Enzyme Engineering Of Aminotransferases For Improved Activity And Thermostability, Abraham Rogelio Mártin García Jan 2006

Enzyme Engineering Of Aminotransferases For Improved Activity And Thermostability, Abraham Rogelio Mártin García

Dissertations, Master's Theses and Master's Reports - Open

The production by biosynthesis of optically active amino acids and amines satisfies the pharmaceutical industry in its demand for chiral building blocks for the synthesis of various pharmaceuticals. Among several enzymatic methods that allow the synthesis of optically active aminoacids and amines, the use of minotransferase is a promising one due to its broad substrate specificity and no requirement for external cofactor regeneration. The synthesis of chiral compounds by aminotransferases can be done either by asymmetric synthesis starting from keto acids or ketones, and by kinetic resolution starting from racemic aminoacids or amines.

The asymmetric synthesis of substituted (S)-aminotetralin, an …

Shear Band Evolution In Zr/Hf-Based Bulk Metallic Glasses Under Static And Dynamic Indentations, Hongwen Zhang Jan 2006

Shear Band Evolution In Zr/Hf-Based Bulk Metallic Glasses Under Static And Dynamic Indentations, Hongwen Zhang

Dissertations, Master's Theses and Master's Reports - Open

Bulk metallic glasses (BMGs) exhibit superior mechanical properties as compared with other conventional materials and have been proposed for numerous engineering and technological applications. Zr/Hf-based BMGs or tungsten reinforced BMG composites are considered as a potential replacement for depleted uranium armor-piercing projectiles because of their ability to form localized shear bands during impact, which has been known to be the dominant plastic deformation mechanism in BMGs. However, in conventional tensile, compressive and bending tests, limited ductility has been observed because of fracture initiation immediately following the shear band formation. To fully investigate shear band characteristics, indentation tests that can confine …

Emission Cross Sections For Neutral Xenon Impacted By Xe+ And Xe2+, Jason D. Sommerville

Dissertations, Master's Theses and Master's Reports - Open

Ion impact emission cross sections for eleven transitions from the 5p56p configuration to the 5p56s configuration of neutral xenon occurring in the spectral region between 700 nm and 1000 nm have been measured experimentally. Collisions between both singly- and doublyionized xenon and neutral xenon have been studied. These cross sections are of primary use in the development of a spectrographic diagnostic for Hall effect thruster plasma. A detailed discussion of the experimental methods and the subsequent data reduction is included. The results are presented and the importance of these data for spectrographic emission models of Hall …

The Reputational Penalty For Aggressive Accounting: Earnings Restatements And Management Turnover, Hemang Desai, Chris E. Hogan, Michael S. Wilkins Jan 2006

The Reputational Penalty For Aggressive Accounting: Earnings Restatements And Management Turnover, Hemang Desai, Chris E. Hogan, Michael S. Wilkins

School of Business Faculty Research

In this paper we investigate the reputational penalties to managers of firms announcing earnings restatements. More specifically, we examine management turnover and the subsequent re-hiring of displaced managers at firms announcing earnings restatements during 1997 or 1998. In contrast to prior research (Beneish 1999 and Agrawal, Jaffe and Karpoff, 1999), which does not find increased turnover following GAAP violations or revelation of corporate fraud, we find that 60% of restating firms experience a turnover in at least one top manager within 24 months of the restatement compared to only 35% among age-, size- and industry-matched firms. Moreover, 85% of the …

Historical Perspective On Performance Budgeting: Performance Budgeting In The United States Before 1960, Dan Williams Jan 2006

Historical Perspective On Performance Budgeting: Performance Budgeting In The United States Before 1960, Dan Williams

Publications and Research

With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. Ridley subsequently led the International City Managers Association for nearly 30 years. He teamed with A. E. …

Rethinking Prison Sex: Self -Expression And Safety, Brenda V. Smith Jan 2006

Rethinking Prison Sex: Self -Expression And Safety, Brenda V. Smith

Project on Addressing Prison Rape - Articles

This article analyzes legislation and policies that limit prisoners' sexual expression and autonomy. The article juxtaposes prisoners interest in sexual expression against the interests of the state in regulating sex by and between prisoners. The article concludes that the state has an interest in regulating sex between inmates and staff and in regulating coerced or forced sex between inmates. In other instances prisons could accommodate prisoners' interest in sexual expression and achieve important goals such as better decisionmaking; improved relations with family and partners to aid community reentry; reduction of prison rape; and inmate management.

Integrity In Jail Operations: Addressing Employee/Inmate Relationships, Brenda V. Smith, Nairi M. Simonian Jan 2006

Integrity In Jail Operations: Addressing Employee/Inmate Relationships, Brenda V. Smith, Nairi M. Simonian

Project on Addressing Prison Rape - Articles

Jails often struggle with how to ensure the integrity of operations by establishing policies aimed at governing employee relationships with individuals who are under the supervision of a criminal justice agency. Agencies need to balance their legitimate interests with employees’ basic rights to associate. This article discusses case law around this issue and makes recommendations about how to construct agency policies in this area.

