Constitutional Avoidance In The Executive Branch, Trevor W. Morrison

When executive actors interpret statutes, the prevailing assumption is that they can and should use the tools that courts use. Is that assumption sound? This Article takes up the question by considering a rule frequently invoked by the courts - the canon of constitutional avoidance.
Executive branch actors regularly use the avoidance canon. Indeed, some of the most hotly debated episodes of executive branch statutory interpretation in recent years - including the initial torture memorandum issued by the Justice Department's Office of Legal Counsel, the President's signing statement regarding the McCain Amendment's ban on the mistreatment of detainees, and the …

Mega-Events: The Effect Of The World’S Biggest Sporting Events On Local, Regional, And National Economies, Victor Matheson
Economics Department Working Papers
This paper provides an overview of the economics of sports mega-events as well as a review of the existing literature in the field. The paper describes why boosters’ ex ante estimates of the economic impact of large sporting events tend to exaggerate the net economic benefits of these events and surveys the results of a large number of ex post studies of exploring the true impact of mega-events.

As a result of intense ground battles and extensive bombing during the Indo-China War, especially during the years 1964 – 1973, Lao PDR has the distinction of being, per capita, the most heavily bombed nation in the world. The war left widespread unexploded ordnance (UXO) contamination, which thirty years on continues to act as a barrier to socio economic development causing death and injury to adults and children. UXO injury, especially in a country such as Lao PDR where access to adequate health services is limited, can result in long-term medical and psychological sequelae (Handicap International, 2004) as well as …
