Out Of Thin Air: Using First Amendment Public Forum Analysis To Redeem American Broadcasting Regulation, Anthony E. Varona

American television and radio broadcasters are uniquely privileged among Federal Communications Commission (FCC) licensees. Exalted as public trustees by the 1934 Communications Act, broadcasters pay virtually nothing for the use of their channels of public radiofrequency spectrum, unlike many other FCC licensees who have paid billions of dollars for similar digital spectrum. Congress envisioned a social contract of sorts between broadcast licensees and the communities they served. In exchange for their free licenses, broadcast stations were charged with providing a platform for a "free marketplace of ideas" that would cultivate a democratically engaged and enlightened citizenry through the broadcasting of …

Relation Of Riparian Buffer Strips To In-Stream Habitat, Macroinvertebrates And Fish In A Small Iowa Stream, Jeremy P. Duehr, Michael J. Siepker, Clay L. Pierce, Thomas M. Isenhart

Macroinvertebrate and fish habitat is often degraded as a result of agriculture. Riparian buffer strips are commonly used to counteract the negative effects of agriculture in headwater streams. We assessed the relation of multi-aged riparian buffer strips to in-stream habitat, macroinvertebrate and fish assemblages in an Iowa stream. In-stream habitat, macroinvertebrates, and fish were sampled from two buffered sites and two unbuffered sites, with the greatest substrate, water depth, and velocity heterogeneity occurring in buffered sites. Few concepts have generated as much discussion in the postwar international legal system as that of "self-determination." Scholars debate the proper identity of the "selves" endowed with this right, its boundaries and its normative relevance. When the focus turns to mediation, the discussion becomes murky because the concept of self-determination has both procedural and substantive components and is noticeably different in the private and public sectors.

General observation and systematic research have consistently indicated that a sizeable portion of farmlands within the cacao growing communities of southwestern Nigeria is tenant-operated. This article will focus primarily on a specific study area within Southwestern Nigeria. Within the study area, the cultivation of cacao, mainly for export, is of primary importance to the farmers. Economic and social activities revolve around the crop with annual festivals and ceremonies held during the periods immediately after the annual sale of the crop. Many cases of myiasis have been reported in Malaysia. This is the second reported case of auricular myiasis caused by Chrysomya bezziana. The patient was a 41-year-old, mentally retarded, Orang Asli man. He was brought to the clinic by his mother with a complaint of pain and bleeding in his right ear for 3 days. On examination, blood and multiple maggots were seen packed in the external auditory canal of the right ear. About 19 of the total electricity production is consumed in the residential sector and this fraction is expected to grow in future. Air conditioners, refrigerators, washing machines and other appliances are significant energy users in this sector. 1. There is a growing interest in the anti-oxidant characteristics and use of flavonoids in the management of cardiovascular diseases. The cardiovascular mechanism of action of these plant derivatives remains controversial. This study compared the effects of the flavonoid quercetin with those of the anti-oxidant vitamin ascorbic acid (vitamin C) on the reactivity of aortic rings from spontaneously hypertensive rats (SHR). 2. In this study the effect of crude aqueous extract of the leaves of Piper betle L. on the virulence properties of Streptococcus mutans ATCC 25175 was investigated. It was carried out based on the effect of the extract towards growth, cell surface hydrophobicity, adhering property and glucosyltransferase activity of the S. mutans. We are reporting a case of an eye lesion caused by an adult Brugia malayi. The patient was a 3-year-old Chinese boy from Kemaman District, Terengganu, Peninsular Malaysia. He presented with a one week history of redness and palpebral swelling of his right eye. He claimed that he could see a worm in his right eye beneath the conjunctiva. This study presents the development of a hybrid system consisting of an ensemble of Extended Kalman Filter (EKF) based Multi Layer Perceptron Network (MLPN) and a one-pass learning Fuzzy Inference System using Look-up Table Scheme for the recognition of electrocardiogram (ECG) signals. Ovitrap surveillance was conducted in four dengue endemic areas in Kuala Lumpur and Selangor, Malaysia to determine the distribution and percentage of mixed breeding of both Aedes aegypti and Aedes albopictus. The percentage of mixed breeding in all study sites both indoors and outdoors accounted for 10 to 32 from the total ovitraps collected. Ae. aegypti was found at a higher frequency than Ae. albopictus in these ovitraps. This study again indicates that ovitrap is a sensitive tool to attract gravid females of more than one mosquito species to oviposit in the container.

