The SMART system is a special purpose server developed by ETRI and designed for efficient streaming services over high speed networks. The SMART server has one or more special purpose NS (Network-Storage) card. The NS card has several disks that store multimedia contents. However all of the multimedia contents to be serviced cannot be stored at the server. In this paper, we will describe the storage management mechanism in design and implementation aspects. With this storage management mechanism, the SMART server can provide effectiveness in managing storage and distributing some contents from a source station to streaming service servers.

Forecasting Using The Mahalanobis-Taguchi System In The Presence Of Collinearity, Elizabeth A. Cudney, Kenneth M. Ragsdell

Engineering Management and Systems Engineering Faculty Research & Creative Works

The Mahalanobis Taguchi System is a diagnosis and forecasting method for multivariate data. Mahalanobis distance is a measure based on correlations between the variables and different patterns that can be identified and analyzed with respect to a base or reference group. the issue of multicollinearity is not adequately addressed in the MTS method. in cases where strong relationships exist between variables, the correlation matrix becomes almost singular, and the inverse matrix is not accurate. Multicollinearity can be handled by utilizing the adjoint matrix of the correlation matrix and Gram-Schmidt orthogonalization. This paper presents a case study of the MTS methodology …

Heuristics And Genetic Algorithms, Michael D. Mobley, Cihan H. Dagli, David Enke Jan 2006

Heuristics And Genetic Algorithms, Michael D. Mobley, Cihan H. Dagli, David Enke

Engineering Management and Systems Engineering Faculty Research & Creative Works

Genetic algorithms are design tools used in generating optimal solutions. While they can often be shown to outperform various heuristic methods and hybrid approaches, using a combination of evolutionary algorithms and heuristic approaches can generate an optimal solution more quickly than either of the two methods independently. Our purpose is to provide an overview of genetic algorithms, to discuss the types of problems that lend themselves to being solved by genetic algorithms, and to identify heuristics that have been shown to aid genetic algorithms in their quest for optimal solutions. While the sample problems discussed in this paper are generally …

This paper investigates the effect of grounding posts when printed circuit boards are mounted near and parallel to a metal plate or chassis. Specifically, experimental data showing changes in radiated emission levels are explained by means of coupling phenomena between a power bus, a chassis cavity including grounding posts, and a cable connected to the power bus. This coupling is modeled using SPICE and the results are combined with an equivalent magnetic current source model to estimate the radiated emissions from various printed circuit board configurations. the calculated results are shown to be consistent with the corresponding experimental data. © …

Conditional Density Operators And The Subjectivity Of Quantum Operations, Matthew S. Leifer Jan 2006

Conditional Density Operators And The Subjectivity Of Quantum Operations, Matthew S. Leifer

Mathematics, Physics, and Computer Science Faculty Articles and Research

Assuming that quantum states, including pure states, represent subjective degrees of belief rather than objective properties of systems, the question of what other elements of the quantum formalism must also be taken as subjective is addressed. In particular, we ask this of the dynamical aspects of the formalism, such as Hamiltonians and unitary operators. Whilst some operations, such as the update maps corresponding to a complete projective measurement, must be subjective, the situation is not so clear in other cases. Here, it is argued that all trace preserving completely positive maps, including unitary operators, should be regarded as subjective, in …

Reserved Indian Water Rights In Riparian Jurisdictions: Water, Water Everywhere, Perhaps Some Drops For Us, Hope M. Babcock Jan 2006

Reserved Indian Water Rights In Riparian Jurisdictions: Water, Water Everywhere, Perhaps Some Drops For Us, Hope M. Babcock

Georgetown Law Faculty Publications and Other Works

In this Article, the author explores the question of whether nonfederally recognized eastern Indian tribes can claim reserved tribal rights to water under the Winters doctrine. The urgency of resolving this question in the tribes 'favor is underscored by the mounting problem of water scarcity in the East, where most such tribes live, and the problems these tribes have in claiming water under the prevailing systems for managing water in that part of the country, riparianism and regulated riparianism. Recognizing that, to date, these rights have been claimed almost exclusively by federally recognized western tribes who live on withdrawn federal …

Simulation Model For Assessing Transient Performance Of Capacitive Voltage Transformers, I. Sule, Ganesh K. Venayagamoorthy, U. O. Aliyu

Electrical and Computer Engineering Faculty Research & Creative Works

In determining the correct operation of relays of a protection scheme, proper representation of instrument transformers and their behavior in conditions where there can be transient is very critical. This paper presents a simulation model for assessing the transient performance of capacitive voltage transformers (CVTs). In order to test the validity of the developed model, four CVT operational conditions are considered using field data collected from one of the Nigerian electric utility 330/132/33 kV substations. The model simulation results revealed various configuration performance responses that could affect relay protection schemes to different degrees. As expected, the CVT responses showed that …

A Closed-Form Expression For Estimating Radiated Emissions From The Power Planes In A Populated Printed Circuit Board, Todd H. Hubing, Hwan-Woo Shim Jan 2006

A Closed-Form Expression For Estimating Radiated Emissions From The Power Planes In A Populated Printed Circuit Board, Todd H. Hubing, Hwan-Woo Shim

Electrical and Computer Engineering Faculty Research & Creative Works

An expression for the maximum intensity of radiated emissions from a rectangular power bus structure has been derived based on an analytical cavity-resonator model. The effect of components mounted on the board is modeled by modifying the propagation constant of the waves within the power bus structure. The radiated field intensity is calculated using the equivalent magnetic current around the edges of the power bus structure together with the modified propagation constant. Measurements of a populated test board show that the derived closed-form expression estimates the level of the maximum radiation intensity with reasonable accuracy.

