Assessing Past Strategies For Countering Terrorism, In Lebanon And By Libya, Louis Kriesberg

Program for the Advancement of Research on Conflict and Collaboration

American strategies to deal with terrorist attacks against Americans in Lebanon in the 1980s and by Libya since the beginning of the 1980s are examined. The consequences of the various strategies employed by U.S. government officials over time and the strategies employed by American non-governmental actors and by international organizations are compared. In addition, alternative strategies that might plausibly have been employed are also discussed. Official actions that relied largely on military methods and were conducted unilaterally tended to be less effective, even counterproductive, compared to actions that were multilateral and relied significantly on diplomatic approaches, often aided by intermediaries.

Beginning in the last half of the nineteenth century in America the Christian Church became radically divided over the issue of German Higher Criticism and the theory of evolution. Those who accepted German Higher Criticism and evolutionary theory called themselves Progressives, or Liberals, while those who rejected German Higher Criticism and evolutionary theory called themselves Fundamentalists. While those on the left usually see both names, Progressives and Liberals, as pejorative today, those in the Fundamentalist camp still hold proudly to the name and hold to the same basic beliefs. In 1985, Erik Helmer Pedersen wrote that "the history of Danish emigration to America can be seen, in very broad terms, as the story of how a small part of the population tore itself away from the national community in order to build a new existence in foreign lands. Those who write the history of the emigrants must, on the one hand, see them as a minority in relation to the Danish whole, and, on the other hand, must reconstruct that little part of the history of American immigration which concerns the Danes."

Nearly all of the histories of Shays's Rebellion point to debt as the reason why farmers in western Massachusetts rose against the courts and the state government in the fall and winter of 1786-87. Recent scholarship demonstrates a new line of reasoning based on the tax records of those involved. The following thesis, a screenplay, offers a fictional telling of this insurgency. The story is told using language pulled from contemporary letters and documents and follows a line of causation pointing to inequitable state tax structure and poor representation as the provocation. The response that ensued was not a rebellion …

In the area of stress-strength models, there has been a large amount of work as regards estimation of the reliability R = Pr(X < Y). The algebraic form for R = Pr(X < Y) has been worked out for the vast majority of the well-known distributions when X and Y are independent random variables belonging to the same univariate family. In this paper, forms of R are considered when (X,Y) follow bivariate distributions with dependence between X and Y. Examines the attitudes and perceptions among parolees, and police officers on why inmates join prison gangs, how powerful they are, and their power and control in prison. Data was gathered from 250 surveys distributed to a group of parolees at an undisclosed southern California municipal police department jail, and 250 surveys distributed to police managers attending the FBI National Academy in Quantico, Virginia. One of the dumbest things I have ever heard from an otherwise intelligent person came not quite a decade ago and from astronomer Alan Hale commenting on the Heaven’s Gate mass suicide (Hale, 1997). It is silly enough that he thought that his personal encounters with a few psychotic speculators regarding the Hale-Bopp comet represented a commonly held view of comets; but no, we learn from Alan Hale that the real reason 39 people in the Heaven’s Gate cult committed suicide is that they were ignorant and superstitious. Under the rubric of "tribal self-determination," federal policymakers have shifted federal governmental power and control to tribal governments in nearly all areas of Indian policy. Normatively, this shift reflects an enlightened view about the role of Indian tribes in Indian policy. As a practical matter, it has also improved services to Indians on reservations by placing functions with tribal service providers who are more knowledgeable and more accountable than their federal counterparts. Despite broad adoption of self-determination as the dominant federal policy, felony criminal justice on Indian reservations has remained an exclusive federal function, and a highly ineffective enterprise, according …

Cosmic Patriotism And Spiritual Internationalism: Addams’S Newer Ideals Of Peace, Marilyn Fischer

In Newer Ideals of Peace (1907), Addams notes the coming of a “beneficent and progressive patriotism,” a “newer patriotism” that may grow large enough “to soak up the notion of nationalism.” She charts rising cooperation and fellowship within cosmopolitan cities and across national boundaries. Not knowing what to call this phenomenon, Addams writes, “We are driven to the rather absurd phrase of “cosmic patriotism.”
