Effects Of Rising Utility Costs On Alaska Households 200 - 2006, Ben Saylor, Sharman Haley Apr 2006

Effects Of Rising Utility Costs On Alaska Households 200 - 2006, Ben Saylor, Sharman Haley

ISER Reports

Households in remote rural places face utility costs 50% higher now than in 2000. In Anchorage those costs are up 35% and in other large or road-system communities about 39%. The share of household income going to utilities is also up. Utility costs in urban and rural areas are now anywhere from about 3% to 10% of income for the typical household. Those are median figures for all households. Utilities take a much bigger share of income among low-income households. Utility costs now amount to more than a third of income among low-income households in remote places. These are among …

Task 1 And 2 Reports To The Regulatory Commission Of Alaska: Affordability Factors And Affordability Standards, Bradford Tuck, Lisa Schwartzberg Apr 2006

Task 1 And 2 Reports To The Regulatory Commission Of Alaska: Affordability Factors And Affordability Standards, Bradford Tuck, Lisa Schwartzberg

ISER Reports

Because affordability is essentially an issue of fairness, or equity, it is ultimately the task of the public policymaker to define “affordability” and to indicate factors to be considered in measuring “affordability.” We look first at factors that might be considered in discussing affordability. The FCC has addressed the issue of affordable universal service in some detail and has suggested principles that should be taken into account when policymakers attempt to determine affordable rates for telephone service. Major portions of that discussion are incorporated into Section II of the Task 1 report. Identification of potential variables that might be used …

Shadow Networks: Border Economies, Informal Markets, And Organized Crime In Vladivostok And The Russian Far East, Tobias Holzlehner Apr 2006

Shadow Networks: Border Economies, Informal Markets, And Organized Crime In Vladivostok And The Russian Far East, Tobias Holzlehner

Anthropology

The breakdown of the Soviet Union has led to fundamental changes in Russia. New cultural and economic practices emerged out of the fragments of the collapsed state. Exploring economic activities in the Russian Far East at street markets and border crossings, the thesis focuses on new informal economic practices and non-regulated commercial organizations and seeks to understand the emerging roles of entrepreneurs, organized crime, and the state in post-Soviet Russia. The informal, the non-state; the illegal, and the gray in contemporary Russia are the subject of this thesis. Questions at the center of the inquiry are: What are shadow networks, …

Socioeconomic Review Of Alaska's Bristol Bay Region, Marie Lowe

ISER Reports

This report provides a “desktop” socioeconomic and sociocultural review of the Bristol Bay Region prepared for the North Star Group by the Institute of Social and Economic Research (ISER) at the University of Alaska Anchorage. Using secondary sources, the report characterizes the local population and its history by examining events that have influenced social change and how locals have adapted to that change. It reviews current social and economic issues in the region to provide a context for potential future mining development. Part 1 presents a regional overview with a description of Bristol Bay’s cultural history, demography, economy, institutions, and …

The Chipped Stone Tool Industries Of Blackman Eddy, Belize, Matthew Patrick Yacubic Apr 2006

The Chipped Stone Tool Industries Of Blackman Eddy, Belize, Matthew Patrick Yacubic

Theses and Dissertations

One of the most significant finds at the site of Blackman Eddy, Belize, is a series of superimposed structures that date between 1200 B.C.-A.D. 600 (calibrated). Because it was continuously occupied for over 1800 years, this site provides a unique opportunity to examine long-term socio-economic changes in the eastern Maya lowlands. This thesis is a diachronic study of the chipped stone tool artifacts of Blackman Eddy using technological, attribute, and use-wear analysis. The data collected for this study were examined to see what types of raw materials were used in tool production, what types of tools were produced, how they …

Volume Changes Of Alaska Glaciers: Contributions To Rising Sea Level And Links To Changing Climate, Anthony A. Arendt Apr 2006

Volume Changes Of Alaska Glaciers: Contributions To Rising Sea Level And Links To Changing Climate, Anthony A. Arendt

Geosciences

We have used airborne altimetry to measure surface elevations along the central flowline of 86 glaciers in Alaska, Yukon Territory and northwestern British Columbia (northwestern North America). Comparison of these elevations with contours on maps derived from 1950s to 1970s aerial photography yields elevation and volume changes over a 30 to 45 year period. Approximately one-third of glaciers have been re-profiled 3 to 5 years after the earlier profile, providing a measure of short-timescale elevation and volume changes for comparison with the earlier period. We have used these measurements to estimate the total contribution of glaciers in northwestern North America …

Carbon Sequestration In Alaska's Boreal Forest: Planning For Resilience In A Changing Landscape, Nancy Fresco Apr 2006

Carbon Sequestration In Alaska's Boreal Forest: Planning For Resilience In A Changing Landscape, Nancy Fresco

Biological Sciences

Northern ecosystems and those who rely upon them are facing a time of unprecedented rapid change. Global boreal forests will play an important role in the feedback loop between climate, ecosystems, and society. In this thesis, I examine forest carbon dynamics and the potential for carbon management in Interior boreal Alaska in three distinct frameworks, then analyze my results in the context of social-ecological resilience. In Chapter 1, I analyze comparative historical trends and current regulatory frameworks governing the use and management of boreal forests in Russia, Sweden, Canada, and Alaska, and assess indicators of socio-ecological sustainability in these regions. …

A Preliminary Review Of Neotropical Primates In The Subsistence And Symbolism Of Indigenous Lowland South American Peoples, Loretta Cormier Apr 2006

A Preliminary Review Of Neotropical Primates In The Subsistence And Symbolism Of Indigenous Lowland South American Peoples, Loretta Cormier

Ecological and Environmental Anthropology (University of Georgia)

This article provides a review of selected literature of nonhuman primates in the subsistence and symbolism of indigenous lowland South American groups. While few works have focused specifically on the relationship between human and nonhuman primates in Amazonia and the surrounding areas, a number of ethnographic works do incorporate information about the roles of monkeys in varied groups. The section on subsistence focuses on the use of primates as food, including preferences, avoidances, and taboos. The section on symbolism focuses on the role of monkeys in myths, folklore, and in delineating the humanity/animality divide.
