Comparison Between Arpa Radar And Ais Characteristics For Vessel Traffic Services, Bin Lin, Chih-Hao Huang

Recently most maritime countries in the world have fitted automatic identification system (AIS) in vessel traffic services (VTS) in compliance with regulations of International Convention in order to identify ship name and collect ship information. Traditionally VTS operators use automatic radar plotting aids (ARPA) to get ship maneuvering information for preventing ships from navigational faults. Although the two equipments can provide similar functions for VTS, the operational theory of them is quite different. This Article examines the optimal level of tax compliance and the optimal penalty for noncompliance in circumstances in which the tax law is substantively uncertain – that is, when the precise application of the Internal Revenue Code to a particular situation is not clear. In such situations, two interesting questions arise: First, as a normative matter, how certain should a taxpayer be before she relies on a particular interpretation of a substantively uncertain tax rule? This paper interweaves several theoretical strands—disability studies, narrative theories, and sociocultural perspectives on learning—both as a means to understand current practice in the education of students with significant disabilities as well as to envisage other forms of participation for them. The aims of the study are derived from the argument made by Ferguson (2003) that the narratives of others in the lives of severely disabled individuals are critical to the formation of their identities. Many factors influence a prospective college student's final college decision. As Augsburg College seeks to grow its theatre department, the question of what matters most to prospective theatre students is especially timely. This project seeks to answer the question, "'What factors make the largest impact in attracting and matriculating theatre majors to Augsburg College?" One-on-one interviews were conducted with current Augsburg theatre students. These in-depth conversations provided insight into the effectiveness of various recruiting methods and identified untapped recruitment opportunities. The research confirmed that the theatre department's early, deliberate, and multi-faceted recruitment strategies directly impact students' interest in and decision …

The purpose of this study was to determine the effectiveness that transitional activities have on student achievement and attendance when students moved from elementary school to middle school. The data were gathered from two school districts that are demographically similar. Data included average daily attendance rates, Terra Nova Achievement Scores from social studies in grades five, six, and seven, as well as math in grades five, six, and seven. This field study examined the antecedents of transactional, transformational, and servant leadership behaviors measured on continuum of constructive-development development theory.

Data collected from 54 leaders and 409 followers from community and educational leadership programs across the United States. A multi-level analysis conducted using hierarchical linear modeling combining leaders’ perception of their leadership behaviors, followers rating of leaders’ behaviors and measure of leaders’ level of constructive-development order.

Structural stormwater management practices help reduce the quantity and improve quality of stormwater runoff. This dissertation focuses on costs and cost effectiveness of these practices. Design, construction and maintenance costs data that were collected from six different sources and adjusted for purchasing power differences over time and location are analyzed using stochastic Leontief cost functions. Effects on these costs of land prices, wages for engineering, construction, and landscaping services, water storage or treatment, and differences in designs of the SMPs and the biophysical regions in which they are located are estimated with the Leontief functions. In this paper we argue that, for a group of converging economies of the European Union, participation in the euro area has been associated with easier access to financing by domestic economic agents. Easier access to financing was a significant impulse leading to a sharp increase in households' expenditures and a corresponding fall in the savings ratio. Increased expenditure was associated with current account deficits, a sharp fall in the net foreign asset position and an increase in the households' indebtedness.
