Disasters And Decision Processes, Carsten Felgentreff Jun 2006

Disasters And Decision Processes, Carsten Felgentreff

Geohazards

One of the most important topics in hazard and disaster related research is the effective reduction of vulnerability. Despite the fact that our knowledge about several physical and human dimensions of disasters has grown rapidly in recent decades, there is ample evidence that casualties and damages due to natural disasters have grown even faster. Apparently, there is no such formula like ‘more data = better knowledge = less casualties and damages’.

Purpose of this paper is the identification of some potential reasons for this obvious dilemma. After briefly addressing selected social science concepts of hazards, disasters, and risks, it is …

Remote Sensing Technologies For Monitoring Climate Change Impacts On Glacier- And Permafrost-Related Hazards, Andreas Kääb, C. Huggel, L. Fischer Jun 2006

Remote Sensing Technologies For Monitoring Climate Change Impacts On Glacier- And Permafrost-Related Hazards, Andreas Kääb, C. Huggel, L. Fischer

Geohazards

Glacier- and permafrost-related hazards represent a continuous threat to human lives and infrastructure in high mountain regions. Because the surface and subsurface ice involved is generally close to melting conditions, glacier and permafrost hazards are particularly sensitive to climate changes. The present shift of cryospheric hazard zones due to atmospheric warming, process interactions and chain reactions, and the potential far reach of glacier disasters make it necessary to apply modern remote sensing techniques for the assessment of glacier and permafrost hazards in high mountains. In this contribution we provide an overview of different hazard types and how air- and space-borne …

On Tsunami Risk Assessment For The West Coast Of Thailand, Farrokh Nadim, Thomas Glade Jun 2006

On Tsunami Risk Assessment For The West Coast Of Thailand, Farrokh Nadim, Thomas Glade

Geohazards

The catastrophic Indian Ocean tsunami of 26 December 2004 raised a number of questions for scientists and politicians on how to deal with the tsunami risk in coastal regions. This paper discusses the challenges in tsunami risk evaluation and presents the results of a tsunami risk mitigation study for the west coast of Thailand. It is argued that a scenario-based approach is particularly well suited for evaluation of the risk posed by tsunamis. The approach consists of considering scenarios of plausible extreme, tsunami-generating events, computing the tsunami inundation levels caused by these events, estimating the possible range of casualties for …

Publications

This report was prepared for and funded by the Florida State Department of Environmental Protection with the encouragement of members from the Florida Ocean Alliance, Florida Oceans and Coastal Resources Council and other groups with deep interests in the future of Florida’s coast. It is a preliminary study of Florida’s Ocean and Coastal Economies based only on information currently found within the datasets of the National Ocean Economics Program (NOEP). It reflects only a portion of the value of Florida’s coastal-related economy and should not be considered comprehensive. A more customized study based on the unique coastal and ocean-dependent economic …

Disproportionate Minority Contact In Anchorage, André B. Rosay, Ronald Everett Jun 2006

Disproportionate Minority Contact In Anchorage, André B. Rosay, Ronald Everett

Presentations

This slide show presentation presents recently collected data on disproportionate contact with the juvenile justice system of minority youth in Anchorage, Alaska. The data examine minority contact with local law enforcement and juvenile justice authorities at McLaughlin Youth Center. Disproportionate minority contact (DMC) occurs when the rate of referral for minority youth exceeds the rate of referral for white youth. DMC occurs for almost all non-white minority groups in Anchorage; it is more prevalent for Pacific, Native, and Black youth, both males and females, and more prevalent for referrals for probation/conduct violations, especially for females.

Building Intellectual And Social Capital Through Diversity And Innovation, Nancy Cantor Jun 2006

Building Intellectual And Social Capital Through Diversity And Innovation, Nancy Cantor

Chancellor's Collection

Every day we are bombarded with statistics about the growing population base and technology expertise in India and China. These statistics seem to auger poorly for America’s competitiveness in the 21st-century global marketplace. At the same time, we hear ample proof of the struggles of our own cities and citizens to keep up with the transition from a manufacturing to a knowledge economy. Whereas some college education is virtually a requirement for survival in this economy, our inner city and rural schools, try as they do, are losing the battle to prepare and educate the fastest growing segments of our …

Taking Public Scholarship Seriously, Nancy Cantor

Chancellor's Collection

Scholars and artists at colleges and universities are increasingly engaging in public scholarship. Leaving their campuses to collaborate with their communities, they explore such multidisciplinary issues as citizenship and patriotism, ethnicity and language, space and place, and the cultural dimensions of health and religion. They are creating innovative methods and vocabularies for scholarship using cutting-edge technology, pursuing novel kinds of creative work, and integrating research with adventurous new teaching strategies. But will those faculty members be promoted and rewarded at tenure time for their efforts?

Aci Technical Report: Initial Measures Derived From Census, Robert H. Langworthy

Series 4: Atlas of Anchorage Community Indicators (2006; 2009)

The decennial census provides a wealth of information about communities that has been mined by social scientist for decades. The purpose of this technical report is to describe an initial set of measures taken from or derived from the 2000 U.S. Census in an effort to develop a statistical description of Anchorage communities for use with the Anchorage Community Indicators project of the University of Alaska Anchorage Justice Center. The initial set of measures isolated from census are inspired by two principal bodies of work: (1) the Project on Human Development in Chicago Neighborhoods, an exceptionally well endowed research effort …

The (Intellectual Property Law &) Economics Of Innocent Fraud: The Ip & Development Debate, Peter Matthew Beattie Jun 2006

The (Intellectual Property Law &) Economics Of Innocent Fraud: The Ip & Development Debate, Peter Matthew Beattie

ExpressO

This note/essay examines the evidence on the effect of stronger IP laws introduced during the process of international IP law harmonization initiated by the TRIPS agreement, on the economic development of developing countries. It has been argued by proponents of harmonization that stronger IP laws will provide a needed boost to the economic development of developing (and even least-developed) countries. Critics of harmonization have argued that stronger IP laws will have the opposite effect. What has been largely overlooked in this debate is the strength of the evidentiary foundation upon which the arguments of both sides depend. Many of the …

John Dewey’S Philosophy Of Education Is Alive And Well, Rebecca L. Carver, Richard P. Enfield Jun 2006

John Dewey’S Philosophy Of Education Is Alive And Well, Rebecca L. Carver, Richard P. Enfield

Education and Culture

Offering an introduction to both John Dewey’s philosophy of education and the 4-H Youth Development Program, this paper draws clear connections between these two topics. Concepts explored include Dewey’s principles of continuity and interaction, and contagion with respect to learning. Roles of educational leaders (including teachers) are investigated in the context of a discussion about the structuring of opportunities for students to develop habits of meaningful and life-long learning. Specific examples are described in depth to demonstrate, from a Deweyan perspective, the educational process and value of 4-H participation. Brief comments are made about the place of 4-H in the …

Priority As Pathology: The Pari Passu Myth, Riz Mokal Jun 2006

Priority As Pathology: The Pari Passu Myth, Riz Mokal

ExpressO

This paper aims to analyse the pari passu principle of insolvency law (which provides that the creditors of a company in liquidation are to be paid rateably), and to ask how it relates to other principles available for the treatment of claims in corporate liquidation. The discussion reveals that the principle has rather limited effect in governing distributions of the insolvent's estate. Not only do various types of secured claim fall beyond its ambit, even unsecured claims are often exempt from its application. Nevertheless, the principle thrives both in judicial rhetoric and in academic arguments. For example, many a challenge …
