Rwanda And Darfur: A Comparative Analysis, Scott Straus

Genocide Studies and Prevention: An International Journal

The article presents a comparative analysis of genocide in Rwanda and Darfur. The first half of the article examines the patterns and origins of violence in both cases and uses the comparison to generate some theoretical inferences about the causes of genocide. The analysis finds that both cases demonstrate a similar character of violence but that in Rwanda the violence was more intense, more exterminatory, and more participatory than in Darfur. Both episodes took place in the midst of civil war, in periods of political transition, in countries with histories of ethnic nationalism, and in areas where the conflicting ethnic …

In 1996 and 2000, construction workers uncovered unmarked burial grounds in the Pierhead and Fontabelle sections of Bridgetown, Barbados. The human remains were removed in salvage excavation and are now housed at the University of the West Indies and the Barbados Museum and Historical Society. The associated grave goods, documentary record, and initial osteological analysis indicate these individuals were part of the enslaved workforce during the early to mid- eighteenth century. This thesis will explore the presence of vertebral osteophytosis, vertebral anterior wedge compression fractures, vertebral apophyseal facet remodeling and musculoskeletal stress markers among the human remains from Pierhead and …

Public Law and Legal Theory Working Papers

A recent debate about the Bush administration’s use of presidential signing statements has raised questions about their function, legality, and value. We argue that presidential signing statements are legal and that they provide a useful way for the president to disclose his views about the meaning and constitutionality of legislation. Although President Bush has challenged more statutory provisions in signing statements than prior administrations have, his signing statements are similar in many respects to the signing statements issued by prior presidents, such as President Clinton. The host plant expansion of a diamondback moth, Plutella xylostella (L.) (DBM) strain to snowpea (Pisum sativum L.) raised the question whether a specialist parasitoid Diadegma semiclausum (DS) could be conditioned to locate and parasitize its host on the new host plant. In a specialist parasitoid a behavioural change towards a plant outside the normal host plant range of its host due to developmental experience is not expected. The responsive behaviour, parasitism rates and fitness of three subsequent DS generations were investigated on the snowpea-strain of DBM. Large-diameter elastic arteries can produce strong contractions indefinitely at a high-energy economy by the formation of latch bridges. Whether ownstream blood vessels also use latch bridges remains unknown. The zero-pressure medial thickness and lumen diameter of rabbit saphenous artery (SA), a muscular branch of the elastic femoral artery (FA), were, respectively, approximately twofold and half-fold that of the FA. In isolated FA and SA rings, KCl rapidly (s) caused strong increases in isometric stress (1.2 x 105 N/m2) and intracellular Ca2+ concentration ([Ca2+]i; 250 nM). By 10 min, [Ca2+]i declined …

Geospatial ontology development and semantic knowledge discovery addresses the need for modeling, analyzing and visualizing multimodal information, and is unique in offering integrated analytics that encompasses spatial, temporal and thematic dimensions of information and knowledge. The comprehensive ability to provide integrated analysis from multiple forms of information and use of explicit knowledge make this approach unique. This also involves specification of spatiotemporal thematic ontologies and populating such ontologies with high quality knowledge. Today, the Michigan State Park system is 4.5 million dollars in debt, and there is no relief in sight. For the last past 3 years, increases in state park fees have been seen. Seasonal modulation of the adrenocortical response appears to be ubiquitous in mid- to high- latitude vertebrates but has not been investigated in tropical vertebrates. Previous studies demonstrate that temperate passerines show seasonality in corticosterone secretion and corticosteroid binding globulin capacities. We examined seasonal and sex differences in the stress response in an equatorial population of Zonotrichia capensis, the only Zonotrichia that breeds in the tropics, and compared the results with those of northern Zonotrichia. Seasonal differences in tropical Zonotrichia would presumably be independent of photoperiod and thus directly related to such activities as reproduction and feather molt. In addition, we …

The hierarchical structure of natural systems can be useful in designing ecological studies that are informative at multiple spatial scales. Although stream systems have long been recognized as having a hierarchical spatial structure, there is a need for more empirical research that exploits this structure to generate an understanding of population biology, community ecology, and species-ecosystem linkages across spatial scales. We review studies that link pattern and process across multiple scales of stream-habitat organization, highlighting the insight derived from this multiscale approach and the role that mechanistic hypotheses play in its successful application. Studies of facilitation have primarily been limited to single mechanisms, species, or environments. We examined interacting mechanisms governing the facilitative effects of Pinus flexilis on two later successional understory species, Pseudotsuga menziesii and Ribes cereum, in different microhabitats and seasons at the ecotone between the Rocky Mountain forests and Great Plains grasslands in Montana, USA. In field surveys, 69% of Pseudotsuga and 91% of Ribes were located beneath P. flexilis even though P. flexilis subcrowns accounted for a small proportion of available habitat. We describe a method for surveying birds in river habitats that allows for rapid assessment across broad spatial scales and estimation of detection probabilities. Our river survey approach incorporates a double-survey technique, whereby observers in two canoes simultaneously survey birds along a river reach. Data are in the form of a two-sample mark-recapture history, and covariates suspected of influencing detection probabilities can be included in the modeling process and evaluated using information-theoretic approaches. We provide an example using the method along the Madison and upper Missouri rivers in Montana. Overall, detection probabilities for each observer ranged from 57% to 89%, …

In 2005 the Eleventh Circuit courts addressed issues of regulatory interpretation of the Clean Air Act ("CAA"); compliance with the National Environmental Policy Act ("NEPA) in connection with the development of wetlands; and a conflict between the Federal Emergency Management Agency's ("FEMA") coastal flood insurance program and the Endangered Species Act ("ESA"). First, the Eleventh Circuit Court of Appeals invalidated a rule of the Alabama Department of Environmental Management that exempted certain stack emissions that otherwise violated the State Implementation Plan under the CAA. In this article, Stefan Helmreich delivers an ethnographic report on an international academic conference of physical and biological oceanographers held in Goa, India, shortly after the Indian Ocean tsunami of December 26, 2004. Juxtaposing scientific discussions of the tsunami with novelist and anthropologist Amitav Ghosh's early 2005 visit to the hard-hit Andaman Islands, Helmreich examines various styles of narrating time in circulation in the wake of the disaster. Ecologists refer to it as 'shifting baselines.' Anthropologists call it 'environmental generational amnesia.' Both refer to the slow change in the ways we respond to and define the environment. As biologists and social scientists have deftly argued, definitions of environmentalism and sustainable resource use are often based on our earliest experiences with nature. We then use these memories as the basis for our understanding of the natural world and its use. Audio Narration And Reading Ability In Programmed Instruction, Wendy Jaehnig

This study compared the effects of audio, textual, and audio-textual narration in a programmed instructional module on the performance of individuals with different reading abilities. One hundred eighty-four college students were randomly assigned to audio, textual, or audio-narration. Dependent variables were posttest score and instruction completion time. An ANCOVA was used to analyze the results, with ACT reading test scores as the covariate. No differences were found between the groups on posttest scores (p = .56) or completion time (p = .90), and there was no interaction between narration type and reading score for either dependent variable.
