Marginalizing The "Other" In The Discourse Of The Bush Administration's War On Terror, Sherri H Christensen Jan 2007

Marginalizing The "Other" In The Discourse Of The Bush Administration's War On Terror, Sherri H Christensen

UNLV Retrospective Theses & Dissertations

In the aftermath of the September 11, 2001, al Qaeda-led terrorist attacks, President George W. Bush and his administration launched a campaign against Iraq in an effort to oust its leader, Saddam Hussein, and "liberate" the Iraqi people. Despite no credible evidence of Iraqi involvement in the 9/11 attacks and the disdain of most of the global community, a majority of Americans supported the administration's desire to attack Iraq; In an effort to understand the impact of the Bush Administration's framing of the war on terror on the American public, the "Other," and the global community as a whole, this …

A Diffusion Model Of Lightning Radiative Transfer Using Cylindrical Geometry, Rina Alfonso Santos Jan 2007

A Diffusion Model Of Lightning Radiative Transfer Using Cylindrical Geometry, Rina Alfonso Santos

UNLV Retrospective Theses & Dissertations

Clouds come in different shapes and sizes and are made up of different constituents. Realistic clouds are composed of heterogeneous distribution of constituents (ice particle, needle shaped objects, cubic, hexagonal, etc.). For tractability of solutions and smoothness of calculations, assumptions are made. The assumption is viable due to multiple scattering effect for propagation of radiation in random media. In Koshak et al. (1994), "Diffusion Model for Lightning Radiative Transfer", the cloud was treated as a nuclear reactor in order to obtain forms that can be readily computable and a simple geometry was chosen, i.e., a homogeneous rectangular parallelepiped Cloud In …

Buffer Allocation In Message Passing Systems: An Implementation For Mpi, Jeffrey Sampson Jan 2007

Buffer Allocation In Message Passing Systems: An Implementation For Mpi, Jeffrey Sampson

UNLV Retrospective Theses & Dissertations

Message passing applications that perform asynchronous communication need sufficient buffer space to hold all undelivered messages, or else the applications may deadlock. Determining the minimum amount of buffer space an application needs is called the Buffer Allocation Problem, and has been shown to be intractable [BPW]. However, an epoch based polynomial-time algorithm that approximates the Buffer Allocation Problem has been proposed by Pedersen et al. [PBS]. The algorithm partitions application executions into epochs and intersperses barrier synchronizations between them, thus limiting the number of message buffers necessary to ensure deadlock-freedom; In this thesis, we describe an implementation of the epoch …

Tensile Deformation, Toughness And Crack Propagation Studies Of Alloy 617, Vikram Marthandam Jan 2007

Tensile Deformation, Toughness And Crack Propagation Studies Of Alloy 617, Vikram Marthandam

UNLV Retrospective Theses & Dissertations

Austenitic nickel-base Alloy 617 has been tested under tensile loading at temperatures relevant to both the Nuclear Hydrogen Initiative and the Next Generation Nuclear Plant programs of the U.S. Department of Energy. Two important metallurgical phenomena, namely dynamic strain aging (DSA) and yield strength anomaly (YSA), have been identified based on the resultant data. DSA was characterized by reduced plastic strain and serrations in the engineering stress versus engineering strain diagrams. YSA was manifested by enhanced yield strength at relatively higher temperatures. A mechanistic understanding of DSA and YSA phenomena has been developed based on the estimation of dislocation density, …

Modeling Of The Protective Oxide Layer Growth In Non-Isothermal Lead-Alloys Coolant Systems, Taide Tan Jan 2007

Modeling Of The Protective Oxide Layer Growth In Non-Isothermal Lead-Alloys Coolant Systems, Taide Tan

UNLV Retrospective Theses & Dissertations

Lead alloys have been determined to be potential coolant candidates in advanced reactors and accelerator driven systems (ADS) because of their favorable thermal-physical and chemical properties. However, the corrosiveness of the lead-alloys is a critical obstacle and challenge for safe applications in reactors and ADS. Furthermore, the selective dissolution of materials into lead alloys would destroy the structure and contaminate the coolant rapidly, and the deposition of corrosion product may lead to severe flow-path restrictions. One of the effective ways to protect the material is to form and maintain a protective oxide film along the structural material surface by active …

The Clep Program: An Evaluation And Assessment At A Small Private University, William Beaver, Stephen T. Paul Jan 2007

The Clep Program: An Evaluation And Assessment At A Small Private University, William Beaver, Stephen T. Paul

Mid-Western Educational Researcher

The Educational Testing Service (ETS) created the College Level Examination Program (CLEP) in 1965 and over the years it has become a staple of American higher education. In order to better understand the ramifications of the CLEP program, this article provides a brief history of CLEP and reexamines some of the findings of earlier research. The present study investigates new areas by addressing several research questions. For instance, what are the impacts of a student’s age, academic ability, gender, and previous learning experiences in regard to passing a CLEP exam? How much time do students spend in preparing for CLEP, …

Debt And Expropriation, Mara Faccio, Larry Lang, Leslie Young Jan 2007

Debt And Expropriation, Mara Faccio, Larry Lang, Leslie Young

Purdue CIBER Working Papers

We regress leverage on an index of corporate exposure to expropriation by the controlling shareholder — the ratio of his ownership rights O to his control rights C — and on an index of creditor rights. Amongst corporations that can access related party loans, a lower O/C ratio increases leverage when creditor protection is weak; but reduces leverage where creditor protection is strong. In the first case, higher leverage gives the controlling shareholder control of more resources to expropriate. In the second case, minority shareholders and external lenders constrain the leverage of group affiliates that seemed more vulnerable to expropriation.

