High Altitude Airship Station-Keeping Analysis, Douglas P. Kondrack

Lighter-than-air vehicles were once widely utilized by most major militaries. The airship’s extended range and flight endurance made them the optimal vehicle for surveillance and reconnaissance. These flight characteristics have created new interest in using lighter-than-air vehicles as high altitude surveillance and communications platforms. Future Department of Defense plans include high altitude airships that will operate at near space altitudes and take advantage of the low wind region in the upper atmosphere located at approximately 24 km. A high altitude airship could provide 24-hour coverage of a target area if operated in this low wind region. This study investigated the …

The war in Iraq has been the longest sustained ground combat that the US military has engaged since the Vietnam War. With the ongoing battle against the global war on terrorism, many military personnel will be deployed to hostile areas in support of these operations. The effects of multiple deployment and combat engagement on the mental health of military personnel have been extensively studied. The impacts of mental illnesses, such as PTSD, are tied to longer period in the combat zone. Meeting the psychiatric needs of these veterans will be costly: rehabilitation, retraining, post combat counseling, long-term medical treatment, and …

Attack pheromones in Atta cephalotes are important in coordinating defense responses to protect the colony. Little is known about the dynamics of A. cephalotes defenses and their underlying mechanisms (Whitehouse and Jaffe 1996). The objective of this study was to test for differences in response between four colonies and between the three classes of ant; minor, worker, and soldiers. Eight treatments were performed to carry out the two experiments. Toothpicks were coated with the attack pheromone from each of the four colonies and each of the three castes and one toothpick was tested without any pheromone as a control. Using …

Preventing and detecting the malicious insider is an inherently difficult problem that expands across many areas of expertise such as social, behavioral and technical disciplines. Unfortunately, current methodologies to combat the insider threat have had limited success primarily because techniques have focused on these areas in isolation. The technology community is searching for technical solutions such as anomaly detection systems, data mining and honeypots. The law enforcement and counterintelligence communities, however, have tended to focus on human behavioral characteristics to identify suspicious activities. Modulation classification (MC) is of large importance in both military and commercial communication applications. It is a challenging problem, especially in non-cooperative wireless environments, where channel fading and no prior knowledge on the incoming signal are major factors that deteriorate the reception performance. Although the average likelihood ratio test method can provide an optimal solution to the MC problem with unknown parameters, it suffers from high computational complexity and in some cases mathematical intractability. Rethinking Yamashita: Holding Military Leaders Accountable For Wartime Rape, Joshua H. Joseph

This note explores the current controversy over the proper international standard for punishing commanders whose subordinates have committed rape, and examines the interplay between the nature of rape, the underlying theories of command responsibility, and an international legal system that has failed to produce fruitful results. The note contends that the continued occurrence of rape in times of war results in large part from the international community’s reluctance to punish high-level military officials who neither physically perpetrated the crime, were not present at the crime scene, and did not necessarily order rape.

Private Military Companies (PMCs) are civilian staffed corporations that provide military (and law enforcement) services, logistics, and support under contract to a government both inside and outside the country’s borders. Prior to Congress passing the Military Extraterritorial Jurisdiction Act, U.S. courts lacked jurisdiction to prosecute civilians accompanying United States’ Armed Forces overseas. This article will specifically address how the United States exercises jurisdiction and prosecutes the civilian employees of PMCs in United States courts for crimes they have committed in foreign countries while working under contract to the United States government.

Fay Chia Lee was born in Thay Thao, Laos and enlisted in General Vang Pao’s army at a young age. (It is often the case that Hmong people born in Laos do not know their actual birthdays Mr. Lee said he was 63 in 2003 and joined Vang Pao’s army at age 14, which would have been c. 1957. Vang Pao did not start recruiting an army until 1961.) Mr. Lee describes many battles in which he participated, especially the siege of Na Khang in 1967. In post-9/11 America, no goal ranks higher for law enforcement than preventing the next terrorist attack. This is as true for local police departments as it is for the FBI, and police in cities. At the same time, many advocates of tightening U.S. immigration enforcement have recast their efforts as national security and anti-terrorism campaigns. Thus, these advocates and their many allies in the current administration and in Congress have called for local police to become involved in enforcing immigration law. This slide-show presents facts and images relating to Zoonoses: diseases of animals transmissible to humans under natural conditions. The characteristics of Zoonoses are: common in natural reservoir, uncommon in people; rural exposure; serious diseases with high fatality rates; complex cycles; prevention achieved via “The Weakest Link.” Zoonotic diseases comprise the majority of potential bioterrorist agents and emerging infections.

This essay explores the work of Velma Wallis from the perspective of post-colonial theory. Her works, Two Old Women and Bird Girl and the Man who Followed the Sun are read within this theoretical framework as volatile and resistant texts, in opposition to readings that might limit their meaning as ethnographic or otherwise. I outline the generalities of my theoretical framework with reference to Edward Said and Homi K. Bhabha, before I approach a discussion of Native American literature and Velma Wallis specifically. Within this theoretical framework, I find that Wallis resists, not only generic definition, but the larger structures …
