The implementation of the Landfill Directive (96/31/EC) will lead to a massive reduction in quantities of Biodegradable Municipal Waste (BMW), which may be landfilled. In 2016, an estimated 2.6 million tonnes of BMW will require diversion from landfill in Ireland. Recycling of dry paper, reuse of textiles and home composting will divert significant quantities of BMW. However, to divert the quantities required to comply with the Directive a significant proportion of the Organic Fraction of Municipal Solid Waste (OFMSW) will require treatment in centralised biological facilities. As governments at different levels and all around the world are increasingly using the Web to enhance and improve their services, understanding e-government development and exploring factors that affect e-government development have become important research topics. The purpose of this research is to investigate factors explaining e-government development in terms of social development lenses. Based on growth and regional development theories, the paper hypothesizes that income level, development status, and region are three factors that differentiate e- government development in countries. The issue of privacy stirred a tumultuous uproar when the ABC County Health Department (ABCCHD) was planning for an e-Healthcare system that utilized information technology to streamline the administration process of patients. ABCCHD had hired a software vendor, Info-Health, a company that specialized in information system development for the healthcare industry to help in the project. The privacy of patients with Sexually Transmitted Diseases/Human Immunity System was a thorny issue in the implementation of the e-Healthcare system. A trade-off between privacy and cost was discussed and debated. Three alternatives, with varying degrees of privacy and cost, were considered.

This descriptive study conducted in 2003 utilized random sampling techniques for accessing the 450,000 members of the National FFA Organization. The purpose of the study was to describe career aspirations of FFA members within, and related to, USDE career clusters, Supervised Agricultural Experiences, Career Development Event participation and career related demographic indicators. The study compared results to a similar study conducted in 1999. The data revealed that FFA members are busy with involvement in multiple sports and multiple clubs within their school and that a majority hold a job. Valuation In Cost-Benefit Analysis: Choosing Between Offer Prices And Asking Prices As The Appropriate Measure Of Willingness To Pay, Gregory S. Crespi

Cost-benefit analysis is a well-known technique for evaluating the merits of a policy by attempting to quantify in financial terms all of the costs and benefits that will result from its implementation. In this article, the author focuses on the important question of whether offer prices or asking prices are the theoretically appropriate measure in determining "willingness to pay" and overall efficiency consequences when conducting a cost-benefit analysis. The author surveys the existing literature on this valuation question and offers personal conclusions and recommendations.

The Food and Drug Administration (FDA) has developed an informal framework for regulating press releases by drug and medical device companies. FDA asserted jurisdiction over press releases based on its authority over labeling and advertising, and over the past 20 years, the agency has both broadened and scaled back its claims to authority over press statements.

Despite a somewhat predictable framework for anticipating how FDA regulates press materials, the agency's approach appears to be in flux. FDA will not tolerate false or misleading statements in press materials, but there are legal and practical limits to its regulation in this area. …

It is black letter constitutional law: To prove a criminal offense, the prosecution must prove every element of the offense, by proof beyond a reasonable doubt, and the constitution entitles a defendant to confront and cross-examine all witnesses against him. Yet, for the past thirty years, state legislatures have quietly approved laws that cheat the constitution. By that, I mean that these laws fly, undetected, beneath the constitutional radar while violating fundamental constitutional rights.

This research was a descriptive cross-site case study of organizational structures of public workforce education institutions in the states of Florida, Georgia, and Kentucky. Organizational structures in public workforce education institutions can be found in four basic designs: technical centers, technical colleges, community colleges, and community and technical colleges. The purpose of this study was to investigate the concept of organizational structure in terms of the operation and effectiveness of workforce education institutions by studying four workforce institutions operating under differing arrangements.

