Oy Canada! Trade's Non-Solution To "The Problem" Of U.S. Drug Prices, Daniel Gilman Aug 2006

Oy Canada! Trade's Non-Solution To "The Problem" Of U.S. Drug Prices, Daniel Gilman

Faculty Scholarship

Price disparities—price “differentiation” or “discrimination”—in pharmaceuticals markets have, in recent years, been the subject of much discussion. Price sensitivity should come as no surprise: Medicines play an increasingly important role in healthcare, while pharmaceuticals prices continue to rise. When prices vary greatly within markets or between neighboring markets, the pressure towards arbitrage is clear. This paper considers the question whether the re-importation of medicines from Canada or the EU is well advised and argues that it is not. First, we might reasonably question the extent to which we wish, as a matter of policy, to manage pharmaceuticals pricing; among other …

The Alfonse And Gaston Of Governmental Response To National Public Health Emergencies: Lessons Learned From Hurricane Katrina For The Federal Government And The States, Michael Greenberger Aug 2006

The Alfonse And Gaston Of Governmental Response To National Public Health Emergencies: Lessons Learned From Hurricane Katrina For The Federal Government And The States, Michael Greenberger

Faculty Scholarship

Hurricane Katrina renewed an old debate concerning which level of government should lead the response effort to catastrophic disasters. Traditionally, emergency response is handled at the most local level possible. Hurricane Katrina, however, and other catastrophes that may be labeled "Incidents of National Significance," are examples of emergencies of such magnitude that federal assets must be brought to bear to respond adequately to the situation. As such Incidents will almost always affect interstate commerce, Congress' commerce powers justify federal intervention in, and if necessary, supervision of the response. In such situations, the National Response Plan provides for extensive coordination between …

The Logistical And Ethical Difficulties Of Informing Juveniles About The Consequences Of Adjudications, Michael Pinard Aug 2006

The Logistical And Ethical Difficulties Of Informing Juveniles About The Consequences Of Adjudications, Michael Pinard

Faculty Scholarship

In this article, Professor Michael Pinard observes that the recent attention devoted to the collateral consequences of criminal convictions has overlooked the ways in which these consequences impact juvenile offenders. The article recognizes the emergent arguments for informing adult defendants of these consequences as part of the guilty plea or sentencing process, and argues that juvenile defendants should also be informed of the collateral consequences that attach to their adjudications. However, the article asserts that there are ethical and logistical questions unique to the juvenile justice process that would pose difficulties in conveying this information to juveniles. These issues (or …

Augusta Me: The New Bridge Begets A New Planned Neighborhood, Molly Pulsifer, Richard Barringer Aug 2006

Augusta Me: The New Bridge Begets A New Planned Neighborhood, Molly Pulsifer, Richard Barringer

Planning

Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. It goes on to describe …

Research On Synthetic Rope And Its Future In Timber Harvesting, Joel N. Hartter, Jared Leonard, John Garland, Steve Pilkerton Aug 2006

Research On Synthetic Rope And Its Future In Timber Harvesting, Joel N. Hartter, Jared Leonard, John Garland, Steve Pilkerton

Geography

Steel wire rope is used for many logging applications. It has served the industry well in terms of strength, durability, and longevity. However, steel wire rope is difficult to use because it is stiff, heavy, and unyielding. These characteristics can lead to fatigue and exhaustion, and may contribute to worker injuries. Ultra-high molecular weight polyethylene synthetic rope has the potential to replace steel wire rope for selected logging applications. Research shows ergonomic gains and other operational effectiveness with its use. This paper presents research results, potentials, and issues in improving economic and ergonomic performance of ground-based and cable logging. Potential …

Action Summit For The Advancement Of Capital Access To Entrepreneurs With Disabilities, Nancy Arnold Ph.D., Patti Lind, University Of Montana Rural Institute

Employment

Self-employment has several advantages for an individual with a disability, such as the flexibility to accommodate the person's disability, social and economic empowerment, and a non-discriminatory employment environment. However, without access to capital, these strengths cannot be realized. The Action Summer for the Advancement of Capital Access to Entrepreneurs with Disabilities (Capital Access Summit) facilitated the development of strategies and collaborations to promote access to capital for business owners with disabilities. The Capital Access Summit gathered 50 representatives from across the country to identify cross-cutting issues and make recommendations for promoting continued progress in self-employment of people with disability. Participants …

Increasing The Social Connection Between Immigrant English Language Learners, School Staff, And Peers In The High School Setting, Gretchen Johnson Griffey Aug 2006

Increasing The Social Connection Between Immigrant English Language Learners, School Staff, And Peers In The High School Setting, Gretchen Johnson Griffey

Regis University Student Publications (comprehensive collection)

An Immigrant English Language Learner (ELL) encounters many new and different experiences when they enter high school. This transition can lead to a sense of loneliness and isolation if the student is not comfortable. However, if ELLs feel welcomed, valued, and connected to others, the high school experience can be a positive one. This research project was designed to use a personal presentation learning tool as a way to establish a needed social connection between ELLs, school staff, and native speaking peers as a way to enhance personal relationships, promote cultural understanding, and connect students to their new setting.

Somaliland, Country Profile Aug 2006

Somaliland, Country Profile

The Journal of Conventional Weapons Destruction

Landmine and unexploded ordnance contamination in Somaliland is the result of the 1964 and 1977–78 border wars with Ethiopia and the 1988 –91 civil war between the Siyad Barre regime and the Somali National Movement. The Barre regime troops laid most of the landmines, using mines to threaten the civilian population and protect military installations and civilian infrastructure against SNM attacks.

METHODS: Cases were defined as those who reported having one of three systemic autoimmune diseases (SAIDs): systemic lupus erythematosus, scleroderma, or rheumatoid arthritis (RA). Controls were randomly selected at a 3:1 ratio from among the remaining 6,813 screening participants using frequency-matched age and sex groupings. RESULTS: The odds ratios (ORs) and 95% confidence intervals (CIs) for SAIDs among …