A Non-Isotropic Model For Mobile-To-Mobile Fading Channel Simulations, Y. Rosa Zheng Jan 2006

A Non-Isotropic Model For Mobile-To-Mobile Fading Channel Simulations, Y. Rosa Zheng

Electrical and Computer Engineering Faculty Research & Creative Works

Accurate modeling of the mobile-to-mobile fading channel is critical not only to physical layer transceiver design but also to the design and performance of link and network layers. A two-dimensional nonisotropic scattering model is developed in this paper, which adopts the von Mises probability density function for the angle of departure surrounding the transmitter and the angle of arrival surrounding the receiver. This model includes the isotropic scattering channel and the base-to-mobile channel as special cases. An efficient computer simulation model is also developed to generate the non-isotropic scattering channel impulse responses. Statistical properties of the non-isotropic mobile-to-mobile channels are …

Adaptive And Probabilistic Power Control Algorithms For Dense Rfid Reader Network, Kainan Cha, Anil Ramachandran, Jagannathan Sarangapani

Electrical and Computer Engineering Faculty Research & Creative Works

In radio frequency identification (RFID) systems, the detection range and read rates may suffer from interferences between high power devices such as readers. In dense networks, this problem grows severely and degrades system performance. In this paper, we investigate feasible power control schemes to ensure overall coverage area of the system while maintaining a desired data rate. The power control should dynamically adjust the output power of a RFID reader by adapting to the noise level seen during tag reading and acceptable signal-to-noise ratio (SNR). We present a novel distributed adaptive power control (DAPC) and probabilistic power control (PPC) as …

Adaptive Critic Design Based Neuro-Fuzzy Controller For A Static Compensator In A Multimachine Power System, Salman Mohagheghi, Ganesh K. Venayagamoorthy, Ronald G. Harley

Electrical and Computer Engineering Faculty Research & Creative Works

This paper presents a novel nonlinear optimal controller for a static compensator (STATCOM) connected to a power system, using artificial neural networks and fuzzy logic. The action dependent heuristic dynamic programming, a member of the adaptive Critic designs family, is used for the design of the STATCOM neuro-fuzzy controller. This neuro-fuzzy controller provides optimal control based on reinforcement learning and approximate dynamic programming. Using a proportional-integrator approach the proposed controller is capable of dealing with actual rather than deviation signals. The STATCOM is connected to a multimachine power system. Two multimachine systems are considered in this study: a 10-bus system …

The Third Moment In Law And Development Theory And The Emergence Of A New Critical Practice, David M. Trubek, Alvaro Santos

Georgetown Law Faculty Publications and Other Works

The study of the relationship between law and economic development goes back at least to the nineteenth century. It is a question that attracted the attention of classical thinkers like Marx and Weber. And there were some early efforts to craft policy in this area; for example, under the Raj, some English Utilitarians tried to put Jeremy Bentham’s ideas about law and economic progress into practice in India. But it was only after World War II that systematic and organized efforts to reform legal systems became part of the practice of international development agencies.

Initially, development agencies turned to law …

Gene Expression Data For Dlbcl Cancer Survival Prediction With A Combination Of Machine Learning Technologies, Rui Xu, Xindi Cai, Donald C. Wunsch

Electrical and Computer Engineering Faculty Research & Creative Works

Gene expression profiles have become an important and promising way for cancer prognosis and treatment. In addition to their application in cancer class prediction and discovery, gene expression data can be used for the prediction of patient survival. Here, we use particle swarm optimization (PSO) to address one of the major challenges in gene expression data analysis, the curse of dimensionality, in order to discriminate high risk patients from low risk patients. A discrete binary version of PSO is used for gene selection and dimensionality reduction, and a probabilistic neural network (PNN) is implemented as the classifier. The experimental results …

Hdp Based Optimal Control Of A Grid Independent Pv System, Richard L. Welch, Ganesh K. Venayagamoorthy

Electrical and Computer Engineering Faculty Research & Creative Works

This paper presents an adaptive optimal control scheme for a grid independent photovoltaic (PV) system consisting of a PV collector array, a storage battery, and loads (critical and non-critical loads). The optimal control algorithm is based on the model-free heuristic dynamic programming (HDP), an adaptive critic design (ACD) technique which optimizes the control performance based on a utility function. The HDP critic network is used in a PV system simulation study to train a neurocontroller to provide optimal control for varying PV system output energy and load demands. The emphasis of the optimal controller is primarily to supply the critical …

Identification Of Svc Dynamics Using Wide Area Signals In A Power System, Ganesh K. Venayagamoorthy, Sandhya R. Jetti

