Nclb: Local Implementation And Impact In Southwest Washington State, Linda Mabry, Jason Margolis
Education Policy Analysis Archives (EPAA)
The research reported here is from the first two years of an ongoing and largely qualitative study to examine the impact of the No Child Left Behind federal education policy on educational practice and climate in elementary schools in two districts in southwest Washington. Based on systematic drop-in observations in classrooms and interviews with teachers and school and district administrators, data indicated that the policy had partially yielded the intended standards-based reforms but at considerable local cost. While most participating administrators described efforts to use NCLB to leverage needed change, most teachers described struggles to sustain best practice and to …

The Changing Spatial Concentration Of America’S Rural Poor Population, Kenneth M. Johnson, Daniel T. Lichter
The Changing Spatial Concentration Of America’S Rural Poor Population, Kenneth M. Johnson, Daniel T. Lichter
Sociology
This paper documents changing patterns of concentrated poverty in nonmetro areas. Data from the 1970 through 2000 U.S. Census Summary Files reveal the changing shares of poor people and children living in rural counties with disproportionately poor populations. Nonmetro poverty rates – both overall and for children – declined more rapidly than metro rates in the 1990s. The 1990s also brought large reductions in the number of high-poverty nonmetro counties, and declines in the share of rural people, including rural poor people, who were living in them. In particular, the number and percentage of rural people living in extremely poor …

Xhosa Single Mothers: Reasons For Remaining Single, Oertel Nicole Sparks
Xhosa Single Mothers: Reasons For Remaining Single, Oertel Nicole Sparks
Theses and Dissertations
This qualitative study seeks to identify the situational and cultural influences related to single motherhood among a specific population in South Africa. Through semi-structured interviews and participant observation, this thesis reveals the life stories and experiences of the women utilizing the Salem Baby Care Centre. Hopefully, this contributed to a better understanding of these Xhosa mothers' reasons for remaining single. These single mothers are caught in a cycle of poverty. They often begin having children at a very young age, leading to children with different fathers. This differs from traditional family systems where women and children were protected. Women are …

Integrating Youth Into Community Development: Implications For Policy Planning And Program Evaluation, Rosemary V. Barnett, M A. Brennan
Integrating Youth Into Community Development: Implications For Policy Planning And Program Evaluation, Rosemary V. Barnett, M A. Brennan
Journal of Youth Development
As non-profits, volunteer groups, and nongovernmental organizations take on increasingly larger roles in contributing to local well-being, the active collaboration between youth and adults is vital to the long- term success of community development efforts. Similarly, as service activities become standardized components of high-school programs, youth are empowered to becoming long-term contributors to local development efforts. Through this process youth engage in shared citizenship, leading to greater investment in their communities. This research was based on the premise that youth, acting as central parts of the community development process, have the capacity to improve local well-being. It reflects input from …

Re-Thinking Securities Regulation: A Comparative Study Of Asx, Nyse, And Sgx , Benedict Sheehy
Re-Thinking Securities Regulation: A Comparative Study Of Asx, Nyse, And Sgx , Benedict Sheehy
ExpressO
This article approaches the issue of securities regulation starting with an examination of the nature and role of markets and financial markets. It next outlines the various arguments for and against regulation, and then looks at approaches taken by markets and their regulators. The approaches are government regulation, self-regulation and co-regulation, and the structural changes via demutualization and corporate governance. With this background, it turns to examine how these approaches have played out in the markets themselves. The article surveys the regulatory aspects of the ASX, NYSE and the SGX, and reviews the regulatory and financial performance of the markets. …
Corporations And Social Costs: The Wal-Mart Case Study, Benedict Sheehy
Corporations And Social Costs: The Wal-Mart Case Study, Benedict Sheehy
ExpressO
This article examines the role of the corporate vehicle in the creation of social costs. The article identifies some of the political commitments and philosophies behind the differing notions of corporations. Social costs are those activities which result from business activity and cause uncompensated harm to society. The founding contribution to the law and economics discussion by Ronald Coase is given a thorough treatment. The paper next, turns to the dominant explanation of corporate structure, namely the law and economics model developed expounded by Easterbrook and Fischel. It then applies the theoretical discussion in a case study of the world’s …

Flattening The World Of Legal Services? The Ethical And Liability Minefields Of Offshoring Legal And Law-Related Services, Carole Silver, Mary C. Daly
ExpressO
This article examines offshore outsourcing of legal and law-related services as the newest twist in the international market for legal services. We consider the impact of offshore outsourcing on the profession generally and analyze the ethical issues raised by offshore outsourcing, both as it exists today and as the practice may develop in the future. The article begins by situating offshore outsourcing in the framework of relationships created in the context of delivery of legal services. This framework is used, in turn, to construct a structure of analysis for the ethical implications of offshore outsourcing. Lawyers who outsource to offshore …

Public Opinion Supervision - A Case Study Of Media Freedom In China, Anne Sy Cheung
Public Opinion Supervision - A Case Study Of Media Freedom In China, Anne Sy Cheung
ExpressO
This paper, through the study of news coverage of a housing development and relocation scandal in Hunan province, explores the scope of freedom that media enjoy in the Mainland, focusing particularly on the phenomenon of “public opinion supervision.” The case chosen involved 1100 households and 7,000 people living in the small county of Jiahe. Though relocation projects are common in China, this project involved active and direct local government intervention, with officials bending the law and harassing the residents. Despite attempts by residents to solve the problems through administrative channels and legal means throughout the year of 2003, this was …
