Use Of Policy, Education, And Enforcement To Reduce Binge Drinking Among University Students: The Nu Directions Project, Ian Newman, Duane F. Shell, Linda J. Major, Thomas A. Workman

This paper describes a program, conducted over a 5-year period, that effectively reduced heavy drinking and alcohol-related harms among university students. The program was organized around strategies to change the environment in which binge drinking occurred and involved input and cooperation from officials and students of the university, representatives from the city and the neighborhood near the university, law enforcement, as well as public health and medical officials. In 1997, 62.5% of the university’s approximately 16,000 undergraduate student population reported binge drinking. This rate had dropped to 47% in 2003. The Working Life: The Labor Market For Workers In Low-Skilled Jobs, Nan L. Maxwell

Maxwell presents the results of a survey of 405 employers, which queried them about jobs requiring no more than a high school education and no more than one year of work experience. These data allow her to establish the link between skills and low-skilled jobs and to reveal the current state of the labor market facing low-skilled workers. The data also highlights the knowledge and skills that employers require in low-skilled jobs and the abilities that individuals who apply for those jobs bring to the table.

In this Essay, I want to unearth some subordinated strands in the Rehnquist Court's free speech jurisprudence. For example, the Rehnquist Court allowed Congress to regulate campaign finance in ways subject to credible First Amendment objections, and to impose obligations on cable television systems that would almost certainly be unconstitutional were they imposed on newspapers. These decisions, I suggest, do not rest simply on the kind of deference to legislative judgment that fits comfortably into a system of strong-form review. Rather, they represent what I call a managerial model of the First Amendment, which accords legislatures a large role in …

Conflicts between wildlife and human interests have increased in recent decades due to growing human populations and the resulting expansion of anthropogenic pressures into wildlife habitat. Our overall objectives were to evaluate the the potential impacts of wildlife on transportation in Indiana and vice-versa. The results presented in this final report summarize two aspects of our research: the impact of automotive traffic on wildlife (“road kill”; Part I), and the wildlife hazards present at general aviation airports around the state (“airstrike”; Part II). The French Songs Of Lee Hoiby, Scott Lagraff

Lee Hoiby has written almost a hundred songs, nearly all of them in English, but an interesting and growing subset of his oeuvre is settings of French texts. This document delves deeply into six of them: the sets Three French Songs (formerly Trois Poèmes de Rimbaud, 1982) and Chants d’Exil (2002). The study begins with brief biographical and stylistic synopses, including an examination of the influence of Schubert’s songs on Hoiby’s own. Subsequent chapters include discussions of the poets Arthur Rimbaud and Marcel Osterrieth, analyses of their poetry, and musical analyses of Hoiby's settings, focusing on the relationship between text …

Freddie Hubbard and Woody Shaw were two of the greatest figures in the jazz trumpet pantheon from their emergence in the 1960s until the 1980s. They were both unusual personalities; almost as well known for their volatility as for their instrumental virtuosity and creativity. Their association was characterized by competition and a certain degree of discomfort: Shaw, born nearly seven years after Hubbard, was often compared to his elder in a fashion that seemed to denigrate the younger trumpeter’s originality; he in turn often denied that he’d ever been directly influenced by Hubbard, in what appears to have been an …

Generation X is the group of approximately forty-five million people born between 1961 to 1981. They have been dubbed Generation X, or Gen Xers for short, because there seemed to be nothing dramatic about their experience—not the Vietnam War, not the Civil Rights movement, not the Second Wave of the Feminist Movement. They also have a reputation for disengagement. Gen Xers have been described as disrespectful and suspicious of authority. These stereotypes can negatively influence how law professors conduct their classes and treat their students in general.

Robert H. Jackson (1892-1954) was a Justice of the Supreme Court of the United States when President Truman asked him in April 1945 to take on, and Jackson accepted responsibility to be the chief United States prosecutor of Nazi war criminals. The International Military Tribunal proceedings that commenced seven months later in Nuremberg, Germany—the first and, in public memory, the Nuremberg trial—are, like Jackson himself, well-known, especially to this audience of participants, witnesses and experts.

The dominant narrative of the Medellín v. Dretke line of cases challenging widespread noncompliance by the United States with the notification provisions of Article 36 of the Vienna Convention on Consular Relations (VCCR) tells a story of vertical treaty enforcement. The United States has agreed to be bound by a treaty that requires law enforcement authorities to inform foreign nationals arrested in this country of their right to notify their consulates and also requires authorities to permit the foreign consulate to assist its nationals. The dichotomy that emerged from the debate over the United States' invasion of Iraq, pitting multilateralism against unilateralism, has generally obscured more than it has enlightened about the law, rationales and effectiveness of multilateralism in war. This Article examines "security multilateralism" and concludes that, while the authority to address peace and security is, as a matter of international law, aggregated at the Security Council, the functions through which the United Nations works in support of that aggregated legal mandate are dispersed throughout the organization and affiliated bodies. Out Of Thin Air: Using First Amendment Public Forum Analysis To Redeem American Broadcasting Regulation, Anthony E. Varona

American television and radio broadcasters are uniquely privileged among Federal Communications Commission (FCC) licensees. Exalted as public trustees by the 1934 Communications Act, broadcasters pay virtually nothing for the use of their channels of public radiofrequency spectrum, unlike many other FCC licensees who have paid billions of dollars for similar digital spectrum. Congress envisioned a social contract of sorts between broadcast licensees and the communities they served. In exchange for their free licenses, broadcast stations were charged with providing a platform for a "free marketplace of ideas" that would cultivate a democratically engaged and enlightened citizenry through the broadcasting of …
