The Commerce Clause, Interstate Compacts, And Marketing Water Across State Boundaries., Michael Pease, Olen Paul Matthews Jul 2006

The Commerce Clause, Interstate Compacts, And Marketing Water Across State Boundaries., Michael Pease, Olen Paul Matthews

Geography Faculty Scholarship

Increasing competition for scarce water resources should lead to a re-examination of constraints on water reallocation. Some constraints are "spatial" in nature and reduce the areal extent of reallocation processes. Interstate compacts are an example. Proponents of state protectionism look on compacts as a permanent allocation of water between states. A willing seller is not allowed to sell their water to a willing buyer in another state. On the other hand, the U.S. Constitution's Commerce Clause was designed to create an economic union that includes all states and all citizens. State attempts at economic protectionism through export bans are generally …

The Interaction Between Internal And External Information On Relational Data Search, Yang Gong Jul 2006

The Interaction Between Internal And External Information On Relational Data Search, Yang Gong

Dissertations and Theses (Open Access)

People often use tools to search for information. In order to improve the quality of an information search, it is important to understand how internal information, which is stored in user’s mind, and external information, represented by the interface of tools interact with each other. How information is distributed between internal and external representations significantly affects information search performance. However, few studies have examined the relationship between types of interface and types of search task in the context of information search. For a distributed information search task, how data are distributed, represented, and formatted significantly affects the user search performance …

How Students Conceive Function: A Triarchic Conceptual-Semiotic Model Of The Understanding Of A Complex Concept., Iliada Elia, Panayotis Spyrou

The Mathematics Enthusiast

This study explores conceptions for function amongst 164-second year students of the Department of Education at the University of Cyprus and their relationship with students’ abilities in dealing with tasks involving different modes of representations of function. The test that was administered to the students included recognition tasks given in various representations and questions requesting definition and examples of function’s applications in real life situations. Results have shown that students’ definitions and examples of the notion are closely related to their ability to use different modes of representations of function. These three factors, i.e., definitions given by the students, functions …

No Direction Home: Will The Law Keep Pace With Human Tracking Technology To Protect Individual Privacy And Stop Geoslavery, William A. Herbert

Publications and Research

Increasingly, public and private employers are utilizing human tracking devices to monitor employee movement and conduct. Due to the propensity of American labor law to give greater weight toemployer property interests over most employee privacy expectations, there are currently few limitations on the use of human tracking in employment. The scope and nature of current legal principles regarding individual privacy are not sufficient to respond to the rapid development and use of human tracking technology. The academic use of the phrase “geoslavery” to describe the abusive use of such technology underscores its power. This article examines the use of such …

Child Poverty In Rural America: New Data Shows Increases In 41 States, William P. O'Hare, Sarah Savage

Carsey Publications

A study by the Carsey Institute, based on U.S. Census Bureau data, found that in forty-one states, a higher percentage of rural children live in poverty than did in 2000. While the poverty level in 2006 was relatively stagnant compared to 2005's poverty level, the situation is clearly becoming worse for rural kids.

Antioxidant Enzyme Gene Delivery To Protect From Hiv-1 Gp120-Induced Neuronal Apoptosis, Lokesh Agrawal, Jean-Pierre Louboutin, Beverly A.S. Reyes, Elisabeth J. Van Bockstaele, David S. Strayer Jul 2006

Antioxidant Enzyme Gene Delivery To Protect From Hiv-1 Gp120-Induced Neuronal Apoptosis, Lokesh Agrawal, Jean-Pierre Louboutin, Beverly A.S. Reyes, Elisabeth J. Van Bockstaele, David S. Strayer

Department of Pathology, Anatomy, and Cell Biology Faculty Papers

Human immunodeficiency virus-1 (HIV-1) infection in the central nervous system (CNS) may lead to neuronal loss and progressively deteriorating CNS function: HIV-1 gene products, especially gp120, induce free radical-mediated apoptosis. Reactive oxygen species (ROS), are among the potential mediators of these effects. Neurons readily form ROS after gp120 exposure, and so might be protected from ROS-mediated injury by antioxidant enzymes such as Cu/Zn-superoxide dismutase (SOD1) and/or glutathione peroxidase (GPx1). Both enzymes detoxify oxygen free radicals. Because they are highly efficient gene delivery vehicles for neurons, recombinant SV40-derived vectors were used for these studies. Cultured mature neurons derived from NT2 cells …

Quantifying Gene Network Connectivity In Silico: Scalability And Accuracy Of A Modular Approach, Nirupama Yalamanchili, Daniel E. Zak, Babatunde A. Ogunnaike, James S. Schwaber, Andres Kriete, Boris N. Kholodenko Jul 2006