A number of environmental stressors have been shown to interfere with reproductive and behavioral processes of fish by interfering with endocrine function. Most biomarkers of endocrine disturbance tend to be static measurements from dynamic systems making them difficult to evaluate within the context of an individual, or subtle effects that do not relate well to endpoints of ecological significance. I present an approach that uses a series of models, based on Atlantic croaker, to extrapolate laboratory results to indicators of individual and population health. Extensive studies have been conducted to understand and explore the factors that affect the development of musculoskeletal disorders to provide effective control strategies. One of the most important factors that allow effective control strategies is the biomechanical factors. Among the biomechanical risk factors, exposures to repetitive static and vibratory activities are known to result in musculoskeletal disorders. Wavelet analysis is an efficient approach to studying textural patterns at different scales. Artificial neural networks can learn very complex patterns in the data and could be an efficient classifier. However, whether wavelet analysis, in combination with artificial neural networks or other classifiers, can be used to detect the social-economic conditions of urban neighborhood is a key research question that needs further study. Determining why and what motivates students to succeed is a prominent question in today’s educational arena. Often accountability measures cycle around the classroom teacher, their preparation, and perceived effectiveness. To assure that teachers have adequate knowledge, minimum grade point averages are required from accredited institutions. Teacher preparation is carefully monitored by NCATE (National Council for Accreditation of Teacher Education). Each state uses a similar process for awarding initial teaching certificates. Teaching certificates are issued after candidates have completed a rigorous curriculum and proven that they possess the qualities and dispositions of effective teaching. American Indian tribal sovereignty is viewed very differently in the United States Supreme Court than it is in American Indian tribal nations. The United States Supreme Court, the progenitor of the legal doctrine of tribal sovereignty, appears skeptical of the doctrine's continuing viability. The Court is therefore veering away from any strong notion of retained inherent tribal sovereignty. American Indian tribes, the sources and perpetuators of de facto tribal sovereignty, are more committed than ever to enacting their sovereignty on the ground, as well as promoting and protecting its legal status in the courts and in Congress. This study is an examination of the professional socialization process of occupational therapy students from a role identity theoretical perspective. First-year students, second-year students, fieldwork students, and faculty at an occupational therapy educational program at a Midwestern institution volunteered to participate in the study. Data were collected through focus group interviews and surveys. The focus of the study was to determine factors associated with occupational therapy students’ identity salience, commitment, and role-person merger. The idea for an annual Our Places Tell Stories conference was prompted by discussions that took place within a unique partnership of federal, state, university, and public organizations in southern Nevada. Members identified the need to share and learn from successful educational and interpretive strategies. Our increasingly urban surroundings and rapidly changing populations hinder personal connections between people and their natural environment. However, the right tools and techniques will help us inspire children and adults to understand, value, and take care of our shared natural places.

There were generally three different motivations for the construction of a tabernacle in a specific community. The first was that the leadership of the Church in Salt Lake directed communities to build one. Leaders did this in settlements that they believed were to become important central communities for gatherings and large meetings. The decision was also made in areas that the Church desired to strengthen their claim to, legally and emotionally. ● To increase knowledge about the natural world OHV recreationists will encounter in their exploration of Southern Nevada;

● To increase knowledge of responsible use of OHVs and principles of Tread Lightly! and Leave No Trace (both are nonprofit organizations dedicated to increasing awareness about how to minimize impacts while enjoying public and private lands);

● To increase awareness, knowledge, and understanding of land ethics;

Long time-horizon environmental risks with potential for global impacts have increased in visibility over the past several decades. Such issues as climate change, the nuclear fuel cycle, persistent synthetic chemicals, and stratospheric ozone depletion share some characteristics, including intergenerational impacts, strongly decoupled incidence of risks and benefits, substantial decision stakes and extreme uncertainty. What is not well understood are the similarities and differences among sources and implications of uncertainty among these global environmental threats, especially those associate with current and future human behavior. With the exception of some difficulties following the events of September 11, 2001 , the economy of the state of Nevada has been doing very well since the mid-1980’s. Employment has increased dramatically, outpacing job growth anywhere else in the country. This has drawn workers to Nevada, leading to record in-migration, especially recently. With robust growth in both employment and population, spending as measured by GSP is healthy. The economic forecast for Nevada predicts continued positive growth in the short run, after which growth will decline to a more normal rate.

In his famous visit to the U.S. early in the nineteenth century, the French observer Alexis de Tocqueville was surprised by what he saw as “an equality of condition” in his travels around the country. Although he commented on the existence of wealth in the new nation, he was impressed by what he saw as its relative lack of concentration (de Tocqueville 1969). Recent studies by social historians, however, suggest that de Tocqueville was mistaken. In their examination of tax forms, old census documents, and probate records, these scholars document a high degree of inequality, particularly wealth inequality (Hurst 2004). …
