Deinstitutionalization, lack of affordable housing, and the rise in shelter use and homelessness highlight the need for housing stability among psychiatric consumer/survivors. This secondary analysis was carried out with three goals: (1) to determine the relationship between the utilization of health and social services and housing stability, (2) to determine the relationship between housing stability and quality of life, and (3) to compare three continuums of housing stability. The social determinants of health (SDOH) are the broad range of societal factors such as income and its distribution, education and literacy, (un)employment, health care, and so on, that contribute to the overall (aggregate) health, well-being and quality of life of our society as a whole (vis-a-vis, population health). There is a growing body of research examining how ethnicity and race are implicated in identity development among ethno-racially diverse youth. Much of this research has focused on newcomer youth, resulting in a limited understanding of the particular challenges experienced by those have spent the majority of their lives in multicultural Canada. Furthermore, most of this research has portrayed identity as a static property, and youth as rather passive in the acquisition and expression of their identities. The current study explored the complex and dynamic ways that racialized youth create and recreate identities within the various social environments they participate. …

This dissertation discusses a mixed methods research project exploring the patterns of participation in Ontario community mental health services of those who have utilized the mental health system and exploring the characteristics of two Ontario organizations that have high levels of psychiatric survivor participation, particularly in employment. Framed by structuration theory (Giddens, 1984, 1993) and Foucault's (1969/2002, 1980a, 1980b, 1994d) formulations of power/knowledge, this study occurred in two phases. Starting with a survey of community mental health organizations in Ontario, I explored the extent to which psychiatric survivors participate in organizations. Public-Private Partnership (PPP) has now become established as a key element in the Irish Government’s strategy in the provision of school buildings. Specific guidelines have been implemented to define the public sector role in a PPP in Ireland and these guidelines represent a significant change in role from those in the traditional schools procurement process. Through a literature review, this paper maps the PPP process and establishes the new tasks that public sector employees must carry out in the adoption of PPP. This paper focuses on the particular advantages which off-site housing construction has over the more traditional methods of building especially where the efficient use and conservation of energy is concerned. It will explain why modern innovative methods of house construction not only have a clear advantage environmentally (big reductions in CO2 emissions) but also deliver substantial benefits to the end user or householder especially in the form of lower energy bills.

For decades, legal scholars have debated the proper balance of parents' rights and children's rights in the child welfare system. This Article argues that the debate mistakenly privileges rights. Neither parents' rights nor children's rights serve families well because, as implemented, a solely rights-based model of child welfare does not protect the interests of parents or children. Additionally, even if well-implemented, the model still would not serve parents or children because it obscures the important role of poverty in child abuse and neglect and fosters conflict, rather than collaboration, between the state and families. In this study, we examine the effects of the DEP intervention at three levels of complementary theoretical and practical relevance: the public housing development itself, the neighborhood in which public housing is situated, and the police precinct where the tract is located. From surveys of residents, observations of program activities, and analyses of NYCHA's program records, we compiled detailed information on the components of DEP and the reactions of public housing residents to each type of intervention. We then analyzed panel data from 1985-1996 to estimate the effects of DEP on crime rates in and around the city's public housing …

We know what we know about current international events through the media. The media (with their instantaneous transmission of images and sound across great distances) inform us of everything from the train bombings in Madrid and London, to human rights abuses in Darfur, to the fall of Saddam Hussein’s Iraq. Yet the media do not simply communicate raw information; they selectively filter, define and give shape to the events that they cover — in terms of what is happening, whether it is appropriate, and how relevant international actors should and do respond. The privatization movement is on the verge of succeeding too well. The fact that some of what government does can be done better and cheaper by the private sector has gained such momentum that the public sector is sometimes seen as redundant or irrelevant. But the economist's make-or-buy choice simply fails to capture the full range of responsibilities that government faces in deciding whether to outsource a particular function to private contractors.

A sample of white dwarfs is selected from the Sloan Digital Sky Survey (SDSS) Data Release 3 using their reduced proper motions, based on improved proper motions from combined SDSS and USNO-B data. Numerous SDSS and follow-up spectra (Kilic and coworkers) are used to quantify completeness and contamination of the sample; kinematicsmodels are used to understand and correct for velocity-dependent selection biases.A luminosity function is constructed covering the range 7 < Mbol < 16, and its sensitivity to various assumptions and selection limits is discussed. The white dwarf luminosity function based on 6000 stars is remarkably smooth and rises nearly monotonically to Mbol=15.3. It then drops abruptly, although the small number of low-luminosity stars in the sample and their unknown atmospheric composition prevent quantitative conclusions about this decline. Stars …

Experimental Investigation Of The Velocity Field In Buoyant Diffusion Flames Using Piv And Tpiv Algorithm, Lulu Sun, Xiangyang Zhou, Shankar Mahalingam, David R. Weise

We investigated a simultaneous temporally and spatially resolved 2-D velocity field above a burning circular pan of alcohol using particle image velocimetry (PIV). The results obtained from PIV were used to assess a thermal particle image velocimetry (TPIV) algorithm previously developed to approximate the velocity field using the temperature field, simultaneously captured by an infrared (IR) thermal camera. By tracing “thermal particles,” which were assumed to be virtual particles that corresponded to pixels of temperature values in successive IR images, the TPIV algorithm estimated a larger scale instantaneous velocity field than either a single-point velocity measurement (e.g., LDV) or the …

Deciding how much time a person should spend in prison for a serious crime is an inherently moral and political act. And it is certainly coldhearted and philosophically problematic to view sentencing as just an agency problem with criminal defendants as objects of a system in which prison terms are simply outputs. So I will not even try to justify resorting to a narrow institutional perspective as a normative matter. But, for better or worse, those political actors with the greatest influence on sentencing regimes have to think in aggregate terms. While there is considerable normative appeal to the idea …

This Article posits that the essential role of securities regulation is to create a competitive market for sophisticated professional investors and analysts (information traders). The Article advances two related theses – one descriptive and the other normative. Descriptively, the Article demonstrates that securities regulation is specifically designed to facilitate and protect the work of information traders. Securities regulation may be divided into three broad categories: (i) disclosure duties; (ii) restrictions on fraud and manipulation; and (iii) restrictions on insider trading – each of which contributes to the creation of a vibrant market for information traders. This Article seeks to challenge and redirect contemporary debate regarding the role of international law in constitutional interpretation based upon an examination of historical Supreme Court practice. The Article has three goals: It first marshals the weight of evidence regarding the Supreme Court's historical use of international law in constitutional analysis, to rebut the claim that the practice is new. It then analyzes the ways that the Court has used international law from a legitimacy perspective, and finally draws lessons from the historical practice to offer preliminary suggestions- regarding the normatively appropriate use of international law.

The doctrine of cybertrespass represents one of the most recent attempts by courts to apply concepts and principles from the real world to the virtual world of the Internet. A creation of state common law, the doctrine essentially involved extending the tort of trespass to chattels to the electronic world. Consequently, unauthorized electronic interferences are deemed trespassory intrusions and rendered actionable. What should the government do if people refuse medical treatment for their children, and what autonomy should teenagers be given in making such choices? Is religion a proper basis for refusing such medical treatment? Furthermore, should medical practitioners have a privilege not to render services that they object to in conscience? This article analyzes such questions and proposes that the most sensible answers depend on context.
