Assessing The Free Land Programs For Reversing Rural Depopulation, Max Lu, Darci A. Paull Apr 2007

Assessing The Free Land Programs For Reversing Rural Depopulation, Max Lu, Darci A. Paull

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

A number of small towns in the Great Plains have recently started to offer free land and other incentives to entice new residents in the hope of reversing persistent depopulation. Based on in-depth interviews, this study assesses the initial performance of the free land programs in six small towns in central Kansas and analyzes the factors that have affected the migration decisions of the new residents. The initial results of these programs have been impressive. Not only have they attracted multiple new residents and increased enrollments in local schools, but they have also elevated long-time residents' pride in their community …

Water Rights And Land Values In The West-Central Plains, Allan Jenkins, Bruce Elder, Ram Valluru, Paul Burger Apr 2007

Water Rights And Land Values In The West-Central Plains, Allan Jenkins, Bruce Elder, Ram Valluru, Paul Burger

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

Irrigation is vital to the economic activity of the west-central Great Plains. The crops grown, the distribution of center-pivot irrigation systems, and the basic transportation infrastructure is the same in northwest Kansas, northeast Colorado, and southwest Nebraska. But buyers of agricultural land face a different price for irrigated cropland in each of the states, even when the production characteristics of the land are similar. After accounting for factors like productivity and local property tax differences, we argue that it is the difference in water marketing rights between the three states that explains the price difference. The link between land values …

The October 1998 Flood Of The Upper Guadalupe River System, Central Texas, Richard A. Earl Apr 2007

The October 1998 Flood Of The Upper Guadalupe River System, Central Texas, Richard A. Earl

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

The October 1998 flood on the upper Guadalupe River system was produced by a 24-hour precipitation amount of 483 mm at one station, over 380 mm at several other stations, and up to 590 mm over five days, precipitation amounts greater than the 100-year storm as prescribed in Weather Bureau Technical Papers 40 (1961) and 49 (1964). This study uses slope-area discharge estimates and published discharge and precipitation data to analyze flow characteristics of the three major branches of the Guadalupe River on the Edwards Plateau. The main channel of the Guadalupe has a single large flood-control structure at Canyon …

Principles Of Effective Web-Based Content For Secondary School Students: Teacher And Developer Perceptions, Michael K. Barbour Apr 2007

Principles Of Effective Web-Based Content For Secondary School Students: Teacher And Developer Perceptions, Michael K. Barbour

Education Faculty Publications

In this article, I describe findings from a study of the perceptions of course developers and electronic teachers on the principles of effective asynchronous web-based content design for secondary school students. Through interviews, participants' perceptions of various web-based components and instructional strategies, and the effectiveness of both based upon the experiences of the participants were investigated in a virtual high school context for the purpose of generating a list of guidelines that future course developers might utilize.

A Macroscopic Validation Of The Evacuation Simulation Prediction Tool On Highway Travel Times, Kay Fortinberry Borglum Apr 2007

A Macroscopic Validation Of The Evacuation Simulation Prediction Tool On Highway Travel Times, Kay Fortinberry Borglum

Master's Theses - Daytona Beach

The purpose of this applied research study was to test the sensitivity of the Evacuation Simulation Prediction (ESP) tool in predicting travel time during high volume traffic periods. The discrete event-based simulation tool was designed to aid local evacuation planning contingencies. Research of the Florida Department of Transportation traffic count data demonstrated parallel trends in rush hour volume versus hurricane evacuation volume. A model validation was designed to test if the model closely predicted high volume travel on a major interstate. For this macroscopic sensitivity test, volume, travel time and speed were collected to examine the baseline predictability under crash …

The Quality Of Open Source Production: Zealots And Good Samaritans In The Case Of Wikipedia, Denise Anthony, Sean W. Smith, Tim Williamson

Computer Science Technical Reports

New forms of production based in electronic technology, such as open-source and open-content production, convert private commodities (typically software) into essentially public goods. A number of studies find that, like in other collective goods, incentives for reputation and group identity motivate contributions to open source goods, thereby overcoming the social dilemma inherent in producing such goods. In this paper we examine how contributor motivations affect the quality of contributions to the open-content online encyclopedia Wikipedia. We find that quality is associated with contributor motivations, but in a surprisingly inconsistent way. Registered users' quality increases with more contributions, consistent with the …

From Quasi-Private To Quasi-Public: The Development Of Local Libraries In The United States, 1870-1930, Michael Kevane, William A. Sundstrom Apr 2007

From Quasi-Private To Quasi-Public: The Development Of Local Libraries In The United States, 1870-1930, Michael Kevane, William A. Sundstrom

Economics

The period 1870-1930 witnessed the emergence of the local public library as a widespread and enduring American institution. During these years, access to free community-based library services spread to a much larger share of the U.S. population, while the institutional structure of local libraries underwent a transition from largely quasi-private, voluntary associations to the tax-supported public institutions familiar today. In this paper we describe this transition, and document the expansion of public libraries and library services in the United States over these years, using data drawn from library surveys conducted by the federal Bureau of Education. We then review some …