A cross-sectional study of 109 patients with Pseudomonas aeruginosa bacteremia from the University of Malaya Medical Centre (UMMC) in the years 2000 and 2001 was conducted to describe epidemiological features, underlying diseases, possible source of infection, early mortality among patients as well as the antibiotic susceptibility pattern of patients' isolates. Further analysis of the 87 patient records that were available revealed that the mean age was 48.5 years (SD ' 25.1). Fifty-two per cent of cases were male and 48% female. Background: Nipah virus is a zoonotic virus isolated from an outbreak in Malaysia in 1998. The virus causes infections in humans, pigs, and several other domestic animals. It has also been isolated from fruit bats. The pathogenesis of Nipah virus infection is still not well described. In the present study, Nipah virus replication kinetics were estimated from infection of African green monkey kidney cells (Vero) using the one-step SYBR (R) Green I-based quantitative real-time reverse transcriptase-polymerase chain reaction (qRT-PCR) assay. A hospital based retrospective study of the prevalence of snakebite cases at Hospital Kuala Lumpur was carried out over a five-year period from 1999 to 2003. A total of 126 snakebite cases were recorded. The highest admission for snakebites was recorded in 2001 (29 cases). The majority of cases were admitted for three days or less (79). Most of the snakebite cases were reported in the 11-30 years age group (52). The male:female ratio was 3:1. The majority of cases were Malaysians (80, 101 cases). Crossbred, spring-calving cows (yr 1, n = 136; yr 2, n = 113; yr 3, n = 113) were used in a 3- yr experiment to evaluate the influence of supplemental protein prepartum and grazing subirrigated meadow postpartum on pregnancy rates and calf feedlot performance. A 2 × 2 factorial arrangement of treatments was used in a switchback design. From December 1 to February 28, cows grazed dormant upland range in 8 pastures (32 ± 2 ha each). The objective of this study was to benchmark carcasses and muscles from commercially identified fed (animals that were perceived to have been fed an increased plane of nutrition before slaughter) and nonfed cull beef and dairy cows and A-maturity, USDA Select steers, so that the muscles could be identified from cull cow carcasses that may be used to fill a void of intermediately priced beef steaks. This research compared off-flavor notes and the relationship of pH and heme-iron content to off-flavor for different beef muscles. After grading, knuckles and shoulder clods were removed from 16 USDA Choice and 14 USDA Select beef carcasses, vacuum- packaged, and aged for 7 d. The rectus femoris (REC), vastus medalis (VAM), vastus lateralis (VAL), teres major (TER), infraspinatus (INF), and triceps brachii-long head (TRI) were separated, cut into steaks, and frozen (−16°C). To determine sensory preference and value of fresh beef steak differing in aging technique, strip steaks were evaluated by consumers in Denver (n = 132 consumers) and Chicago (n = 141 consumers). Wet-aged Choice strip loins were matched with dry-aged Choice strip loins, whereas wet-aged Prime strip loins were matched with dry-aged Prime strip loins. Dry-aged strip loins were commercially aged in air in a controlled environment for 30 d and vacuum-aged for 7 d during shipping and storage. Data from 3 summer feedlot studies were utilized to determine the environmental factors that influence heat stress in cattle and also to determine wind speed (WSPD; m∙s-1) and solar radiation (RAD; W∙m-2) adjustments to the temperature-humidity index (THI). Visual assessments of heat stress, based on panting scores (0 = no panting to 4 = severe panting), were collected from 1400 to 1700. Mean daily WSPD, black globe temperature at 1500, and minimums for nighttime WSPD, nighttime black globe THI, and daily relative humidity were found to have the greatest influence on panting score from 1400 to …

The objective of this study was to determine if feeding carbohydrate supplements with faster degradation rates than corn to dairy cows grazing ryegrass would improve nitrogen capture, milk production, and components. Treatments were grain supplements based on: 1) corn (CORN), 2) barley and molasses (BM), or 3) citrus pulp and molasses (CM). An experiment was conducted with 36 primiparous and 40 multiparous Holstein cows to examine the effects of feeding wet corn gluten feed (WCGF) on 305- d milk production, dry matter (DM) intake, body condition score (BCS), and health. The experimental treatments included: 1) control—WCGF not fed (n = 27); 2) WCGF-L—cows received diets containing WCGF (38% DM basis) during lactation (n = 23); and 3) WCGFDL— cows received diets containing WCGF (38% DM basis) during the dry period and lactation (n = 26). One hundred sixty English-cross steers (244 kg, SD=23 kg) were used in each yr of a 2-yr study to determine effects of sorting on performance, carcass characteristics, variability, and profitability in a long yearling system utilizing ranch-source calves. Steers were back grounded during winter then grazed smooth brome-grass pastures followed by warm season native range prior to entering the feedlot in the fall. A stand-alone electro-mechanical system with a 32-inch disc coulter was developed and tested to identify soil compaction in a 1-acre field located at the University of Kentucky Animal Research Center (UKARC). The system was evaluated by making four passes in the square grid cell. With the aid of hydraulic actuation, the coulter oscillated between depths of 100mm (4-in) and 330mm (13-in) as it moved forward and recorded the vertical impedance force given by the soil continuously.
