, this Article calls on policymakers to develop a new architecture for the use of information and communications technologies and provide a framework for leadership to transition to a next generation system for public safety communications. Such a culture change would include not only an embrace of new technologies, but a new framework for technology leadership--at the state or regional level-that spurs decision making in a coordinated fashion (and not through ad …

Title Vii And The Protection Of Minority Languages In The American Workplace: The Search For A Justification, James Leonard Jun 2007

Title Vii And The Protection Of Minority Languages In The American Workplace: The Search For A Justification, James Leonard

Missouri Law Review

My purpose in this Article is to examine possible justifications for the EEOC's language rules under Title VII. Part II provides necessary background information, describing the EEOC rule system as well as the threegeneration process of English acquisition in immigrant families. The remainder of the Article is devoted to potential normative explanations for the EEOC rules. Part III asks whether the Guidelines promote equality interests while Parts IV and V question whether they vindicate personal autonomy or multicultural interests, respectively. I conclude that none of these arguments offers a sufficient justification for interfering with managerial judgments.

Should Massachusetts Regionalize Public Health?, Eric W. Hayden Jun 2007

Should Massachusetts Regionalize Public Health?, Eric W. Hayden

Financial Services Forum Publications

Amidst rising global concerns about bioterrorism and pandemic flu preparedness, the delivery capacity and effectiveness of public health service assumes increased importance and relevance. In the United States, the lack of a centralized, national public health system has meant that “public health” is the primary responsibility of state and local governments. Many states have established various types of intrastate regional structures to deliver the range of on-going, occasional, and/or episodic services that characterize the world of public health. However, Massachusetts is not among them. Despite its global reputation as a pre-eminent medical center, the state of Massachusetts has a highly …

Privacy And Law Enforcement In The European Union: The Data Retention Directive, Francesca Bignami Jun 2007

Privacy And Law Enforcement In The European Union: The Data Retention Directive, Francesca Bignami

Chicago Journal of International Law

This Article examines a recent twist in European Union ("EU") data protection law. In the 1990s, the European Union was a market-creating organization and the law of data protection was designed to prevent rights abuses by market actors. Since the terrorist attacks in New York, Madrid, and London, however, cooperation in law enforcement has accelerated. Now the challenge for the European Union is to protect privacy in its emerging system of criminal justice. This Article analyzes the first EU law to address data privacy in law enforcement-the Data Retention Directive (or "Directive"). Based on a detailed examination of the Directive's …

Optimizing Distribution Sensor Placement For Border Patrol Interdiction Using Microsoft Excel, Adrian C. Patrascu Jun 2007

Optimizing Distribution Sensor Placement For Border Patrol Interdiction Using Microsoft Excel, Adrian C. Patrascu

Theses and Dissertations

The purpose of this research was to develop an electronic sensor placement model for border security. A model was developed using Microsoft Excel, with some add-on capabilities, to optimize the placement of electronic sensors on a border network given a pre-determined budgetary constraint. The model is capable of handling multiple sensor types, which are placed together as packages, and allows for daytime, nighttime, or 24 hour operation of each sensor type. Additionally, each sensor can be assigned a specific range and detection probability curve within the given range. The model is capable of optimizing either average coverage, or minimum coverage, …

A New Model For Cooperative Mobility In Support If Qos In Manets With Heterogeneous Autonomy Requirements, Ghassen Ben Brahim Jun 2007

A New Model For Cooperative Mobility In Support If Qos In Manets With Heterogeneous Autonomy Requirements, Ghassen Ben Brahim

Dissertations

Modern mobile ad-hoc networks (MANETs) frequently consist of nodes which exhibit a wide range of autonomy needs. This is particularly true in the settings where MANETs are model compelling, i.e. battlefield, response & rescue, and contexts requiring rapid deployment of mobile users. The time-critical nature of the underlying circumstances frequently requires deployment of both manned and unmanned nodes, and a coordination structure which provides prioritized tasking to them.

In classic ad-hoc networks settings, it is assumed that all nodes are autonomous and do not depend in any case on other nodes. In this research work, contrarily to this design, we …

Whistleblowing And Good Governance, Tim V. Eaton, Michael D. Akers Jun 2007

Whistleblowing And Good Governance, Tim V. Eaton, Michael D. Akers

Accounting Faculty Research and Publications

The Sarbanes-Oxley Act of 2002 (SOX) has forever changed corporate governance for publicly held corporations. Recent data suggest that the costs of compliance with the provisions of SOX can be very significant. Problems exist in the government and nonprofit sectors just as they do in the corporate sector. Recent alleged problems at the World Bank include kickbacks, payoffs, bribery, embezzlement, and collusive bidding. In 2002, the United Way scandal came to the public's attention. Its aftermath has had a dramatic impact on fundraising. Even universities are not immune from scandals. Organizations of all kinds should better understand what whistleblowing is, …
