Public Finance : Differences, Similarities, And No Quick Fixes, Steve Novick Jan 2007

Public Finance : Differences, Similarities, And No Quick Fixes, Steve Novick

Institute of Metropolitan Studies Publications

Candidates for office, in every place and at every level of government, often talk as if they think they will be able to revolutionize both government services and the local (or state, or national) economy by, in some way, changing the structure of public finance. They’ll improve funding for basic services by prioritizing government spending. They’ll boost the economy by cutting taxes. They’ll replace an outdated, irrational structure by reforming taxes. They’ll make corporations and the rich pay their fair share. Et cetera. A review of the structure of public finance in the Portland metropolitan region suggests that any and …

The Controversy Over The Legacy Highway In Utah: An Opportunity For Invitational Rhetoric, Carlo A. Pedrioli Jan 2007

The Controversy Over The Legacy Highway In Utah: An Opportunity For Invitational Rhetoric, Carlo A. Pedrioli

Faculty Scholarship

Beginning in the mid 1990s, residents of Utah began to debate the merits of the “Legacy Highway,” a large highway that would run near the Great Salt Lake in an attempt to alleviate the clogged commute on Interstate-15, which runs north/south through Salt Lake City, the state’s capital. Perhaps not surprisingly, environmental groups were upset with this proposed governmental project. Groups like the Advocates for Safe and Efficient Transportation and the Utah Department of Transportation faced off against the Sierra Club, Stop the Legacy Highway, and Utahns for Better Transportation. Generous amounts of rhetoric, including public discussion and litigation, resulted …

Teflon And An Increased Cancer Risk Remains Unproven In Humans, Jennifer Hitchon Jan 2007

Teflon And An Increased Cancer Risk Remains Unproven In Humans, Jennifer Hitchon

International Journal of Global Health and Health Disparities

DuPont manufactures a non-stick coating for pans brand-named Teflon. Teflon sealed pans make cooking easier - eggs won't stick to the frying pan and cookies won't stick to the cookie sheet. Yet researchers have long worried about negative effects of Teflon and the chemical compounds used to make it, perfluorooctanoic acid (PFOA): is PFOA a carcinogen? Instead of waiting until the Teflon coating sloughs off in black flakes, should households get rid of their non-stick pans now and return to using PAM and Crisco in mass quantities? PFOA is not exclusively used in Teflon; the chemical is also useful in …

Weather Factors Influencing Winter Roosts Of American Crows In Central Iowa, Joshua D. Obrecht, Stephen J. Dinsmore

Journal of the Iowa Academy of Science: JIAS

We investigated the effects of season and weather on the winter roosting behavior of American Crows (Corvus brachyrhynchos) in central Iowa from January through March 2006. The peak number of birds recorded at a roost in Ames, Story County was 9,000+ in early February, and the number of individuals entering the roost decreased through February and March. Crows tended to enter the roost later in the day as winter neared completion. High wind speed and low light intensity caused individual to enter the roost earlier in the day. Temperature did not affect arrival time of crows. Wind speed, light intensity, …

Groundwater Quality Of Springs And Wells Of The Sinkhole Plain In Southwestern Illinois: Determination Of The Dominant Sources Of Nitrate Circular 570 2007, K. C. Hackley, S. V. Panno, H. H. Hwang

KIP Articles

About half the residents living in the area of southwestern Illinois known as the sinkhole plain obtain their potable water from the region's shallow karst aquifer. Previous work has shown that the groundwater from approximately 18% of the wells in the sinkhole plain has nitrate concentrations in excess of the U.S. Environmental Protection Agency's drinking water standard of 10 mg of N/L of water. The nitrate concentrations in water samples collected from approximately 50% of the wells and from all of the springs in the sinkhole plain area are greater than background concentrations, suggesting that sources other than naturally occuring …

Utilization Of Corn Co-Products In The Beef Industry: Feeding Of Corn Milling Co-Products To Beef Cattle, Galen E. Erickson, Virgil R. Bremer, Terry J. Klopfenstein, Leslie Aaron Stalker, Richard J. Rasby

Department of Animal Science: Faculty Publications

Corn milling co-products are expected to increase dramatically in supply as the ethanol industry expands. Distillers grains, corn gluten feed, or a combination of both co-products offer many feeding options when included in pasture and feedlot diets. These co-product feeds may effectively improve cattle performance and operation profitability. When these co-products are fed in feedlot diets, adjustments to grain processing method and roughage level may improve cattle performance. Innovative storage methods for wet co-products and the use of dried co-products offer small operations flexibility when utilizing co-products. As new co-products are developed by ethanol plants, they should be evaluated with …

Technical Note: Use Of Marker-Based Relationships With Multiple-Trait Derivative-Free Restricted Maximal Likelihood, Z. Zhang, R. J. Todhunter, E. S. Buckler, L. Dale Van Vleck

Department of Animal Science: Faculty Publications

The widespread use of the set of multiple- trait derivative-free REML programs for prediction of breeding values and estimation of variance components has led to significant improvement in traits of economic importance. The initial version of this software package, however, was generally limited to pedigree- based relationships. With continued advances in genomic research and the increased availability of genotyping, relationships based on molecular markers are obtainable and desirable. The addition of a new program to the set of multiple-trait derivative-free REML programs is described that allows users the flexibility to calculate relationships using standard pedigree files or an arbitrary relationship …
