Assessing The Homeland Security Advisory System, Ted Greenhalgh Jan 2007

Assessing The Homeland Security Advisory System, Ted Greenhalgh

UNLV Retrospective Theses & Dissertations

Since its inception, the Department of Homeland Security (DHS) was tasked with communicating local and national threat information. Over the last four years, DHS improved its technical ability to communicate, but many people still question its actions. Often it seems that regardless of the message released by DHS, somebody will criticize either the message content or the tuning of the press release. This begs the question of how effective is DHS at delivering messages and if it can be improved. Using a checklist of effective communication strategies, this study evaluated eighteen DHS press releases that identified new threats. The study …

Disaster Mitigation Through Land Use Strategies, John R. Nolon Jan 2007

Disaster Mitigation Through Land Use Strategies, John R. Nolon

Elisabeth Haub School of Law Faculty Publications

The persistent question this book raises is who should decide whether and how to mitigate the damages caused by natural disasters. Our understandable preoccupation with response, recovery, and rebuilding makes it hard to focus on this question as a central, even relevant, one. But it persists, nonetheless. The high-profile “blame game” played following Hurricane Katrina’s devastation of the Gulf Coast is emblematic. In pointing fingers first at the Federal Emergency Management Agency (FEMA), then at the city of New Orleans, and then at the state of Louisiana, public officials exhibited an appalling lack of understanding of the roles that each …

Standing Closest To The Flame: Community Wildfire Planning And The Healthy Forest Act, William E. Fleeger Jan 2007

Standing Closest To The Flame: Community Wildfire Planning And The Healthy Forest Act, William E. Fleeger

Doctoral Dissertations

Recently, national fire policy has been redirected from a primary focus on suppression towards a more integrated and comprehensive approach developed at the community level. As part of this policy shift, Congress passed the Healthy Forest Restoration Act (P.L. 108-148) in 2003 encouraging communities to develop community wildfire protection plans (CWPPs) to guide fuel reduction and wildfire mitigation efforts on both federal and nonfederal lands. This research examines U.S. Forest Service (USFS) and community collaboration in the development of CWPPs through a case study analysis of four communities in two western states. The social and decision-making processes used in the …

The Roles Of Brook Trout And Larval Two -Lined Salamanders As Predators In Streams, Garrett Evan Barr Jan 2007

The Roles Of Brook Trout And Larval Two -Lined Salamanders As Predators In Streams, Garrett Evan Barr

Doctoral Dissertations

To test the effects of brook trout (Salvelinus fontinalis) on stream macroinvertebrates and salamander larvae, I conducted a large-scale manipulation of trout presence in the White Mountain National Forest, NH. I included 9 streams in the study: 3 with trout, 3 without fish, and 3 without fish to which I added trout. I measured invertebrate benthic density before and 1 yr following trout translocation and drift density before, shortly following, and 1 yr following trout translocation. I also measured larval two-lined salamander (Eurycea bislineata) density and day and night activity on the stream substrate surface before and 1 yr following …

32 In '44: A Management And Environmental Study Of Submarine Construction At Portsmouth Navy Yard During World War Ii, Rodney Keith Watterson Jan 2007

32 In '44: A Management And Environmental Study Of Submarine Construction At Portsmouth Navy Yard During World War Ii, Rodney Keith Watterson

Doctoral Dissertations

After averaging the completion of less than two submarines a year in the 1930s, the Portsmouth Navy Yard completed an astonishing thirty-two submarines in 1944. The yard's outstanding performance during World War II was the product of a highly motivated work force and a management team that thrived in a decentralized wartime shipyard environment. Employing aggressive and innovative management techniques that included employee empowerment, small teams, and mass production techniques to the extent that they could be applied to submarine construction at the time, the shipyard delivered submarines at unprecedented rates.

There were downsides to the shipyard's crowning achievements during …

Sustainability Of New Hampshire's Sawmill Industry And Its Forest Resource Base, Difei Zhang Jan 2007

Sustainability Of New Hampshire's Sawmill Industry And Its Forest Resource Base, Difei Zhang

Doctoral Dissertations

Sustaining our forests is vital for a healthy ecosystem and for the future of forest industry. To sustain the regional sawmill industry as well as the associated forest resource base, the key is to track the consumption and inventory of eastern white pine (Pinus strobus L.), the most dominant commercial species in New Hampshire. This research profiled the sawmill industry in New Hampshire and Vermont in terms of production, consumption, labor characteristics and regulating economic and policy issues. We examined the sustainability of the industry and its resource base; with a specific focus on the white pine sawmill industry and …

What Students Do When They Study In The Library: Using Ethnographic Methods To Observe Student Behavior, Doug Suarez

E-JASL: Electronic Journal of Academic and Special Librarianship (1999-2009, Volumes 1-10)

Abstract

How do we know what students are really doing in the library when they are studying? This paper reports on a study that used qualitative methods to assess what students were doing during the winter term at Brock University. The goals were to try and establish if they were engaged in their studies when using the library and to see if the library nurtured academic engagement in its study areas.

