Methods of tax collection employed by modern governments seem dull when compared to the rich variety observed in history. Whereas most governments today typically use salaried agents to collect taxes, various other types of contractual relationships have been observed in history, including sharing arrangements which divide the tax revenue between the government and collectors at fixed proportions, negotiated payment schemes based on the tax base, and sale of the revenue to a collector in exchange for a lump-sum payment determined at auction. There has been an explosion in the past ten to fifteen years of bilateral and regional free trade agreements in Latin America (together, preferential free trade agreements or PTAs). The purpose of PTAs is to increase trade, regulatory, and investment liberalization. As trade liberalization requires more than just a reduction of tariffs, PTAs include "chapters" in a number of areas of domestic regulation. These chapters that address domestic regulation create binding commitments to liberalize domestic regulation that may impact foreign trade. This study addressed the job satisfaction of new teachers in Jefferson County Public Schools (JCPS). in Jefferson County, Kentucky. The JCPS district is the 29th largest in the United Sates and serves over 98,000 students. Understanding what contributes to the satisfaction and retention of new teachers in a large urban school district has implications for cost effective human resource management and student achievement. The researcher mailed a district-wide survey questionnaire about new teacher job satisfaction using procedures developed by Dillman (2000). The survey mailing yielded a sample of 630 participants. In this dissertation I examine the meaning of the Mausoleum of Augustus and how this meaning has evolved and expanded over its two thousand years of existence. The discussion of the meaning of the tomb has often been neglected in previous scholarship due to the continuing debates over possible reconstructions of its appearance, probable antecedents for its design and questions concerning its date of construction. The clinical experience represents a critical component in nursing education. During the clinical, students apply classroom theory to nursing practice and become socialized into the nursing profession. Because of the current nursing shortage, understanding clinical education is vital and may help in retaining and graduating increased numbers from nursing programs (Vollman, 1989). We investigated the phylogenetic relationships of the endemic New Zealand (NZ) species of Festuca (Poaceae, Pooideae) by assessing sequence variation from the nuclear internal transcribed spacers (ITS) and a chloroplast intergenic spacer (trnL–trnF) and by measuring DNA content using flow cytometry. The ITS and trnL–trnF data sets were congruent in showing that the NZ species of Festuca have two origins. One group, containing F. coxii, F. luciarum, F. multinodis, and F. ultramafica, is closely related to Festuca sect. Aulaxyper. The other group includes a clade of five endemic …

Relationships Among Some Populations Of Anthoxanthum Alpinum And A. Odoratum (Poaceae, Pooideae): A Morphological/Anatomical Approach, Manuel Pimentel, Elvira Sahuquillo

The genus Anthoxanthum s.l. (including Hierochloë) (Poaceae, Pooideae, Aveneae) comprises 35–50 species and has a cosmopolitan distribution. Anthoxanthum alpinum was described as a diploid perennial that is distributed in northern Eurasia and in the high mountains of central and eastern Europe. Difficulties in finding reliable morphological differences between this taxon and the widespread tetraploid A. odoratum have resulted in taxonomists treating them as conspecific, despite the cytological differentiation. The purpose of this study was to provide information that may help clarify the relationships between these taxa. Phylogeny And Historical Ecology Of Rhodocoma (Restionaceae) From The Cape Floristic Region, Christopher R. Hardy, H. Peter Linder

Aliso: A Journal of Systematic and Floristic Botany

A macroevolutionary analysis of macroecological relationships in Rhodocoma revealed a complex history of rapid ecological divergence, as well as genetic isolation via shifts in flowering times. The rate and extent of divergence observed among even the youngest of species pairs indicated that the selective forces driving these processes are strong enough to effect substantial amounts of ecological change in relatively short periods of time, and are potentially important factors promoting the origin and persistence of species diversity not only in Rhodocoma, but also the African Restionaceae as a whole. The wheat tribe, Triticeae, includes many genomically distinct polyploid taxa. Elymus is an entirely allopolyploid genus, with all species containing the St genome of Pseudoroegneria. The St genome may be combined with one or more distinct genomes representing multiple, diverse diploid donors from throughout the tribe. This study includes a simultaneous phylogenetic analysis of new and previously published data from several distinct Elymus groups, including North American and Eurasian StStHH tetraploids, in which the H genome is derived from Hordeum, Eurasian StStYY tetraploids, in which the Y genome is derived from an unknown donor, and a putative StStStStHH …

Identification Of Teacher Interpersonal Relationship Behaviors Related To High School Hispanic Student Success, Iris Torres Crews

