Fire Behavior Modeling To Assess Net Benefits Of Forest Treatments On Fire Hazard Mitigation And Bioenergy Production In Northeastern California, David J. Ganz, David Saah, Klaus Barber, Mark Nechodom
Environmental Science
The fire behavior modeling described here, conducted as part of the Biomass to Energy (B2E) life cycle assessment, is funded by the California Energy Commission to evaluate the potential net benefits associated with treating and utilizing forest biomass. The B2E project facilitates economic, environmental, energy, and effectiveness assessments of the potential public benefits associated with: (1) various options for treatment, disposition, and utilization of forest biomass and (2) energy production from biomass produced by forest remediation activities. The study models forest conditions, fire behavior and fuel changes over a 40-year period, under three fuel treatment scenarios: no treatment; harvest and …

The National Institute Of Standards And Technology: An Overview, Wendy H. Schacht
Congressional Research Service Reports
The National Institute of Standards and Technology (NIST) has a mandate to increase the competitiveness of U.S. firms and provide the measurement, calibration, and quality assurance techniques that underpin U.S. commerce. Congressional debate has focused on the merits of NIST’s external R&D programs directed toward increased private sector commercialization, including the Advanced Technology Program (ATP) and the Manufacturing Extension Partnership (MEP). The level of funding for internal research efforts has also been scrutinized by Congress. FY2006 appropriations legislation provided $752 million for NIST, an increase of 8.2% over FY2005 (after mandated rescissions) and financed ATP, although at a reduced rate, …

Nonprofit section 501(c)(3) organizations are prohibited from participating or intervening in an election on behalf of a candidate for public office. Despite this prohibition, 501(c)(3) tax-exempt organizations have become increasingly active in political campaigns. Many organizations are either ignoring the political campaign ban or are using "issue discussion" or "lobbying" as a means of promoting candidates and testing the limits of the prohibition. Current scholarship surrounding the political campaign ban argues that the ban is either unconstitutional or inappropriate as a matter of public policy. This article argues that the ban is both meritorious and constitutional. It argues that taxpayer …

During the 2006-2007 school year, students participated in everything from palooza, to studying at the library, to having fun at Cowboys. With the fall semester beginning, students looked forward to attending athletic activities, homecoming, and the Miss Southwestern Pageant. Spring semester started out a little slick, causing the campus to close for the first time in several years. Despite a chilly start, the semester warmed up in March when actor Pauly Shore visited campus for Panorama. With spring break approaching, students were anxious for a break from studying. When classes resumed, everyone was looking forward to summer. With finals standing …