Analysis Of Optimum Location, Viability, And Potential Effects Of Wind Farm Construction In Maine, Elizabeth Benson, Ryan Scott Jan 2007

Analysis Of Optimum Location, Viability, And Potential Effects Of Wind Farm Construction In Maine, Elizabeth Benson, Ryan Scott

Undergraduate Research Symposium (UGRS)

Maine has the highest potential for wind energy in New England and falls within the top twenty states in the nation. It falls just behind Wisconsin and California with an estimate electrical output of 56 billion kWhs. The geological makeup of Maine’s mountains in the western part of the state, and the exposed coastline provide opportune areas to capture wind and convert it into energy. The information included in this poster will suggest the most likely areas for wind development based on a number of factors as recommended by the American Wind Energy Association.

Conceptualizing Wilderness Through Gis, Sarah Stevens Jan 2007

Conceptualizing Wilderness Through Gis, Sarah Stevens

Undergraduate Research Symposium (UGRS)

The word “wilderness” in America is generally identified with pristine places where humans are not among the primary influences on the land and its ecology. The American wilderness ethic creates a strict dichotomy between humans and nature. The Wilderness Preservation Act of 1964 defines wilderness as “an area where the earth and its community of life are untrammeled by man, where man himself is a visitor who does not remain” (wilderness.net). This statutory definition of wilderness is essentially the functional embodiment of the American wilderness ethic. Wilderness can also be interpreted in ways that incorporate humans as active players in …

Now & Then: The Appalachian Magazine

Now & Then: The Appalachian Magazine, Volume 23, Issue 01, published in 2007. The theme of this issue is Digging Appalachia (Archaeology). This issue explores the many meanings of "digging" in Appalachia, from archaeological discovery and paleontology to mining, farming, and the search for cultural roots. Articles highlight the remarkable Gray Fossil Site in Northeast Tennessee, alongside reflections on coal mining, family cemeteries, ginseng fathering, and the everyday labor of working the land. Through stories of scientists, farmers, treasure hunters, and community members who "dig" in the region in both literal and figurative ways, the issue examines how uncovering …

ANDRILL Research and Publications

Fossils provide key data sets for the interpretation of the AND-1B core. Calcareous plankton and benthos provide the basis for palaeoenvironmental interpretations of both surface and bottom waters. Calcareous fossils are rare throughout, but occurrences noted are significant. Some calcareous fossils provide potential for age control via 86Sr/87Sr, and palaeoenvironmental information may come from Mg/Ca ratios as well as oxygen and carbon isotopes. Organic-walled microfossils provide an index of reworking and transport, as well as the identifi cation of a possible in situ Pliocene assemblage of previously unknown marine palynomorphs. Diatoms are abundant in the core, with …

The Controversy Over The Legacy Highway In Utah: An Opportunity For Invitational Rhetoric, Carlo A. Pedrioli Jan 2007

The Controversy Over The Legacy Highway In Utah: An Opportunity For Invitational Rhetoric, Carlo A. Pedrioli

Faculty Scholarship

Beginning in the mid 1990s, residents of Utah began to debate the merits of the “Legacy Highway,” a large highway that would run near the Great Salt Lake in an attempt to alleviate the clogged commute on Interstate-15, which runs north/south through Salt Lake City, the state’s capital. Perhaps not surprisingly, environmental groups were upset with this proposed governmental project. Groups like the Advocates for Safe and Efficient Transportation and the Utah Department of Transportation faced off against the Sierra Club, Stop the Legacy Highway, and Utahns for Better Transportation. Generous amounts of rhetoric, including public discussion and litigation, resulted …

Base-Treated Juniper Fiber Media For Removing Heavy Metals In Stormwater Runoff, S.H. Min, T.L. Eberhardt, M. Jang Jan 2007

Base-Treated Juniper Fiber Media For Removing Heavy Metals In Stormwater Runoff, S.H. Min, T.L. Eberhardt, M. Jang

Research Publications (2006 to 2010)

The viability of base-treated juniper fiber (BTJF) media for removing toxic heavy metals (Cd2+, Cu2-, Pb2+, Zn2+) in stormwater runoff was investigated. The sorption ability of the BTJF for all metals was much higher than that of untreated juniper. The affinity sequence of both materials, BTJF and untreated juniper, was Pb> Cu> Zn≥ Cd. This order is explained by the hydrolysis constants for each metal. A metal desorption and column regeneration test using 0. 1 M nitric acid showed that the metal sorption capacity declined slightly from 136.3 to 119.2 μmole/g in the first two cycles and then more significantly …

Tradable Permits As A Policy Mechanism For Greenhouse Gas Abatement, Jeff. Van Treese Jan 2007

Tradable Permits As A Policy Mechanism For Greenhouse Gas Abatement, Jeff. Van Treese

