Most inside the social work profession agree that it has an image problem, which affects recruitment, pay, status, funding, and social influence. But they often disagree on who is a social worker, what the term "social work" means, whether to re-brand or scrap the term, who ought to do it, and what the image problem really is. Whatever it may be, it causes at least one social work school dean to worry "a lot" and the National Association of Social Workers (NASW) to launch a multi-year campaign to change the image.

Immigration reform took center stage last spring as hundreds of thousands of immigrants from Latin America and elsewhere filled American streets to protest proposed legislation widely seen as harsh and punitive. The immigrants' numbers and fervor took many by surprise, but Luis Zayas, the Shanti K. Khinduka Distinguished Professor of Social Work and professor of psychiatry at the School of Medicine, finds nothing historically unusual in today's migrations.

Ingenious Arguments Or A Serious Constitutional Problem? A Comment On Professor Epstein's Paper, Philip A. Hamburger

In his observations about IRBs, Professor Richard Epstein makes persuasive arguments about the dangerous reach of the IRB laws, but he prefaces this policy analysis with a brief excursus into constitutional law that requires some comment. His view is that the constitutional debate over IRBs arises not so much from a substantial constitutional problem as from “ingenious arguments.” Yet this conclusion rests on mistaken assumptions – both about the IRB laws and about the constitutional objections – and because so much is at stake in the constitutional question, it is necessary to point out the inaccuracies.

Abortion, Equality, And Administrative Regulation, Gillian E. Metzger

Abortion and equality are a common pairing; courts as well as legal scholars have noted the importance of abortion and a woman's ability to control whether and when she has children to her ability to participate fully and equally in society. Abortion and administrative regulation, on the other hand, are a more unusual combination. Most restrictions on abortion are legislatively imposed, while guarantees of reproductive freedom are constitutionally derived, so administrative law does not frequently figure in debates about access to abortion.

When the United States acceded to the Berne Convention in 1988, Congress concluded that a compendium of causes of action under American law, including Lanham Act claims, provided the moral rights protections mandated by Berne Article 6bis. This claim of patchwork protection of moral rights has always been widely criticized, but became more dubious in the wake of the Supreme Court's 2003 decision in Dastar v. Twentieth Century Fox. Abolish Family Court. Merge it. Restructure it. Give it more power; give it less. Whatever recommendations were made during the two-day conference, not a single participant said that the current Court functioned well. That's hardly surprising. Barely twenty-five years after the first juvenile court was created, some of its chief protagonists expressed alarm about the Court's functioning. Those concerns are eerily similar to some of the current critiques that surfaced at the conference: insufficient resources, inadequate preventive services to keep children out of court, an overwhelmed probation service, judges without ample understanding of the complexities of families' lives, intervening in …

In addressing problems with our health care payment system, one of the most contentious debates has been whether the United States should adopt a plan of universal health care. The debate intensifies over whether this country should adopt a single payer health care system, which one commentator describes as a system "in which a federal agency would centrally administer a single, comprehensive benefits package financed through general tax dollars..." Under a single payer plan, everyone in the country would receive at least some level of access to health care for which the federal government would pay.

The role of religion in the delivery of health care, particularly family planning and reproductive health services, has been discussed extensively. The debate over moral refusals in health care appears to be intensifying for a number of reasons. Society has seen the rapid expansion of controversial medical technologies such as embryonic stem cell research, genetic testing, cloning, and in vitro fertilization. Political controversy erupted over the application before the FDA to switch Plan B, an emergency contraceptive, from prescription to nonprescription status. The physician-assisted suicide debate and the Terri Schiavo case brought renewed attention to end-of-life care issues. Finally, the …

On the heels of Enron's debacle came the Sarbanes-Oxley Act of 2002, the far reaching legislative reform that was designed to shore-up the accounting and corporate governance shortfalls that the legislature and the investing public believed allowed Enron to do what it did unabated. Supplementing the reforms set forth in the Sarbanes-Oxley Act are a number of accounting rules, guidelines, and interpretations that are designed to curtail the type of accounting fraud Enron perpetrated through its use (or more accurately abuse) of what are referred to as special purpose entities (SPEs). The Effects Of Immediate And Delayed Feedback On Secondary Distance Learners, Duane C. Lemley, Richard Sudweeks, Scott L. Howell, R. Dwight Laws, Octavia Sawyer

This study explores the effects of immediate and delayed feedback for 2 noncohort groups of high school students enrolled in distance learning courses at Brigham Young University. One group received immediate feedback while the second group received delayed feedback. Those students receiving immediate feedback performed significantly better on final exams, but those who received delayed feedback completed courses in significantly less time. The findings promise to inform best practices for providing feedback to secondary students in a distance learning setting and also give cause for further research.
