“Hail To The Potomac Drainage Basin Indigeneous Persons” Just Doesn’T Have The Same Ring: Is The Name “Redskins” Offensive Enough To Outweigh Tradition?, Marvin L. Longabaugh Jul 2006

“Hail To The Potomac Drainage Basin Indigeneous Persons” Just Doesn’T Have The Same Ring: Is The Name “Redskins” Offensive Enough To Outweigh Tradition?, Marvin L. Longabaugh

ExpressO

In this article, I discuss whether the federal government has an obligation to act to restrict the NFL’s Washington franchise’s use of the term “Redskins”. The article discusses the unique obligation that the courts have placed on the federal government with respect to Native Americans. It articulates two approaches that have been employed with varying degrees of success in abolishing the nickname. Free speech concerns are explored with respect to this issue. Finally, the article briefly discusses some proposed methods that the government could employ to “encourage” the Redskins and the NFL to change the nickname.

The Combination Of Ecological And Case-Control Data, Sebastien Haneuse, Jon Wakefield Jul 2006

The Combination Of Ecological And Case-Control Data, Sebastien Haneuse, Jon Wakefield

UW Biostatistics Working Paper Series

Ecological studies, in which data are available at the level of the group, rather than at the level of the individual, are susceptible to a range of biases due to their inability to characterize within-group variability in exposures and confounders. In order to overcome these biases, we propose a hybrid design in which ecological data are supplemented with a sample of individual-level case-control data. We develop the likelihood for this design and illustrate its benefits via simulation, both in bias reduction when compared to an ecological study, and in efficiency gains relative to a conventional case-control study. An interesting special …

Psychometrically Equivalent Bisyllabic Word Lists For Word Recognition Testing In Taiwan Mandarin, Alycia Jane Dukes Jul 2006

Psychometrically Equivalent Bisyllabic Word Lists For Word Recognition Testing In Taiwan Mandarin, Alycia Jane Dukes

Theses and Dissertations

The aim of this study was to develop, digitally record, evaluate, and psychometrically equate a set of Taiwan Mandarin bisyllabic word lists to be used for word recognition testing. Frequently used bisyllabic words were selected and digitally recorded by male and female talkers of Taiwan Mandarin. Twenty normally hearing subjects were presented each word to find the percentage of words which they could correctly recognize. Each word was measured at 10 intensity levels (-5 to 40 dB HL) in increments of 5 dB. Logistic regression was used to include 200 words with the steepest logistic regression slopes in four psychometrically …

Don't Bring Me Your Tired, Your Poor: The Crowded State Of America's Emergency Departments, Jessamyn Taylor Jul 2006

Don't Bring Me Your Tired, Your Poor: The Crowded State Of America's Emergency Departments, Jessamyn Taylor

National Health Policy Forum

If the time comes, people expect that the emergency department (ED) will have the resources necessary to treat them in a timely, high-quality manner. Increasingly, however, EDs may not be able to meet that expectation. Hospitals in urban areas with large populations, high population growth, and higher-than-average numbers of uninsured are particularly crowded: ambulances are often diverted to other hospitals and patients are frequently forced to “board” in the hallways (while they wait to be transferred to another facility or part of the hospital). This issue brief places EDs in the context of the U.S. health care system and its …

On The Potential For Ill-Logic With Logically Defined Outcomes, Xianbin Li, Brian S. Caffo, Daniel O. Scharfstein Jul 2006

On The Potential For Ill-Logic With Logically Defined Outcomes, Xianbin Li, Brian S. Caffo, Daniel O. Scharfstein

Johns Hopkins University, Dept. of Biostatistics Working Papers

Logically defined outcomes are commonly used in medical diagnoses and epidemiological research. When missing values in the original outcomes exist, the method of handling the missingness can have unintended consequences, even if the original outcomes are missing completely at random. Complicating the issue is that the default behavior of standard statistical packages yields different results. In this paper, we consider two binary original outcomes, which are missing completely at random. For estimating the prevalence of a logically defined "or" outcome, we discuss the properties of four estimators: complete case estimator, all-available case estimator, maximum likelihood estimator (MLE), and moment-based estimator. …

Animism In Whitman: "Multitudes" Of Interpretations?, Rachelle Helene Woodbury Jul 2006

Animism In Whitman: "Multitudes" Of Interpretations?, Rachelle Helene Woodbury

Theses and Dissertations

Walt Whitman used animistic techniques in his poetry and prose, specifically "Song of the Redwood Tree," "Out of the Cradle Endlessly Rocking," and Specimen Days. The term animism can be traced to the Latin root of the word, anime, which connotes a "soul" or "vitality." So, when one is talking about animistic techniques, one is speaking of the (metaphoric or realistic) ensoulment of natural objects. In the wake of a growing global crisis modern scholarship has begun reexamining the implications of this belief; often it introduces ambiguities into an otherwise comfortable relationship of unquestioned human domination. In Specimen Days, Whitman …

Determinants Of Regional Management Of Public Health Care Sector, Aldona Frączkiewicz-Wronka Jul 2006

Determinants Of Regional Management Of Public Health Care Sector, Aldona Frączkiewicz-Wronka