Harriet L Wilkes Honors College Theses 2003 - 2009

This paper examines permit trading as an instrument for greenhouse gas emission abatement and suggests that a cap and trade scheme is the lowest-cost option for achieving this goal. The paper examines relevant examples of emission trading within the United States, including the Acid Rain Program contained within the 1990 Clean Air Act, the Regional Greenhouse Gas Initiative, and the Chicago Climate Exchange. I address the circumstances, constraints, and degree of success of such programs in relation to the Kyoto Protocol as well as other possible permit schemes at the national level within the United States. I contrast tradable permits …

Influences Of Mosquito Control Impoundments On Rhizophora Mangle Initial Propagule Establishment And Growth, Glenn A. Coldren Jan 2007

Influences Of Mosquito Control Impoundments On Rhizophora Mangle Initial Propagule Establishment And Growth, Glenn A. Coldren

Harriet L Wilkes Honors College Theses 2003 - 2009

Rotational Impoundment Management (RIM) is a commonly used method of mosquito control in Florida involving seasonal flooding during mosquito breeding season and allowances for natural tidal variations during summer flooding. My study looks at the effects of this impoundment strategy on the red mangrove, Rhizophora mangle L., recruitment. Primary productivity of mangroves in these impoundments has been found to be similar to that of natural areas, although nutrient levels have been found to differ greatly. R. mangle is a completely viviparous species, and as such, maternal conditions have a strong effect on propagules. My study compares the initial establishment and …

Food Supply Chains And Food-Miles: An Analysis For Selected Conventional, Non-Local Organic And Other-Alternative Foods Sold In Missoula, Montana, Kimberly Spielman Jan 2007

Food Supply Chains And Food-Miles: An Analysis For Selected Conventional, Non-Local Organic And Other-Alternative Foods Sold In Missoula, Montana, Kimberly Spielman

Graduate Student Theses, Dissertations, & Professional Papers

The spatial patterns of the conventional food supply chain have played a significant role in increasing the amount of miles food travels before being consumed. As a result, this has increased the amount of energy that is required to transport food from the farm to the table. The food supply chain links production to consumption. However, as food-miles increase, this link becomes obscure. The food supply chain can be described as having two very distinct parts: the conventional food supply chain and the alternative food supply chain. Business consolidation, and large-scale production, processing, distribution and retail characterize the conventional food …

Forests And Farming: An Analysis Of Rural Livelihood Programs For Poverty Reduction In Eastern Zambia, Garrett Kenneth Olson Jan 2007

Forests And Farming: An Analysis Of Rural Livelihood Programs For Poverty Reduction In Eastern Zambia, Garrett Kenneth Olson

Graduate Student Theses, Dissertations, & Professional Papers

This paper investigates the effectiveness of Joint Forest Management (JFM) and agricultural programs at reducing rural poverty in Zambia. Community-based natural resource management (CBNRM) programs in Africa have been aimed at improving livelihoods, creating tangible benefits, and increasing incomes from forests and forest products through the sustainable use and conservation of forest resources. Agricultural programs have often had similar goals regarding improved livelihoods, benefits, food security, and income generation for soil conservation and reduced forest conversion due to agricultural expansion. With increased rates of deforestation and forest conversion, Zambia is in need of effective measures for the sustainable utilization and …

Reducing Dental Mercury Discharge In Missoula, Montana: Collaborative Opportunities, Jamie Elaine Silberberger Jan 2007

Reducing Dental Mercury Discharge In Missoula, Montana: Collaborative Opportunities, Jamie Elaine Silberberger

Graduate Student Theses, Dissertations, & Professional Papers

The purpose of this paper is to provide assistance in developing a program to control the release of dental mercury amalgam in Missoula, Montana. To do this, three research components were carried out. The first consisted of a survey to determine whether Missoula dentists are following the American Dental Association’s (ADA) recommended Best Management Practices (BMPs) for mercury amalgam waste. The second component involved interviewing local dentists in an effort to include their voice in the process, as well as to determine what may motivate them to comply with a dental mercury control program. The final component of research involved …

Predicting Spotted Knapweed (Centaurea Maculosa) Range Expansion Near Missoula Montana Using Localized Climate And Elevation Data, William Frank Preston Cumming Jan 2007

Predicting Spotted Knapweed (Centaurea Maculosa) Range Expansion Near Missoula Montana Using Localized Climate And Elevation Data, William Frank Preston Cumming

Graduate Student Theses, Dissertations, & Professional Papers

Since the 1920s spotted knapweed (Centaurea maculosa) has adapted to a variety of habitats, including pastureland, rangeland, hay land, open forests, road sides, and ditches. In 2003 this plant species dominated more than five million acres in Montana, half of the total infestation of noxious weeds in the state. This project demonstrates the utility of using downscaled Parameter-elevation Regressions on Independent Slopes Model (PRISM) data for predicting vegetation movement within a 2°×2° geographical area surrounding Missoula County, Montana. This localized climate change data was correlated against current knapweed range using validation data from the Volunteer for Wilderness Program at the …