This study investigated high school Hispanic students' perceptions of their mathematics or science teachers' interpersonal relationship behaviors. The Questionnaire on Teacher Interaction (QTI) was completed by 572 high school Hispanic students in Georgia. Of these, 259 high school Hispanic students identified the teacher interpersonal relationships behaviors of their mathematics teacher and 313 students identified the behaviors of their science teacher. Ratings obtained from high school Hispanic students in a district with a large percentage of high school Hispanic students whose scores on the Georgia High School Graduation Tests (GHSGT) exceeded the reported state pass/pass plus percentage, and ratings from high …

Moving Horizons: Exploring The Role Of Stories In Decolonizing The Literacy Education Of White Teachers, Teresa-Strong Wilson

Part of a special issue on international perspectives on education and decolonization. A study examined teachers' constructions of difference derived from reading and discussing children's literature. Participants were 18 white teachers in Canada, who read and discussed children's stories once a month in teacher literature circles. Findings revealed the role of stories in participants' educational formation and decolonization. Other findings of the study are discussed.

The Population Genetics Of The Wood Frog, Rana Sylvatica, Across Its Geographic Range, Tina M. Squire

This study aimed to determine the level of genetic variation across the continental-wide range of the wood frog, Rana sylvatica. Levels of genetic differentiation between sampled populations were investigated as was the possible locations of glacial refugia for this species. DNA microsatellites were used as the genetic marker. This study found significant genetic differentiation across the geographic range of Rana sylvatica that increased with geographic distance. In addition three likely glacial refugia, Alaska, New York and the southern Appalachians, were identified.

Community and environmental gradients within the ecological boundaries of Carolina bay wetlands may provide important information on the interaction between Carolina bays and associated uplands, and may also provide guidance for improved management. We established twelve 30-m transects on the sloping rims of each of six Carolina bays in northeastern South Carolina to characterize the community gradient, as well as important environmental factors producing this gradient. Mid-points of the transects were placed on jurisdictional wetland boundaries. Hydrology, soil properties, and plant species composition were measured within these transects. On average, transects included an elevation change of 0.6 m that corresponded …

The primary objective of the research described in this report was to suggest improvements to the maintenance contracting process currently utilized by the South Carolina Department of Transportation (SCDOT). A secondary research objective was to examine to what extent SCDOT could migrate more toward performance based, as opposed to method based, highway maintenance specifications.
A comprehensive literature review indicated some states had successfully implemented performance based specifications for a wide range of maintenance activities whereas others had not. This paper presents the results of a study designed to clear up confusion surrounding the ethnic and linguistic identity of several indigenous groups from western Amazonia that have been denominated “Kulina,” “Marubo,” or variants of these terms.  Linguistic analysis revealed unequivocally that the term Kulina has been used to refer to three different languages, two in the Panoan family and one in the Arawan family, and that the term Marubo has been used to refer to two different languages in the Panoan family.  To elucidate the ethnohistory of each of these five groups, the usage of the terms Kulina and …

The Nebraska Territory was established in 1854. Consisting of lands that encompass modern-day Nebraska, South Dakota, North Dakota, Wyoming, Colorado, and parts of Montana, the region was quite extensive. Originally, this land was part of the Louisiana Purchase, and some of the land had been reserved for Native American relocation following various treaties of the 1830s and 1840s. As pressures mounted to open the land for white settlement, both Nebraska and Kansas were established as territories in 1854.

The role of autoreactive, antigen-specific T-cells in the development of autoimmunity has long been documented. T-cells expressing chimeric receptors are specifically redirected against such cells and have been proven to suppress autoimmune encephalomyelitis, the murine model of multiple sclerosis. We here demonstrate the ability of humanized chimeric receptors to suppress experimental autoimmune encephalomyelitis (EAE) in a humanized mouse model by redirecting T lymphocytes against autoreactive T-cells. The receptors were synthesized by linking the 84-102 epitope of human myelin basic protein (MBP) to the extracellular and transmembrane domains of the beta chain of human major histocompatibility complex (MHC) class II molecule …

Social Isolation Meets Technological Innovation: Towards Developing A Model Of Communication Among Parents Who Homeschool, Megan Nicole Tollefson

The purpose of this study was to understand how a sample of homeschoolers were using blogs. In this study of homeschoolers and their blog use, a content analysis of 25 blogs with entries from September 2006, February 2007, and June 2007 were studied. The subjects were homeschoolers who blogged; 19 were females, three were males, and six did not clearly identify themselves as male or female. Seven themes emerged through a content analysis: resources, succeeding at homeschooling, homeschooling and fun, advice, questioning homeschoolers, current events, and socialization. Obesity is a worldwide concern resulting in disease and disability which disproportionately impacts women and rural populations. Rural women tend to be physically inactive and are at higher risk for obesity. The purpose of this case study was to describe and explain 1) the perceptions of rural women regarding rural built environments conducive to physical activity, and 2) what influences availability, accessibility, acceptability, and maintenance of these built environments for physical activity of rural women.
