How Should A Court Deal With A Primary Question That The Legislature Seeks To Avoid? The Israeli Controversy Over Who Is A Jew As An Illustration, Gidon Sapir
ExpressO
Legislative avoidance of principled decisions on substantive questions, by transferring the decision making task to the executive branch, is a frequent scenario. The legislature does this by way of either express, or hidden delegation, i.e. by using ambiguous wording that on the face of it only requires interpretation, but which in fact requires a substantive decision on the matter at stake. The Israeli legislature resorted to the hidden delegation tactic in order to avoid the adoption of a substantive decision in the dispute over the question of: “who is a Jew” - a dispute that has divided Israeli society and …
Policy Networks And Institutional Collective Action: A Research Agenda, John T. Scholz, Richard C. Feiock, T. K. Ahn
Policy Networks And Institutional Collective Action: A Research Agenda, John T. Scholz, Richard C. Feiock, T. K. Ahn
Working Group on Interlocal Services Cooperation
Policy fragmentation in the American federalist system leads to inefficiencies as decisions by one authority impose positive and negative externalities on other authorities and their constituencies. We focus on the role of policy networks in shaping coordinated decisions that enhance the joint outcomes among governmental authorities. We advance two competing perspectives relating networks to collective action, one emphasizing the role of tightly-clustered "strong-tie" relationships capable of enhancing the credibility of commitments among network members, and the other emphasizing the role of extensive, "weak-tie" relationships linking diverse stakeholders in enhancing the shared information required to coordinate collective decisions.

Press Releases
While the pitfalls and quagmires that face parents are both many and varied, the problems faced by foster parents are often more difficult and involved. Children entering new homes may bring problems exacerbated by the family situations they just left.
To help foster parents cope and to ensure they are qualified to care for some of our most fragile and susceptible youths, the Child Welfare League of America (CWLA) and Department of Communication Services at Governors State University in University Park have developed a unique and comprehensive training program.
The “Foster PRIDE Digital Curriculum” is a set of CD-Rom tutorials …

The Anchor: 2006
The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Sustainable Mining: Trends And Opportunities, James L. Hendrix
Sustainable Mining: Trends And Opportunities, James L. Hendrix
Papers in Sustainable Mining
Sustainable development integrates economic, environmental and social considerations in order to improve the lives of the current generation and ensure that future generations will have adequate resources and opportunities. Sustainable mining is not a new approach or concept in resource consumption. It is a holistic approach for dealing with a complex, interlinked set of factors that determine the net societal worth of a project. A holistic approach to phosphate beneficiation gives us opportunities for the improvement of economic results through reactant and waste minimization. It also gives direction for continued research thrusts to solve the problems associated with the clay …
Conversations With Women In Ma'sarah, Cairo, Jeannette Rizk
Conversations With Women In Ma'sarah, Cairo, Jeannette Rizk
Archived Theses and Dissertations
My research centers around the daily realities and lives of three women of one family in Ma'sarah, Cairo. The particularities of their life experiences speak to the experience of Egyptian women in general, while their own unique situation as Evangelical Christians in a majority Muslim country sets them apart from both their Muslim and Coptic neighbors, about whom much has been written. Various methods are used to illuminate their perception of life with a focus on gender identity. The written prose captures their personal narratives while the visual narrative, a documentary film, allows the women to speak for themselves. Together …
The Limits Of Equality And The Virtues Of Discrimination, Yifat Bitton
The Limits Of Equality And The Virtues Of Discrimination, Yifat Bitton
ExpressO
This article focuses on the application of antidiscrimination regimes to groups which have been discriminated-against de jure and de facto. This Article approaches diverges from the dominant view that discrimination is a purely destructive force. The central argument of the Article is that de jure, overt and blatant discrimination necessarily contributes to the creation of a coherent group identity recognized by law, which enables groups that are discriminated against to obtain remedial relief. In contrast, the law fails to recognize a coherent group identity for de facto discriminated-against groups and thus these groups have to overcome a structural challenge to …
The Tragic Foundations Of Human Rights, Louis E. Wolcher
The Tragic Foundations Of Human Rights, Louis E. Wolcher
ExpressO
The longing for a theoretical foundation to support the aspiration for universal (international) human rights always precedes the construction of any particular foundation. This essay examines the longing for foundations in its relation to the truth of universal human suffering. Using the phenomenological method, it uncovers a certain moment of distress that shows itself in the form of longing for the constant presence of an authoritative ground that would obscure universal suffering and give focus to the phenomenon of infinite ethical responsibility that attends the I’s encounter with the suffering of others. Thought hungers for a responsibility-relieving warrant (A) for …

Law In The Digital Age: How Visual Communication Technologies Are Transforming The Practice, Theory, And Teaching Of Law, Richard K. Sherwin, Neal Feigenson, Christina Spiesel
ExpressO
Law today has entered the digital age. The way law is practiced – how truth and justice are represented and assessed – is increasingly dependent on what appears on electronic screens in courtrooms, law offices, government agencies, and elsewhere. Practicing lawyers know this and are rapidly adapting to the new era of digital visual rhetoric. Legal theory and education, however, have yet to catch up. This article is the first systematic effort to theorize law's transformation by new visual and multimedia technologies and to set out the changes in legal pedagogy that are needed to prepare law students for practice …
