Departmental Technical Reports (CS)
Low cost HF RFID scanner subsystems that both deliver power and provide high bandwidth bidirectional communication channels have recently become available. These devices are anticipated to become ubiquitous in next-generation cell phones and enable a wide range of emerging e-commerce applications.
This paper considers the use of HF RFID to power and communicate with implantable medical devices. We successfully communicated with ten transponders that were implanted at three locations within a human cadaver. In this paper, we present measurements collected from four of these transponders that represent a wide range of transponder sizes. We also describe how RFID for medical …

This year’s intercollegiate policy debate topic calls on affirmative teams to overrule one of four Supreme Court decisions, including Ex parte Quirin, the precedent frequently invoked to justify homeland security policies such as military tribunals for Guantanamo detainees.8 In arguing to overturn Quirin, debaters employ a variety of approaches. Most teams contend that the Supreme Court’s 2006 Hamdan v. Rumsfeld decision, while helpful, does not go far enough in limiting the scope of military commissions. In this view, leaving Quirin on the books enables a troubling expansion of presidential power, with the potential to destroy transatlantic relations and abrogate …

Biology Faculty Publications and Presentations
We present a bacterial genome computational analysis pipeline, called GenVar. The pipeline, based on the program GeneWise, is designed to analyze an annotated genome and automatically identify missed gene calls and sequence variants such as genes with disrupted reading frames (split genes) and those with insertions and deletions (indels). For a given genome to be analyzed, GenVar relies on a database containing closely related genomes (such as other species or strains) as well as a few additional reference genomes. GenVar also helps identify gene disruptions probably caused by sequencing errors. We exemplify GenVar’s capabilities by presenting results from the analysis …

An American tourist is attacked by peasants, who suspect her of stealing infants to sell on a shadowy organ donation market. Several other attacks follow, prompting a travel advisory, which in turn causes tourists to flee the country, fracturing the already weak economy, and creating more chaos still. Meanwhile, death squads patrol the mountains to "disappear" anyone suspected of harboring sympathy for the rebels, and the usual assortment of criminals use any means available to make a buck. This is Guatemala, hardly a vacationer's paradise; yet several Americans have elected to remain in country amidst such turmoil.

Bortz V. Suzuki, Judgment Of October 12, 1999, Hamamatsu Branch, Shizuoka District Court, Timothy Webster
Washington International Law Journal
The Bortz case links a series of truly comparative moments. In the first, the unsuspecting foreigner crosses into another culture’s blind spot, and emerges a very different person. Ana Bortz was shopping for a necklace in a Japanese jewelry store when the owner asked her where she was from. A westerner in Japan, Bortz likely thought little of the question, having answered it many times. She answered first in Japanese, and then in English, “from Brazil.” Neither response pleased the storeowner. Foreigners, or perhaps just Brazilians, were not allowed in the store. Their ensuing argument revealed other comparative moments. Enraged …
A New World Order For Addressing Patent Rights And Public Health, Cynthia M. Ho
A New World Order For Addressing Patent Rights And Public Health, Cynthia M. Ho
Chicago-Kent Law Review
Can patent rights and public health coexist? This is a pressing global question in an era where the AIDS pandemic rages in countries that cannot afford to pay for the most effective—and patent-protected—AIDS treatment. Even in countries with higher levels of income, patent problems may nonetheless loom large in unanticipated situations that could turn deadly without access to patented drugs, such as the 2001 anthrax "crisis" or the potential avian flu epidemic. This article provides an important perspective on how international laws currently impact the intersection between patent rights and public health. This article begins with an explanation of patent …

Tanzania, Mathematics, And Me: Reflections From My Work With Tanzanian Teachers, Mandi Maxwell
ACMS Conference Proceedings 2007
In June 2006 I had the privilege of participating in a four-day teacher training workshop in Mumba, Tanzania. In this paper I will discuss the challenges and triumphs of working with Tanzanian Secondary Mathematics teachers. We will discuss the educational environment, teaching strategies, and curricular issues that affect mathematics teachers in rural areas of Tanzania and contrast that with the American educational experience. We will also discuss some of the goals of the Teacher Training workshop that my colleagues and I led and look at some of the specific mathematical ideas and applications that I shared with the Mathematics teachers …

Spring Field Report, March–May 2007, W. Ross Silcock
Nebraska Bird Review
INTRODUCTION
Extremes of weather conditions and resulting variation in water conditions were noteworthy this spring. The west was very dry, but the Rainwater Basin had ample rains resulting in excellent breeding conditions for various waterbirds, notably Eared Grebe and American Coot. Shorebird numbers were unremarkable, although there was plenty of variation between species. Indeed, Dunlin, with record numbers, and Ruddy Turnstones were numerous. Arrival dates were pushing early but not record early. Species earlier than average were American Golden-Plover, Mountain Plover, Black-necked Stilt, White-rumped Sandpiper, and Stilt Sandpiper.
Increasingly associated with wetlands, albeit unrelated to water levels, Greater Prairie-Chicken continued …
