Oregon has long been known for progressive planning policies and visionary government. The passage of Senate Bill 100 in 1973 ushered in Oregon’s modern era of land use planning and reflected a commitment by Oregonians to the protection of farm land and other natural resources while planning for substantial urban growth. Many other states have envied Oregon’s framework as they struggle with the pressures of urban sprawl. While other states were quickly converting farmland to residential uses, Oregon converted just over one percent of its farmland to other uses between 1982 and 1997.

Community Partner Indicators Of Engagement: An Action Research Study On Campus-Community Partnership, Sean J. Creighton

The central purpose of this research study was to develop common indicators of engagement for civic initiatives between institutions of higher education and their community organization partners. The unique aspect of this study was that the indicators were generated by the community organizations participating as stakeholders in campus-community partnerships. Using an action research methodology that involved eleven community organization participants from the health and wellness sector, the study advocated for research that provided a deeper understanding of the perspectives of community organizations. Death Of Procedural Safeguards: Prior Restraint, Due Process And The Elusive First Amendment Value Of Content Neutrality, Edward L. Carter, Brad Clark

In recent years, federal courts eroded the procedural safeguards required for prior restraint licensing schemes established in Freedman v. Maryland. The Supreme Court of the United States stated that the dangers of prior restraint were accounted for by content neutrality. But a close examination of federal courts of appeals opinions since 2002 reveals that erosion of procedural safeguards may threaten speech interests. First, procedural safeguards have not been required, in some cases, even for content-based prior restraints. Second, courts of appeals have held that, in the context of content-neutral prior restraints, the First Amendment no longer requires a time limit …

During 2001-2002, a formal study was conducted jointly by Brigham Young University's Office of Planning and Assessment (OPA) and the Harold B. Lee Library (HBLL) to determine the value of the library to the university community. The study described in this paper was undertaken at a time when some experts were predicting the demise of the academic library, and university administrators were questioning the need for new building, budget, and personnel requests. Size regulation is a crucial feature in many biological systems, with misregulation leading to dysplasia or hyperplasia. The recent discovery of counting factor (CF) in Dictyostelium discoideum will lead to a greater understanding of how the system regulates the size of a group of cells. In this paper we mathematically model the known effects of CF using two different models: a cellular automata model and a discrete continuum hybrid model. With the use of these models we are able to understand how modulation of adhesion and motile forces by CF can facilitate stream breakup. In addition, the modelling suggests a …

We demonstrate the use of thermally induced higher order modes of a microcantilever as an alternate detection technique by studying Au-Hg interactions. The first four thermally induced flexural modes - i.e., the fundamental and first three higher order modes - have been examined for two different Au coatings. In the first case, 50 nm thick Au is sputter deposited along the entire length of a rectangular Si microcantilever. In the second case the Au is confined to a 30 µm length at the tip of the Si microcantilever. In both cases the microcantilever spectral response and deflection has been studied …

For an adult, learning a second language can be a complex and demanding task. Differences between one’s native language and the target language can contribute to the complexity of the task. One significant way in which languages can differ is the system of gender. The difference between gender in English and Spanish provides a challenge for adult native English speakers learning Spanish as a second language.