Quantifying Gene Network Connectivity In Silico: Scalability And Accuracy Of A Modular Approach, Nirupama Yalamanchili, Daniel E. Zak, Babatunde A. Ogunnaike, James S. Schwaber, Andres Kriete, Boris N. Kholodenko

Department of Pathology, Anatomy, and Cell Biology Faculty Papers

Large, complex data sets that are generated from microarray experiments, create a need for systematic analysis techniques to unravel the underlying connectivity of gene regulatory networks. A modular approach, previously proposed by Kholodenko and co-workers, helps to scale down the network complexity into more computationally manageable entities called modules. A functional module includes a gene's mRNA, promoter and resulting products, thus encompassing a large set of interacting states. The essential elements of this approach are described in detail for a three-gene model network and later extended to a ten-gene model network, demonstrating scalability. The network architecture is identified by analysing …

Toward An Ecological Economy, Robert Costanza Jul 2006

Toward An Ecological Economy, Robert Costanza

Institute for Sustainable Solutions Publications and Presentations

This section comments on an article by Lester Brown published in the July 2006 issue of The Futurist describing what an ecological economy might look like, at least in its technical dimensions. Brown points out that if economic progress is to be sustained, the fossil-fuel-based, automobile-centered, throwaway economy must be replaced with a new economic model. To do this, we need to create a new vision of what the economy is, what it is for and how to measure success. There is substantial new psychological research in the emerging science of happiness that shows the limits of conventional economic income …

Transcriptional Regulation Of The Borrelia Burgdorferi Antigenically Variable Vlse Surface Protein, Tomasz Bykowski, Kelly Babb, Kate Von Lackum, Sean P Riley, Steven J Norris, Brian Stevenson

Faculty, Staff and Student Publications

The Lyme disease agent Borrelia burgdorferi can persistently infect humans and other animals despite host active immune responses. This is facilitated, in part, by the vls locus, a complex system consisting of the vlsE expression site and an adjacent set of 11 to 15 silent vls cassettes. Segments of nonexpressed cassettes recombine with the vlsE region during infection of mammalian hosts, resulting in combinatorial antigenic variation of the VlsE outer surface protein. We now demonstrate that synthesis of VlsE is regulated during the natural mammal-tick infectious cycle, being activated in mammals but repressed during tick colonization. Examination of cultured B. …

Harmonizing Unfair Commercial Practices Law: The Cultural And Social Dimensions, Thomas Wilhelmsson Jul 2006

Harmonizing Unfair Commercial Practices Law: The Cultural And Social Dimensions, Thomas Wilhelmsson

Osgoode Hall Law Journal

This article discusses, in light of the European experience concerning harmonization of unfair commercial practices law, the impact of social, cultural, and linguistic variations on the possibility of harmonizing or transplanting rules on commercial communications to consumers. Empirical research on national variations in consumers' responses to advertising and other marketing is used to create a typology of cases in which cultural factors should be taken into account when assessing a commercial practice from a consumer point of view. Differences between countries with regard to consumers' trust, understandings, rationality patterns, decision-making behaviour, values, and preferences are discussed as relevant cases. The …

Challenges For Private Sector Conservation: Sanderson's The Future Of Conservation In Tierra Del Fuego, Julia Amrock Jul 2006

Challenges For Private Sector Conservation: Sanderson's The Future Of Conservation In Tierra Del Fuego, Julia Amrock

Indiana Journal of Global Legal Studies

To date, global protection of biodiversity has been largely dominated by governmental actors. Ecosystems transcending state boundaries find themselves at the mercy of international agreements, for better or for worse. Steven Sanderson of the Wildlife Conservation Society (WCS) suggested for worse in The Future of Conservation, but he gave hope for more effective environmental conservation, if the private sector could gain more standing globally. The plan that Sanderson created for self-assertion of nongovernmental environmental groups describes approaches typically endorsed not by NGOs but by governments: global alliances, political strategy, human-centered conservation, and economic development. This Note isolates the current use …

Battle Wise: Seeking Time-Information Superiority In Networked Warfare, David C. Gompert, Irving Lachow, Justin Perkins Jul 2006

Battle Wise: Seeking Time-Information Superiority In Networked Warfare, David C. Gompert, Irving Lachow, Justin Perkins

Books

This book is an inquiry into the possibility of improving the operational thinking and decisionmaking of U.S. military individuals, teams, and forces who fight for their nation. The unstoppable spread of information networking and know-how gives rise to the need for a new edge—one that utilizes but transcends networks—by developing people, teams, and decisionmaking methods that convert information into better choices and outcomes. We call this new edge battle-wisdom and form a view of the need for and nature of battle-wise people, forces, and decisionmaking.