The Goals Of Antitrust And Competition Policy, Stephen Martin Jan 2007

The Goals Of Antitrust And Competition Policy, Stephen Martin

Purdue CIBER Working Papers

U.S. antitrust policy and EC competition policy began at different times and in very different contexts. U.S. antitrust at first pursued multiple economic and political goals. Against a persistent, if cyclical, campaign that it was at best unnecessary and at worst absolutely harmful, antitrust developed first a reliance on competition in the sense of rivalry to promote good market performance and has lately moved to explicit welfare evaluation, in an economic sense, as a policy standard. How one ought to measure market performance (consumer welfare or net social welfare) remains a subject of discussion. Use of the economic welfare standard …

Cross-Linguistic Analysis Of Vietnamese And English With Implications For Vietnamese Language Acquisition And Maintenance In The United States, Giang Tang Jan 2007

Cross-Linguistic Analysis Of Vietnamese And English With Implications For Vietnamese Language Acquisition And Maintenance In The United States, Giang Tang

Journal of Southeast Asian American Education and Advancement

Two overall goals of this paper are a) to provide a linguistic basis for promoting first language maintenance of Vietnamese in a larger United States context and b) to stimulate future research in language acquisition of Vietnamese-English speakers. This paper is divided into three sections. Section 1 discusses previous studies on first language (L1) maintenance among Vietnamese Americans. Section 2 presents a cross-linguistic comparison of Vietnamese and English across speech-sound, word, and grammatical language levels. A cross-linguistic analysis may help educators better understand speaking patterns of Vietnamese American students. Based on this cross-linguistic comparison, Section 3 presents potential bi-directional interactions …

Distanciation And The Recontextualization Of Space: Finding One’S Way In A Small Western Community, Lisa Gabbert Jan 2007

Distanciation And The Recontextualization Of Space: Finding One’S Way In A Small Western Community, Lisa Gabbert

English Faculty Publications

In the 1990s, the city of McCall, Idaho, and the surrounding region implemented the Rural Addressing System. The system assigned a name to every street and a number to every house and erected visible signage for both. Although a seemingly minor bureaucratic operation, the Rural Addressing System is a concrete example of Anthony Giddens's concept of space distanciation, and as such, it is a significant component of modernity and globalization. By investigating the impact of the Rural Addressing System on this region—particularly on the ways in which people give directions and think about space there—this article sheds light on how …

United States Department of Agriculture-Agricultural Research Service / University of Nebraska-Lincoln: Faculty Publications

Plodia interpunctella (Hubner), the Indian meal moth, is a world-wide insect pest of stored-products and processed food commodities. It can infest a variety of products and is perhaps the most economically important insect pest of processed food. In this review, we summarize the biology of P. interpunctella, discuss oviposition and development in relation to temperature, environment and food source, examine studies involving sampling and detection, describe various aspects of integrated control, summarize the current knowledge regarding management of P. interpunctella, and address potential areas for new research. The use of reduced-risk insecticides, non-chemical control, targeted pest management through …

Hipaa Hypocrisy And The Case For Enforcing Federal Privacy Standards Under State Law, Daniel J. Oates Jan 2007

Hipaa Hypocrisy And The Case For Enforcing Federal Privacy Standards Under State Law, Daniel J. Oates

Seattle University Law Review

Part II of this Comment summarizes the background of the HIPAA statute as an attempted solution to the privacy problem described above, including its legislative history and HHS promulgation of administrative rules. Next, Part III addresses the agency-imposed limitations on the scope of the statute. The Secretary's decision to rely solely on an administrative complaint process, combined with the government's narrow interpretation of the statute granting third parties immunity from penalties, has undermined enforcement of the privacy provision. Accordingly, Part IV discusses previous attempts to circumvent the administrative limitations by creating a private right of action and the reasons these …

Racially Restrictive Covenants In The State Of Washington: A Primer For Practitioners, Rajeev Majumdar Jan 2007

Racially Restrictive Covenants In The State Of Washington: A Primer For Practitioners, Rajeev Majumdar

Seattle University Law Review

Part II of this Comment will begin by examining the history of racially restrictive covenants, specifically the nature of covenants and the role of the federal government in both spreading and hindering the usage of such covenants. Part III will discuss the legal underpinnings of what makes such covenants unenforceable in Washington, and the best processes an attorney can use to remove them. Part IV will discuss a recent case that has significantly altered the collateral consequences of attempting to destroy racially restrictive covenants upon other associated covenants. As a result, those seeking to retain the benefits of other covenants …

Rescuing The Rescued: Stemming The Tide Of Foreclosure Rescue Scams In Washington, Zachary E. Davies Jan 2007

Rescuing The Rescued: Stemming The Tide Of Foreclosure Rescue Scams In Washington, Zachary E. Davies

Seattle University Law Review

While foreclosure rescue scam (FRS) victims have many remedies under existing statutes, remedies are inadequate because they fail to holistically address the FRS problem. A successful statutory approach to combating the spread of this insidious scam must rest on three legs: education, enforcement, and litigation. First, homeowners facing foreclosure need timely warnings regarding the existence and prevalence of the FRS before the onslaught of FRSA solicitations begins. Next, in addition to education, homeowners need effective enforcement of the statutes that are supposed to protect them. Finally, homeowners wronged by FRSAs need to be able to seek civil relief that both adequately …
