Biological Sciences Faculty Scholarship

We have reported previously that syndecan-1 (Sdc1)-null mice show delayed re-epithelialization after skin and corneal wounding. Here, we show that primary keratinocytes obtained from Sdc1-null mice and grown for 3-5 days in culture are more proliferative, more adherent and migrate more slowly than wt keratinocytes. However, the migration rates of Sdc1-null keratinocytes can be restored to wild-type levels by replating Sdc1-null keratinocytes onto tissue culture plates coated with fibronectin and collagen I, laminin (LN)-332 or onto the matrices produced by wild-type cells. Migration rates can also be restored by treating Sdc1-null keratinocytes with antibodies …

On Terrorism And Whistleblowing, Michael P. Scharf, Colin T. Mclaughlin Jan 2007

On Terrorism And Whistleblowing, Michael P. Scharf, Colin T. Mclaughlin

Faculty Publications

At a Bio-Terrorism Conference at Case Western Reserve University School of Law on March 31, 2006, the government participants were asked what they would do if a superior instructed them not to disclose information to the public about the likely grave health affects of an ongoing bio-terrorist attack. In response, they indicated that they would be reluctant to become a "whistleblower." This is not surprising since, despite the federal and state laws that purport to facilitate such whistleblowing for the public good, government whistleblowers routinely have faced loss of promotion, harassment, firing, and in some instances criminal prosecution when they …

Chaos In The Courtroom, Controlling Disruptive Defendants And Contumacious Counsel In War Crimes Trials, Michael P. Scharf Jan 2007

Chaos In The Courtroom, Controlling Disruptive Defendants And Contumacious Counsel In War Crimes Trials, Michael P. Scharf

Faculty Publications

During the eight month-long Dujail trial (October 2005-August 2006), Saddam Hussein, his seven co-defendants, and their dozen lawyers regularly disparaged the judges, interrupted witness testimony with outbursts, turned cross examination into political diatribes, and staged frequent walk-outs and boycotts. Drawn from the author's September 2006 lecture to the staff of the Office of the Prosecutor of the International Criminal Court in The Hague, this article examines some of history's previous messy trials and the strategies judges have employed with varying degrees of success to respond to disruptive conduct by trial participants. It then describes the various tactics employed by the …

Characteristics Of Reduced Fat Milks As Influenced By The Incorporation Of Folic Acid, K. Achanta, C. A. Boeneke, K. J. Aryana Jan 2007

Characteristics Of Reduced Fat Milks As Influenced By The Incorporation Of Folic Acid, K. Achanta, C. A. Boeneke, K. J. Aryana

Faculty Publications

Folic acid plays an important role in the prevention of neural tube defects (e.g., spina bifida and anencephaly), heart defects, facial clefts, urinary abnormalities, and limb deficiencies. Milk and milk products serve as a potential source for folic acid fortification because of the presence of folate-binding proteins that seem to be involved in folate bioavailability. Although milk is not a good source of folic acid, fortification could help in the prevention of the above-mentioned defects. The objective of this study was to examine the physicochemical characteristics of reduced fat milks fortified with folic acid. Reduced fat milks were prepared using …

Visual Representations Of The Spatial Relationship Between Bermuda High Strengths And Hurricane Tracks, Jason T. Knowles, Michael Leitner Jan 2007

Visual Representations Of The Spatial Relationship Between Bermuda High Strengths And Hurricane Tracks, Jason T. Knowles, Michael Leitner

Faculty Publications

The 2004 and 2005 hurricane seasons dramatically demonstrated the magnitude of the societal significance of hurricanes, negatively impacting on all scales from the personal to the national. Although definitive identification of the forcing mechanisms controlling hurricane tracks and landfall patterns remains elusive, increasing evidence supports the hypothesis that the increase in hurricane activity along the Gulf Coast is due to a southwestward shift in the position of the Bermuda High. This research uses multiple visualization techniques to explore the spatial correlation between Bermuda High strengths - as interpreted from the North Atlantic Oscillation (NAO) index - and hurricane tracks. Using …

Data Note: Ssi Recipients With Disabilities Who Work And Participation In 1619b, Brooke Dennee-Sommers, Frank A. Smith