Sexual Abuse Of Women In Prison: A Modern Corollary Of Slavery, Brenda V. Smith Jan 2006

Sexual Abuse Of Women In Prison: A Modern Corollary Of Slavery, Brenda V. Smith

Project on Addressing Prison Rape - Articles

This paper addresses the sexual abuse of women in custody as a more contemporary manifestation of slavery and discusses the congruencies and the differences that exist between the sexual abuse of women in custody and slavery. The paper charts the history of the parallel abolition and prison reform movements and examines their divergent paths arguing that the women's movement abandonment of prison advocacy has harmed the women in prison movement. The article concludes that the embrace of human rights norms has assisted in providing new avenues for redressing the sexual abuse of women in custody.

Analyzing Prison Sex: Reconciling Self Expression With Safety, Brenda V. Smith Jan 2006

Analyzing Prison Sex: Reconciling Self Expression With Safety, Brenda V. Smith

Project on Addressing Prison Rape - Articles

This article examines the complexity of prison sex and the challenges that it raises in the context of recently enacted United States legislation, specifically the Prison Rape Elimination Act (PREA). It begins by identifying a range of prisoner interests in enhanced sexual expression. These interests are described below in an attempt to disentangle prisoners’ rights in sexual expression from states’ legitimate interests in regulating that expression. This article also directs policymakers and decision makers to mine international documents and human rights norms that recognize the necessity of punishment and at the same time outline a standard for the safety of …

The Ten-Year Hike To The Starting Line: One Writer's Journey From Bad To Competent, Darien Cavanaugh Jan 2006

The Ten-Year Hike To The Starting Line: One Writer's Journey From Bad To Competent, Darien Cavanaugh

USF St. Petersburg campus Honors Program Theses (Undergraduate)

When someone asks what I am studying in graduate school, I usually answer "English," occasionally "writing," but rarely "creative writing." I try to leave it at "English" because when I do slip up and say "creative writing," too often the response is a skeptical look followed by a question along the lines of, "Can you really be taught how to write?" The implication is, of course, that you've either got it or you don't, and that is that. This is old hat by now, but for some reason it won't go away, no matter how many major authors come out …

Factors In Relapse Among Physicians In Recovery From Substance Dependence Disorders, Gregory K. Gable Jan 2006

Factors In Relapse Among Physicians In Recovery From Substance Dependence Disorders, Gregory K. Gable

PCOM Psychology Dissertations

This study examines factors in relapse to alcohol and drug dependence among health professionals, seeking to identify relationships between identified conditions and relapse. The subjects are 100 health professionals, 84 male and 16 female, randomly selected from a cohort of 308, who provided data in a previous study taking place between 1995 and 1998. These subjects were broken into two groups, relapse vs. no relapse at 5 years after participation in the original study, the post-marketing survey on tramadol (Knisely J, Campbell E, Dawson K, Schnoll S, 2002). Archival data from the previous study was used. Chart review and analysis …

Effects Of Perceived Social Norms And Locus Of Control On Condom Use And High Risk Sexual Behaviors In Military Personnel, Anthony M. Kraemer Jan 2006

Effects Of Perceived Social Norms And Locus Of Control On Condom Use And High Risk Sexual Behaviors In Military Personnel, Anthony M. Kraemer

PCOM Psychology Dissertations

This study looked at the role of perceived social norms and internal versus external locus of control on high-risk sexual behaviors and condom use in a population of 333 U.S. Army soldiers from Combat and Non-Combat units of the Ist Cavalry Division, Fort Hood, Texas. This study showed that younger (17 -24 years of age) soldiers of lower rank (junior enlisted, E-l to E-5) displayed more misperceptions of what constitutes appropriate sexual behavior and condom use than their peers. It also showed that soldiers, in general, not only reported higher rates of high-risk sexual behavior themselves, but that internality or …

Retaining Life Tenure: The Case For A Golden Parachute, Ryan W. Scott, David R. Stras Jan 2006

Retaining Life Tenure: The Case For A Golden Parachute, Ryan W. Scott, David R. Stras

Articles by Maurer Faculty

The first vacancies on the Supreme Court in eleven years have sparked renewed debate about the continued viability of life tenure for federal judges. Scholars have decried life tenure as one of the Framers' worst blunders, pointing to issues such as strategic retirement, longer average tenure, and widespread mental infirmity of justices. In this Article, the authors argue that, notwithstanding the serious problem of mental and physical infirmity on the Court, life tenure should be retained. They also argue that recent statutory proposals to eliminate or undermine life tenure, for example through a mandatory retirement age or term limits, are …

Point & Counterpoint: Should The Home Mortgage Interest Deduction Be Reduced?, Deborah Geier, Stuart G. Lazar Jan 2006

Point & Counterpoint: Should The Home Mortgage Interest Deduction Be Reduced?, Deborah Geier, Stuart G. Lazar

Other Scholarship

Included among President Bush’s Advisory Panel on Federal Tax Reform’s recommendations were three proposals related to the current home mortgage interest deduction. Instead of a deduction, the panel recommended a flat 15% credit. Instead of the current $1,100,000 mortgage caps, the panel recommended a mortgage cap based on the median regional price of housing. Finally, the panel recommended limiting the deduction to interest paid on only one home and eliminating the deduction for interest on home equity indebtedness.

The Panel Report praises the Tax Reform Act of 1986, albeit with a caveat: “While the 1986 Act was a historic event, …
