The ability of Colonels, Generals, and Chiefs to effectively manage their personal knowledge may lead to better decisions; however, the Air Force does not have an understanding of how these high performance leaders manage their personal knowledge. This research used a multiple-case study methodology to explore how USAF leaders manage their personal knowledge when making routine and novel decisions. Viewing personal knowledge management as it related to sociotechnical theory provided the basis to determine how the need to accomplish the tasks associated with personal knowledge management impacted the people, technology, organizational structure, and the tasks associated with managing personal knowledge. …

To the modern corporate scholar and lawyer, the internal affairs doctrine seems in the natural order of things. Corporate law is state law. Each corporation is formed under the law of its chosen state of incorporation. To ensure consistency and predictability, that law must govern the corporation’s internal affairs. Yet the origin of such a doctrine is puzzling. Respecting the firm’s choice of corporate law, the doctrine forces state legislatures into competition to attract incorporations. Kelo v. City of New London unleashed an unprecedented legislative response when the Court upheld the use of eminent domain for private economic development as consistent with the Takings Clause of the Fifth Amendment. By exhibiting an extreme deference to the legislative branch and failing to consider the current model of economic development, in which “desperate” cities have seen their economic bases contract and have embarked on fervent urban revitalization campaigns as a result, the Kelo Court failed to take into account the immense influence that large corporate interests wield in the legislature. The Relationship Between Resources And Conflict: A Synthesis, Zsolt Becsi, Sajal Lahiri
Economics Discussion Papers
The question over whether resource abundance or scarcity is an important cause of conflict has been a lively area of research. We examine this question in a simple trade-theoretic model where two regions are in conflict and where war equilibrium is determined endogenously. We find that while abundance of uncontested natural resources discourages conflict (the Malthusian view), abundance of contested natural resources encourages conflict. We also show that when the warring regions have influence over the terms of trade and take this influence into account when deciding war efforts, the effect of endowments on conflict may be strengthened or weakened …

United States Circuit Judge Patrick E. Higginbotham, in his October 2004 Eldon B. Mahon lecture at the Bass Hall in Fort Worth, once again identified and criticized a phenomenon in American jurisprudence that has been of great concern to him for several years. The purpose of this study was to initiate a strategic dialogue through an assessment of the explosive remnants of war (ERW) issues facing the future of the mine action sector in Cambodia. The report takes stock of the mine action situation, analyses the broad issues of ERW contamination and determines the needs for an effective long-term National ERW Response thrugh the process of "End State Programming". The United States military is performing operations in urban environments with increasing frequency. Current Department of Defense doctrine is poorly suited to train and equip today's warriors with the tools and experience necessary to fight and win in modern sprawling cities. In order to "close the gap," the U.S. Joint Forces Command's Joint Experimentation Directorate led an effort to run a massively distributed simulation of a synthetic urban environment utilizing human-in-the-loop operators called URBAN RESOLVE. The synthetic environment simulated the city of Jakarta with over 1,000,000 buildings and structures and over 120,000 civilian entities. A Red force retreated into the …

The Air Force is moving to a network centric environment where information must be data visible, accessible, and understandable. This transformation has seen the adoption of the Internet web browser as a de facto standard for information access. The Technology Acceptance Model suggests that information systems must not only be useful but also be usable and a large body of usability engineering knowledge exists to support usable design. In the context of close ground combat, the perception of Battle Damage Assessment (BDA) is closely linked with a soldier’s engagement decisions and has significant effects on the battlefield. Perceived BDA is also one of the most complex and uncertain processes facing the soldier in live combat. As a result, the modeling and simulation community has yet to adequately model the perceived BDA process in combat models. Maintenance data collection is an integral part of flightline aircraft maintenance. Historically, this data was input via traditional keyboard data entry methods at a computer terminal. These terminals are typically located in the aircraft maintenance unit (AMU) facility, away from where the actual maintenance is being performed. In contrast to the traditional approach, the Point-of-Maintenance system (POMX) seeks to reduce the data entry burden while increasing data accuracy through the use of E-Tools such as ruggedized laptop computers and handheld portable maintenance aids (PMAs). Nanomaterials, which are by definition in the 1 - 100 nanometer range, have numerous possible benefits to society, but currently there is a lack of data that characterizes these materials effects on human health and environment. In general nanomaterials are of interest to the Air Force because of their applications in electronics, sensors, munitions and energetic/reactive systems. Nanoparticles such as aluminum have been considered for enhancing propulsion in solid rocket fuel. In order to bring the doctrine of Effects-Based Operations (EBO) into a fully operational capability, Effects-Based Assessment (EBA) must provide relevant insight to the commander and his planning staff. Assessments of an effects-based plan and execution must include an assessment of the effects of a campaign on the enemy in addition to an assessment of the accomplishment of friendly actions taken to achieve the desired effects. Wireless networks have become ubiquitous recently and therefore their usefulness has also become more extensive. Wireless sensor networks (WSN) detect environmental information with sensors in remote settings. One problem facing WSNs is the inability to resupply power to these energy-constrained devices due to their remoteness. Therefore to extend a WSN's effectiveness, the lifetime of the network must be increased by making them as energy efficient as possible. This thesis addresses the development of a new micro-scale interrupter mechanism for a safe and arm device used in modern weapon systems. The interrupter mechanism often consists of a physical barrier that prevents an initial source of energy, in an explosive train, from being transferred to subsequent charges. In general, when the physical barrier is removed, the weapon is considered armed, and the charge is allowed to propagate. Graphitized Carbon Foam With Phase Change Material, Angelinda D. Fedden

This thesis examines the transient heating and cooling responses of graphitized carbon foam infiltrated with phase change material (PCM). The carbon foam provides rapid heat transfer throughout the PCM volume, while the PCM stores the heat for later removal. The foam/PCM system was heated with a copper heating block, and then cooled with a liquid-cooled heat removal block. Infiltrating the foam with PCM significantly increased the length of time before the system reached maximum temperature. The temperature response of the foam/PCM system was consistent over multiple cycles of heating and cooling. A high density foam had a faster heating and …

Orbit disposal and maintenance of aging satellites has become a significant concern over the past few years, as the increasing number of orbiting objects threatens to limit the launching of future satellites. Many of the satellites currently in orbit, however, were not built with disposal considerations. The DSCS II series was launched into orbit beginning in the 1970s, and many satellites are now without the fuel required to conventionally transition to a sanctioned disposal orbit.
