This research examines what city factors relate to the likelihood of adopting impact fees by local governments within metropolitan regions using data from the U.S. Census Bureau. More and more cities are adopting different types of impact fees for financing public facilities and infrastructure to accommodate their cities' growth without full understanding of issues, public and private criticisms of impact fees, and the empirical information needed. This study examines efficiency as a key component of performance, applies new performance measurement techniques to the measurement of local government performance, and verifies theoretical debates on economic, financial, political, and environmental factors related to performance in local government. Improving performance and promoting efficiencies in local government are important issues in both academic and practical public administration. African American (AA) grandmothers who parent their grandchildren may experience burden related to these responsibilities. Little is known about perceived caregiver burden and its influence on AA grandmother health and service needs. The purpose of this descriptive, correlational research study was to investigate relationships among personal characteristics, information need, perceived burden, perceived health, service need, and service use in AA grandmothers who are the primary caregivers for one or more of their biological grandchildren. Recruited through churches and community centers, 93 AA grandmothers, ages 36 to 78, participated in this study. These grandmothers were primary caregivers for 211 grandchildren. The …

Despite all the bottlenecks faced in implementing competition law and policies (CLP) in Latin America, several countries have been able to organize competition regimes and establish effective competition agencies. Experience has shown that the adage "no one size fits all" holds true; each country adheres to its own agenda. Therefore, technical assistance (TA) entails a bottom-up progressive approach and reflects national priorities. Open Markets, Competitive Democracy, And Transparent And Reliable Legal Systems: The Three Legs Of Development, James R. Jones

Chicago-Kent Law Review

In the 1990s, reform swept through Latin America. Open markets replaced closed economies. Real democracy replaced one-party rule and rigged elections. For about half of the region's population, economic and political conditions improved—yet the gap between the rich and poor widened. The poor half received little or no tangible benefits from these economic and democratic reforms. This article argues that the most difficult and probably most important reform remains to be accomplished: the reform of the legal and regulatory systems throughout Latin America. Until that happens, dreams of first-world recognition and respectability will elude Latin nations.

Financial markets in poor and middle-income countries are experiencing a fundamental shift. Until recently, most of them were shallow-to-nonexistent and closed to foreigners. Governments often had to rely on risky borrowing abroad; the private sector had even fewer options. But between 1995 and 2005, domestic debt in the emerging markets grew from $1 trillion to $4 trillion dollars. In Mexico, domestic debt went from just over twenty percent of the total government debt stock in 1995 to nearly eighty percent in 2007. In order for the corporation to engage in responsible practices, many obstacles must be overcome. One such obstacle is the belief of many managers that the corporation would be violating its fiduciary responsibility if it engaged in activities that go beyond what is required by the law. Another obstacle is that many of those practices have a real cost but are perceived not to have a corresponding tangible benefit. Prognosis Of Hospitalized New-Onset Systolic Heart Failure In Indo-Asians--A Lethal Problem, Fahim H. Jafary, Mahesh Kumar, Irfan E. Chandna

Background: Systolic heart failure (SHF), particularly when requiring hospital admission carries a poor prognosis. There is a paucity of data in Indo-Asians on outcomes of SHF, among whom the burden of cardiovascular disease is consistently rising. The purpose of this study was to determine the frequency and predictors of mortality and morbidity amongst patients admitted with new-onset SHF at a tertiary care hospital in Pakistan.

Methods and Results: Hospital charts of 196 patients with a diagnosis of new or recent onset (!3 months) SHF (ejection fraction [EF] !40%) were reviewed. Patients who died during the admission, those with life-limiting concomitant …

An increasing number of immigrants to the United States do not use English as their first, or even second, language. Members of the medical community who treats such patients often do not speak the range of home languages of their patients. As a result of the absence of a common language, many patients are forced to communicate the best they can with their physicians in English. This study focuses the interactions of non-native English speaking patients with their doctors when interpreters were unavailable.