The Fourth Wave: The Mass Media Era (1974-2000), Randy Astle, Gideon O. Burton Apr 2007

The Fourth Wave: The Mass Media Era (1974-2000), Randy Astle, Gideon O. Burton

BYU Studies

The Fourth Wave deserves to be known as the Mass Media Era for at least three reasons. First, it was the first period dominated by video technology and various media besides traditional film; though I shall continue to use the term filmmaking, the majority of productions were now distributed electronically, even if they did not originate that way. Second, because of electronic distribution and the inexpensiveness and ubiquity of video, this era was marked by an incredibly wide dissemination of film compared with previous eras. Television, VHS, and satellite broadcasts revolutionized distribution by making obsolete the exhibition of an …

Between Home And School, Laura A. Rosenbury Apr 2007

Between Home And School, Laura A. Rosenbury

UF Law Faculty Publications

This article challenges family law's traditional paradigm for allocating authority between parents, children and the state. Pursuant to that paradigm, parents enjoy almost complete authority over their children while at home; the state may require children to attend school and may regulate school curricula; and children must submit to the authority of either their parents or teachers. This settled equilibrium ignores a fundamental reality: children are not confined to home and school. Much of childhood takes place in spaces between home and school, at playgrounds, churches, sporting fields, music rooms and after-school clubs. Family law has been virtually silent about …

Tax Credits And Health Insurance For The Self-Employed, Adam Buchalski Apr 2007

Tax Credits And Health Insurance For The Self-Employed, Adam Buchalski

SPNA Review

This paper will look at how tax credits can help increase the affordability of health insurance among the self-employed in this country. Two of the problems involving health insurance are having enough and being able to afford it. These issues are especially true if you are part of the self-employed population in this country. Many of the self-employed have dropped health coverage or reduced it in the past few years due to rising costs About 24 million of American small business employees and their families are uninsured according to a study by the Kaiser Family Foundation.

The research shows that …

The Global Debate On The Death Penalty, Sandra L. Babcock Apr 2007

The Global Debate On The Death Penalty, Sandra L. Babcock

Cornell Law Faculty Publications

The debate over capital punishment in the United States - be it in the courts, in state legislatures, or on nationally televised talk shows - is always fraught with emotion. The themes have changed little over the last two or three hundred years. Does it deter crime? If not, is it necessary to satisfy society's desire for retribution against those who commit unspeakably violent crimes? Is it worth the cost? Are murderers capable of redemption? Should states take the lives of their own citizens? Are current methods of execution humane? Is there too great a risk of executing the innocent? …

On The Very Idea Of Transitional Justice, Jens David Ohlin Apr 2007

On The Very Idea Of Transitional Justice, Jens David Ohlin

Cornell Law Faculty Publications

The phrase "transitional justice" has had an amazingly successful career at an early age. Popularized as an academic concept in the early 1990s in the aftermath of apartheid's collapse in South Africa, the phrase quickly gained traction in a variety of global contexts, including Rwanda, Yugoslavia, Cambodia, and Sierra Leone. A sizeable literature has been generated around it, so much so that one might even call it a sub-discipline with inter-disciplinary qualities. Nonetheless, the concept remains an enigma. It defines the contours of an entire field of intellectual inquiry, yet at the same time it hides more than it illuminates. …

First Amendment And Non-Political Speech: Exploring A Constitutional Model That Focuses On The Existence Of Alternative Channels Of Communication, The, Patrick M. Garry

Missouri Law Review

This Article attempts to illustrate how media entertainment speech currently possesses a constitutional advantage over the traditional political speech of physical protest. Part I discusses current First Amendment doctrines relating to permissible types of speech regulation. Although these doctrines claim to be content-neutral, they effectively discriminate against the speech of on-site political protest. Part II examines how this discrimination comes into being. Since many of the constitutional doctrines relating to speech regulation are geared to the "place" where the speech occurs, these doctrines essentially let media entertainment off the hook, since the vast majority of that entertainment has no "place" …

High Resolution Dune Complex Mapping For The Monitoring Of Coastal Landform Change, First Landing State Park, Virginia, George M. Mcleod, Joe Daigneau, James Collins, Norma Swan, Thomas R. Allen Apr 2007

High Resolution Dune Complex Mapping For The Monitoring Of Coastal Landform Change, First Landing State Park, Virginia, George M. Mcleod, Joe Daigneau, James Collins, Norma Swan, Thomas R. Allen

Virginia Journal of Science

First Landing State Park is located on the southern shore of the mouth of the Chesapeake Bay. The park contains a prograding shoreline and dune complex that has been steadily growing northward. Accurate three dimensional mapping of the resident coastal dune features is challenging due to the dynamic nature of the dunescape. Precise mapping within First Landing was accomplished through careful planning, employ of advanced Global Positioning System (GPS) technology, and intensive data analysis. Mapping ensued during a period of optimal satellite signal availability and strength. Data points were collected at manual intervals with a Leica GS50+ GPS receiver, utilizing …
