Selling St. Petersburg: John Lodwick And The Promotion Of A Florida Paradise, Nevin D. Sitler

USF St. Petersburg campus Master's Theses (Graduate)

For over a century Florida's Tampa Bay area has been extolled for its abundant seashores and moderate climate. The success of early twentieth-century St. Petersburg as a tourist destination was due to a consistent method of self-promotion highlighting the natural and physical features of peninsular Pinellas County. Warmed by balmy Tampa Bay breezes, St. Petersburg had been dubbed the “Health City.” This tiny 1890 coastal town of less than three hundred inhabitants, now blessed with a slogan, new train tracks, and a railway pier, was an ideal setting for tourism. By 1902, boosters declared St. Petersburg a city second to …

Beyond Bankovic: Extraterritorial Application Of The European Convention On Human Rights, Federico Sperotto Nov 2006

Beyond Bankovic: Extraterritorial Application Of The European Convention On Human Rights, Federico Sperotto

Human Rights & Human Welfare

The obligations set forth in the international and regional instruments on human rights are considered as having a strictly territorial scope. States parties have the duty to guarantee the rights recognized in the treaties to all individuals within their territories. The territorial reach of these obligations is expanding by way of interpretation. In its decision on Bankovic, the European Court reduced the impact of this international trend toward a progressive enlargement of the protection granted by human rights treaties, affirming those attacks conducted by NATO against Yugoslavia in 1999 fell out of the extraterritorial reach of the European Convention. After …

Newsgroups Float Into Safe Harbor, And Copyright Holders Are Sunk, Alicia L. Wright Nov 2006

Newsgroups Float Into Safe Harbor, And Copyright Holders Are Sunk, Alicia L. Wright

Duke Law & Technology Review

Usenet newsgroups are swiftly becoming a popular vehicle for pirating digital music, movies, books, and other copyrighted works. Meanwhile, courts ignore Usenet’s tremendous potential for copyright infringement. In Ellison v. Robertson, the Ninth Circuit Court of Appeals found that America Online’s Usenet service might qualify for safe harbor under the Digital Millennium Copyright Act. According to the district court below, safe harbor would preclude a finding of secondary copyright infringement against America Online. However, the courts misinterpreted the safe harbor provisions. One safe harbor provision was misapplied and another was ignored altogether. This iBrief critiques the Ellison opinions and analyzes …

Astronomical Multi-Object Spectroscopy With A Liquid Crystal Turnable Filter, David A. Mcinnis Nov 2006

Astronomical Multi-Object Spectroscopy With A Liquid Crystal Turnable Filter, David A. Mcinnis

Theses

Liquid Crystal Tunable Filters are optical devices electronically controlled to alter their passband on demand without involving mechanics. By incorporating such a device into an imaging system, a datacube can be constructed by capturing images while stepping the filter through a series of wavelengths.

In astronomy, continuing improvements in the sensitivity of telescopes and detectors have increased the number of objects available for study far beyond the capabilities of conventional spectroscopic systems to measure them. Instead of collecting spectra a single object at a time, research into multi-object spectroscopy solutions, the ability to examine many objects simultaneously, is the current …

The Biology Of Introduced Norway Rats On Kiska Island, Alaska, And An Evaluation Of An Eradication Approach, Gary W. Witmer, Patrick Burke, Susan Jojola, Peter Dunlevy

United States Department of Agriculture Wildlife Services: Staff Publications

Introduced, invasive rats can cause substantial damage to native flora and fauna, including ground-nesting seabirds, when they become established on islands. We tested a control method for introduced Norway rats on Kiska Island, Alaska, during April-May, 2004, by hand-broadcasting rodenticide pellets (0.005% diaphacinone) over a 4-ha area at the rate of 28 kg/ha. We also gathered data on aspects of rat ecology and distribution, although rats were difficult to detect and capture. The rodenticide bait pellets seemed to have been effective in reducing the Norway rat population, however, this is based on a limited observation of rat sign and captures. …

Social Learning Theory As A Model For Illegitimate Peer-To-Peer Use And The Effects Of Implementing A Legal Music Downloading Service On Peer-To-Peer Music Piracy, Nathan Fisk

Theses

In an attempt to both provide added services to students and help curb the growing problem of music piracy on college campuses, many universities have implemented legal digital music services. The Rochester Institute of Technology (RIT) was one of these universities, where the Cdigix Ctrax service is provided to students. In order to evaluate the effectiveness of such a strategy, Information Technology Services (ITS) at RIT requested the services of Dr. Samuel McQuade, who administered a Webbased survey to all Ctrax users and an equal number of randomly selected non-Ctrax using students at RIT. In total, 447 students responded to …

A Historical Study Of Nurse Anesthesia Education In Nebraska, Sharon Loseke Hadenfeldt Nov 2006

A Historical Study Of Nurse Anesthesia Education In Nebraska, Sharon Loseke Hadenfeldt

College of Education and Human Sciences: Dissertations, Theses, and Student Research

The Certified Registered Nurse Anesthetists (CRNA) was the first advanced practice nursing specialty, dating to the late Nineteenth Century in the United States. Nurses were first recruited and trained by surgeons to administer anesthesia beginning in the 1870’s in the United States. Apprenticeship training by either a surgeon, or another nurse, was the initial method of anesthesia training for the early nurse anesthetist. Post-graduate training programs began to appear within some hospitals at approximately 1910. The hospital-based nurse anesthesia programs became more standardized with the implementation of an accreditation program in 1952. Beginning in 1971 nurse anesthesia programs began to …
