University of Nebraska-Lincoln Libraries: Faculty Publications
The institutional repository (hereafter IR) at the University of Nebraska–Lincoln (hereafter UNL) began operations July 1, 2005. At the close of our first year we had mounted 2,397 articles, which had been downloaded 58,743 times; the dissertations collection included 10,117 theses, which had been downloaded 34,862 times. We currently average around 2,000 hits and 700 downloads per day. Usage increases as the semester progresses, and falls during the Christmas break and during the summer. In addition to the various wildlife damage conference proceedings, we had mounted extensive backfiles of the Journal of Parasitology, and the proceedings of the People of …

Trade Barriers In Service/Investment Markets Erected By Korea And Japan, Eun Sup Lee
Trade Barriers In Service/Investment Markets Erected By Korea And Japan, Eun Sup Lee
ExpressO
This study analysis shows that the anti-competitive practices in the service market of the two countries have almost identical characteristics even though there are differences in the degree of the criticism against those barriers from their trading partner countries. These practices reflect the policy objectives of both government to emphasize consumer protection or stability of financial institutes rather than the institutes’ competitiveness or operative of efficiency, somewhat different from developed western countries. Such policy objectives reflect the overall social and cultural environments of the two countries which stress stability rather than productivity or efficiency of any institute. Considering the over-all …
The Public Forum Doctrine And Public Housing Authorities: Can You Say That Here?, Martin J. Rooney
The Public Forum Doctrine And Public Housing Authorities: Can You Say That Here?, Martin J. Rooney
ExpressO
This article reviews a number of federal cases applying the Public Forum Doctrine of the First Amendment. The doctrine concerns the use of public property for expressive purposes. These cases explore the application of this doctrine to situations were the government is acting as landlord, and not as sovereign. Several of these federal cases have been seriously questioned, if not outright rejected, by the Massachusetts Supreme Judicial Court. The state court has taken a much more absolutist view of the Free Speech – First Amendment rights of public housing tenants than has most of the federal case law. *The Public …

Characterization Of Error-Tolerant Applications When Protecting Control Data, Darshan D. Thaker, Diana Franklin, John Y. Oliver, Susmit Biswas, Derek Lockhart, Tzvetan Metodi, Frederic T. Chong
Electrical Engineering
Soft errors have become a significant concern and recent studies have measured the "architectural vulnerability factor" of systems to such errors, or conversely, the potential that a soft error is masked by latches or other system behavior. We take soft-error tolerance one step further and examine when an application can tolerate errors that are not masked. For example, a video decoder or approximation algorithm can tolerate errors if the user is willing to accept degraded output. The key observation is that while the decoder can tolerate error in its data, it can not tolerate error in its control. We first …
