Explaining Horizontal And Vertical Cooperation On Public Services In Michigan: The Role Of Local Fiscal Capacity, Jered B. Carr, Elisabeth R. Gerber, Eric W. Lupher

Working Group on Interlocal Services Cooperation

Michigan local governments engage in a wide range of cooperative activities. Little is known, however, about what factors motivate local governments to engage in intergovernmental cooperation and how local government officials choose among various forms of collaboration. We develop and test a theory of intergovernmental cooperation that explains differences in the factors that lead local governments to engage in horizontal cooperation with other local units versus vertical cooperation with county or state governments. Our primary focus is on fiscal capacity: we hypothesize that limited fiscal capacity leads many local governments, especially townships, to work collaboratively with state or county actors …

The worst national disaster in United States history also showcased the dire consequences of localism as the cultural and legal successor to de jure segregation. Long before Hurricanes Katrina and Rita devastated the Gulf Coast, New Orleans’ status as an exceptional city had been lost to Americanizing trends. Its resistance to the conventional racial binary was overcome after Reconstruction; its unique densities and accommodation of the physical landscape were transformed into sprawling divisions by technology and suburbanization. From the Brown decision forward, New Orleans and the metropolitan area around it developed much like the rest of the nation. Localist tendencies …

Background: Infection with Ebola virus (EBOV) causes a fulminant and often fatal hemorrhagic fever. In order to improve our understanding of EBOV pathogenesis and EBOV-host interactions, we examined the molecular features of EBOV infection in vivo.

Results: Using high-density cDNA microarrays, we analyzed genome-wide host expression patterns in sequential blood samples from nonhuman primates infected with EBOV. The temporal program of gene expression was strikingly similar between animals. Of particular interest were features of the data that reflect the interferon response, cytokine signaling, and apoptosis. Selenocysteine (Sec, U) insertion into proteins is directed by translational recoding of specific UGA codons located upstream of a stemloop structure known as Sec insertion sequence (SECIS) element. Selenoproteins with known functions are oxidoreductases containing a single redox-active Sec in their active sites. In this work, we identified a family of selenoproteins, designated SelL, containing two Sec separated by two other residues to form a UxxU motif. SelL proteins show an unusual occurrence, being present in diverse aquatic organisms, including fi sh, invertebrates, and marine bacteria. Both eukaryotic and bacterial SelL genes use single SECIS elements for insertion of two …

This Advisory Circular (AC) provides guidance on certain land uses that have the potential to attract hazardous wildlife on or near public-use airports. It also discusses airport development projects (including airport construction, expansion, and renovation) affecting aircraft movement near hazardous wildlife attractants. Appendix 1 provides definitions of terms used in this AC.

The Federal Aviation Administration (FAA) recommends that public-use airport operators implement the standards and practices contained in this AC. Background. The mitochondrial genomes of snakes are characterized by an overall evolutionary rate that appears to be one of the most accelerated among vertebrates. They also possess other unusual features, including short tRNAs and other genes, and a duplicated control region that has been stably maintained since it originated more than 70 million years ago. Here, we provide a detailed analysis of evolutionary dynamics in snake mitochondrial genomes to better understand the basis of these extreme characteristics, and to explore the relationship between mitochondrial genome molecular evolution, genome architecture, and molecular function. This study explored the impact of idealized relationships, present in our media and culture, on committed relationships. The purpose of this study was to explore the ways that relationships are impacted by real and idealized relationship discrepancies. In addition, this research provided an initial assessment of the coping mechanisms utilized by partners as problem solving responses to the discrepancies. Twelve participants, self-identified as in a committed relationship with a partner and living together for over one year, participated in this study. The purpose of this study was to examine the barriers that may prevent adolescent mothers from accessing social support. For the purpose of this study, the barriers examined were depression and self-esteem. The sample consisted of 50 adolescent mothers who were participants in several social service agencies located in western Massachusetts. The participants completed the Rosenberg Self Esteem scale, the Brief Symptom inventory scale, and a brief form used to gather basic demographic information. The current social work literature implores clinicians to create self-care practices to help reduce their levels of occupational stress. Literature from a variety of fields points to the healing capabilities of the art making process, yet there is a dearth of empirical evidence linking the two. This study examines whether self-directed art making can reduce stress for the clinical social worker. Uncovering Oppression Within The Anti-Rape Movement : The Role Of Race In The Reporting Experiences Of Adult Black Female Rape Survivors, Amy Rebecca Hochberg

This study sought to explore how the oppressions of race and gender intersect within the experiences of Black female survivors in the anti-rape movement, specifically in the experience of reporting rape. The experiences of twelve helping professionals, who work with Black female survivors, were collected to determine the prevalence of discrimination within the anti-rape movement and to examine how anti-oppression training could improve services for survivors of sexual violence. The first-hand experience of one survivor further enhanced an understanding of how discrimination affects the reporting experiences of rape survivors. Restorative justice (RJ), an alternative to the dominant retributive justice system, is a more holistic approach that encompasses the victim, offender and the community. This study supplemented existing research by exploring the perceptions of RJ experts and facilitators on the impact of RJ practices on offender reentry, as well as victim and community satisfaction. The study addressed the following questions: What is restorative justice? What are the major outcomes and challenges? What is the role of social work? This study was undertaken to examine the illness-related adjustment experiences of adults who have survived five years beyond the crisis and trauma of cancer diagnosis and the recommended medical treatment. The study explores the transition from being a cancer patient to becoming a long-term survivor. The study's purpose is to increase understanding of the growing population of long-term cancer survivors currently numbering more than 10 million in the US. This exploratory study involved 12 participants living in or near the Boston, Massachusetts area. Introduction- Exercise-induced plasma volume (PV) expansion is typically associated with an increase in plasma albumin content. Increased hepatic albumin synthesis, a transcriptionally regulated process, is thought to contribute to the increase in albumin content. Objective- We tested the hypothesis that exercise training induces an increase in albumin gene expression in relationship to the increase in PV. Methods and Results- 40 adult male Sprague-Dawley rats weighing between 245-350 grams were randomly assigned to one of four groups: cage control (CC); sham exercise 10 min/day at 48% VO2max (NE); continuous exercise training, 60 min /day at 72% VO2max (LI); and high intensity, …