Electrical and Computer Engineering Faculty Research & Creative Works

This paper presents the design of a wide area monitor (WAM) using remote area signals, such as speed deviations of generators in a power network, for identifying online the dynamics of a static var compensator (SVC). The design of the WAM is studied on the 12 bus FACTS benchmark system recently introduced. A predict-correct method is used to enhance the performance of the WAM during online operation. Simulation results are presented to show that WAM can correctly identify the dynamics of SVC in a power system for small and large disturbances. Such WAMs can be applied in the design of …

Intelligent Optimal Control Of Excitation And Turbine Systems In Power Networks, Ganesh K. Venayagamoorthy, Ronald G. Harley

Electrical and Computer Engineering Faculty Research & Creative Works

The increasing complexity of the modern power grid highlights the need for advanced modeling and control techniques for effective control of excitation and turbine systems. The crucial factors affecting the modern power systems today is voltage control and system stabilization during small and large disturbances. Simulation studies and real-time laboratory experimental studies carried out are described and the results show the successful control of the power system excitation and turbine systems with adaptive and optimal neurocontrol approaches. Performances of the neurocontrollers are compared with the conventional PI controllers for damping under different operating conditions for small and large disturbances.

Intelligent Tool For Determining The True Harmonic Current Contribution Of A Customer In A Power Distribution Network, Joy Mazumdar, Frank C. Lambert, Ganesh K. Venayagamoorthy, Marty L. Page, Ronald G. Harley Jan 2006

Intelligent Tool For Determining The True Harmonic Current Contribution Of A Customer In A Power Distribution Network, Joy Mazumdar, Frank C. Lambert, Ganesh K. Venayagamoorthy, Marty L. Page, Ronald G. Harley

Electrical and Computer Engineering Faculty Research & Creative Works

Customer loads connected to electricity supply systems may be broadly categorized as either linear or nonlinear. Nonlinear loads inject harmonics into the power network. Harmonics in a power system are classified as either load harmonics or as supply harmonics depending on their origin. The source impedance also impacts the harmonic current flowing in the network. Hence any change in the source impedance is reflected in the harmonic spectrum of the current. This paper proposes a novel method based on Artificial Neural Networks to isolate and evaluate the impact of the source impedance change without disrupting the operation of any load, …

Pervasively Distributed Copyright Enforcement, Julie E. Cohen Jan 2006

Pervasively Distributed Copyright Enforcement, Julie E. Cohen

Georgetown Law Faculty Publications and Other Works

In an effort to control flows of unauthorized information, the major copyright industries are pursuing a range of strategies designed to distribute copyright enforcement functions across a wide range of actors and to embed these functions within communications networks, protocols, and devices. Some of these strategies have received considerable academic and public scrutiny, but much less attention has been paid to the ways in which all of them overlap and intersect with one another. This article offers a framework for theorizing this process. The distributed extension of intellectual property enforcement into private spaces and throughout communications networks can be understood …

Download It While It's Hot: Open Access And Legal Scholarship, Lawrence B. Solum

Georgetown Law Faculty Publications and Other Works

This article analyzes the shift of legal scholarship from the old world of law reviews to today's world of peer reviews to tomorrow's world of open access legal blogs. This shift is occurring in three dimensions. First, legal scholarship is moving from the long form (treatises and law review articles) to the short form (very short articles, blog posts, and online collaborations). Second, a regime of exclusive rights is giving way to a regime of open access. Third, intermediaries (law school editorial boards, peer-reviewed journals) are being supplemented by disintermediated forms (papers on the Internet, blogs). Blogs and internet conversations …

Blogging And The Transformation Of Legal Scholarship, Lawrence B. Solum Jan 2006

Blogging And The Transformation Of Legal Scholarship, Lawrence B. Solum

Georgetown Law Faculty Publications and Other Works

Does blogging have anything to do with legal scholarship? Could blogging transform the legal academy? This paper suggests that these are the wrong questions. Blogs have plenty to do with legal scholarship--that's obvious. But what blogs have to do with legal scholarship isn't driven by anything special about blogs qua weblogs, qua collections of web pages that share the form of a journal or log. The relationship between blogging and the future of legal scholarship is a product of other forces--the emergence of the short form, the obsolesce of exclusive rights, and the trend towards the disintermediation of legal scholarship. …

An Interval Type-Ii Robust Fuzzy Logic Controller For A Static Compensator In A Multimachine Power System, Salman Mohagheghi, Ganesh K. Venayagamoorthy, Ronald G. Harley

Electrical and Computer Engineering Faculty Research & Creative Works

This paper presents a novel fuzzy logic based controller for a Static Compensator (STATCOM) connected to a power system. Type-II fuzzy systems are selected that enable the controller to deal with design uncertainties and the noise associated with the measurements in the power system. Interval type-II fuzzy is computationally more effective than the ordinary type-II fuzzy systems and is more suitable for the power network with fast changing dynamics. Using a proportional-integrator approach the proposed controller is capable of dealing with actual rather than deviation signals. The STATCOM is connected to a multimachine power system in order to provide extra …