Data Note Series, Institute for Community Inclusion

Supplemental Security Income (SSI) is a federally funded program that provides cash assistance for basic needs. Individuals with a low-income who are over the age of 65, blind, or have a disability are eligible for assistance. SSI beneficiaries typically also receive health insurance coverage through Medicaid. Losing Medicaid benefits can be of concern for SSI recipients with disabilities who desire to work, or are currently working. Section 1619b of the Social Security Act allows individuals to work and continue to receive Medicaid assistance when their earnings are too high to qualify for SSI cash payments as long as they meet …

ThinkWork! Publications

The Tennessee Division of Mental Retardation Services (DMRS) implemented the Employment First! initiative in 2002. The goal of Employment First was to make employment the first day service option for adults receiving supports funded by DMRS, Medicaid, or the state. Employment First set the standard that employment was the preferred service option for adults with mental retardation and developmental disabilities (MR/DD).

State Agency Promising Practice: Shifting Resources Away From Sheltered Workshops In Vermont, Jennifer Sullivan Sulewski, Thinkwork! At The Institute For Community Inclusion At Umass Boston

ThinkWork! Publications

Over six years, regulations in Vermont gradually restricted and eventually prohibited the use of state funds for sheltered workshops or enclaves. Concurrent with the change in funding regulations, the state worked with providers to convert the remaining sheltered workshops in Vermont.

State Agency Promising Practice: Integrated Employment Outcomes Through Person-To-Person Technical Assistance: New Hampshire, Allison C. Hall, Thinkwork! At The Institute For Community Inclusion At Umass Boston

ThinkWork! Publications

New Hampshire implemented an innovative technical assistance model that promoted organizational change to expand individual employment opportunities. This person-to-person change began at the micro level but “trickled up” through organizations across the state. In 2000, realizing that the state’s growth in integrated employment had stalled, the Bureau of Developmental Services invested aggressively in expanding its intervention strategy by recruiting a community provider to work directly through the bureau. The bureau hired John Vance-the director of ACCESS, a small individualized support organization in New Hampshire-half-time to provide individualized technical assistance to providers across the state. As part of the bureau, Vance …

State Agency Promising Practices: Washington State’S Working-Age Adult Policy, Allison C. Hall, Thinkwork! At The Institute For Community Inclusion At Umass Boston

ThinkWork! Publications

Washington’s Division of Developmental Disabilities (DDD) has recently issued a new policy which went into full effect on July 1, 2006. This policy “designates employment supports as the primary method of furnishing state-financed day services to adult participants.” Emphasizing community employment as the primary service option, the policy further states that: “services for persons under the age of 62 that do not emphasize the pursuit or maintenance of employment in integrated settings can be authorized only by exception to policy” (WA DHSH, DDD, “County Services for Working Age Adults” Policy 4.11). Initially adopted in 2004, this policy does not eliminate …

The Flight From Arbitration: An Empirical Study Of Ex Ante Arbitration Clauses In The Contracts Of Publicly Held Companies, Theodore Eisenberg, Geoffrey P. Miller Jan 2007

The Flight From Arbitration: An Empirical Study Of Ex Ante Arbitration Clauses In The Contracts Of Publicly Held Companies, Theodore Eisenberg, Geoffrey P. Miller

Faculty Articles

We study a data set of 2,858 contracts contained as exhibits in Form 8-K filings by reporting corporations over a six month period in 2002 for twelve types of contracts and a seven month period in 2002 for merger contracts. Because 8-K filings are required only for material events, these contracts likely are carefully negotiated by sophisticated parties who are well-informed about the contract terms. These contracts, therefore, provide evidence of efficient ex ante solutions to contracting problems. The vast majority of contracts did not require arbitration. Only about 11 percent of the contracts included binding arbitration clauses. The rate …

Grandfathering And Environmental Regulation: The Law And Economics Of New Source Review, Jonathan Remy Nash, Richard L. Revesz Jan 2007

Grandfathering And Environmental Regulation: The Law And Economics Of New Source Review, Jonathan Remy Nash, Richard L. Revesz

Faculty Articles

The grandfathering of existing sources of pollution is a common feature of the regulatory state. Sources in operation at the time of the enactment of new regulatory requirements are typically exempted from these requirements because of the high cost of retrofitting their operations. Grandfathering regimes give existing sources a significant advantage relative to new sources and therefore give them an incentive to stay in operation longer than they would in the absence of environmental regulation. This effect is further magnified if the existing sources are allowed to modernize without having to meet the standards applicable to new sources. Over a …