European Management Studies

Regional development policy focuses in particular on satisfying the needs of a local community concerned with housing, friendly environment and land development, as well as access to education and work, which makes a foundation for integrated and comprehensive activities within health care, next to effective organization and availability of care. An important element of taking the steps aimed at creating an optimal health care policy and efficiency of the system of regional health care management is the possibility to utilize modern tools which support the process of making decisions concerned in particular with the IT system, and leading to creation …

Abandoning The Siemaszko Model: What Will Be The Future Of Health Care? Russia, Ukraine And Latvia - Case Studies, Ewa Rogoś, Zofia Skrzypczak Jul 2006

Abandoning The Siemaszko Model: What Will Be The Future Of Health Care? Russia, Ukraine And Latvia - Case Studies, Ewa Rogoś, Zofia Skrzypczak

European Management Studies

Until the end of the 1980s, the countries in Central and Eastern Europe realized a unified national model of health care, called the Siemaszko model. After changing the political system and introducing market economy, it became obvious that health care in all countries of the former Communist block must adjust to the changes. In Central Europe, and in particular in the Czech Republic, Slovakia and Hungary, it was decided to abandon the Siemaszko model shortly after the political transformation. In Poland, the first fundamental reform of health care system took place in January of 1999. The former countries of the …

Mining Medical Data In A Clinical Environment, Tim V. Ivanovskiy Jul 2006

Mining Medical Data In A Clinical Environment, Tim V. Ivanovskiy

USF Tampa Graduate Theses and Dissertations

The availability of new treatments for a disease depends on the success of clinical trials. In order for a clinical trial to be successful and approved, medical researchers must first recruit patients with a specific set of conditions in order to test the effectiveness of the proposed treatment. In the past, the accrual process was tedious and time-consuming. Since accruals rely heavily on the ability of physicians and their staff to be familiar with the protocol eligibility criteria, candidates tend to be missed. This can result and has resulted in unsuccessful trials.A recent project at the University of South Florida …

Efficient Management Of Medicines Within Pharmaceutical And Medical Care, Marcin Czech, Tomasz Olszewski, Ewelina Ścibor Jul 2006

Efficient Management Of Medicines Within Pharmaceutical And Medical Care, Marcin Czech, Tomasz Olszewski, Ewelina Ścibor

European Management Studies

Medical and pharmaceutical care aims at the most efficient, the safest and the most convenient pharmacotherapy, as well as narrowing down unnecessary investment in health care. A condition for streamlining medicine management is the cooperation between a physician, a pharmacist and a patient. Both physicians and pharmacists find it necessary in the majority of cases to inform their patients about the economic aspect of their therapy. Nearly half of the patients recognize such necessity. Based on the survey, it can be assumed that as many as 18% of the sick would either occasionally or never dispense their prescriptions, and the …

Identyfing Relational Bonds In The Health Care Sector - The Application Of Lvpls Model, Iga Rudawska, Adam Sagan Jul 2006

Identyfing Relational Bonds In The Health Care Sector - The Application Of Lvpls Model, Iga Rudawska, Adam Sagan

European Management Studies

Relational marketing (RM), with its main focus on shaping bonds between exchange parties, has been widely accepted as an important determinant of long-term business success. Past research has focused mainly on the advantages of RM for companies, while less attention has been paid to relationships emerging in the area of social services. However, to compete in today's complex health care sector, it is imperative for health care organizations to establish close relationships with their customers as a means of retaining existing patients. We suggest that relational bonds in this sector may be described as ranging from formal to structural, depending …

State Interventionism And Accessibility Of Health Care, Katarzyna Nowicka Jul 2006

State Interventionism And Accessibility Of Health Care, Katarzyna Nowicka

European Management Studies

The efficiency of cooperation between the members in a medicine supply chain is expressed by the level of accessibility of medicines in particular countries. The metrix system of dependency of the subjects having impact on fulfilling customer's needs points to the quality of the tools of trading policy selected by the state as a determiner of the ratio of well-being of its citizens. Also, due to the decreasing importance of charging measures, key significance for protecting the domestic market is attributed to not harmonized administrative and legal regulations. While it is relatively simple to draw and introduce a directive, enforcing …

Evaluating Causal Effect Predictiveness Of Candidate Surrogate Endpoints, Peter B. Gilbert, Michael Hudgens Jul 2006

Evaluating Causal Effect Predictiveness Of Candidate Surrogate Endpoints, Peter B. Gilbert, Michael Hudgens

UW Biostatistics Working Paper Series

Most methods for evaluating surrogate endpoints measure validity in terms of net effects (i.e., treatment effects adjusted for the biomarker measured after randomization). Frangakis and Rubin (2002, Biometrics) criticized these approaches because net effects may reflect selection bias, and suggested an alternative definition of a surrogate endpoint (a "principal" surrogate) based on causal effects. For evaluating principal surrogates we introduce a causal effect predictiveness (CEP) surface, which quantifies how well causal treatment effects on the biomarker predict causal treatment effects on the clinical endpoint. The CEP surface is not identifiable in general due to missing potential outcomes. However, by incorporating …

Congressional Testimony

From the Summary:

The Truth Commission Law fails to meet Indonesia’s duties as a State, and fails to respect the rights of victims, families and society under international human rights law to truth, reparations and justice. In particular, the law fails to meet minimum international standards in regard to:

  • investigating and disclosing the truth about cases of genocide and crimes against humanity committed in Indonesia before the year 2000,
  • providing reparations to victims and families, and
  • prosecuting and appropriately punishing perpetrators.
