The 2007 Farm Bill: U.S. Producer Preferences For Agricultural, Food And Public Policy, Bradley Lubben, Nelson L. Bills, James B. Johnson, James L. Novak

Department of Agricultural Economics: Faculty Publications

The development of the next farm bill is a complex, comprehensive process that involves numerous issues. The process will, in part, be driven by the economic climate, the budget situation, the trade arena, and the political setting at the time of the debate. The economic setting and the political setting invite a significant debate on the shape of the farm bill and the potential for new directions or alternatives. The budget setting and the trade setting both present challenges for this farm bill debate in terms of program priorities and potential program trade-offs.

In this complex environment, understanding producer attitudes …

Character Development And Social Reconstruction In Music Education At The Turn Of The Twentieth Century, Phillip Hash Sep 2006

Character Development And Social Reconstruction In Music Education At The Turn Of The Twentieth Century, Phillip Hash

Faculty Publications - Music

Educators of the nineteenth century believed that music influenced the will, and thus the character and conduct of human beings. Music instruction during this time was, therefore, used as a tool for shaping the behavior and ideals of young Americans through songs communicating moral and patriotic messages. In the following years, during the Progressive Era (circa 1890s1940s), educators came to value music not for the power of its internal qualities, but rather for the benefits that resulted from engaging in real life musical practices. Consequently, elementary and secondary music curricula expanded to include a greater variety of courses and performing …

Administrative Agencies: A Comparison Of New Hampshire And Federal Agencies’ History, Structure And Rulemaking Requirements, Scott F. Johnson Sep 2006

Administrative Agencies: A Comparison Of New Hampshire And Federal Agencies’ History, Structure And Rulemaking Requirements, Scott F. Johnson

The University of New Hampshire Law Review

[Excerpt] "In this day and age it is difficult to think of anything that is not regulated in some way by a state or federal agency. State and federal agencies routinely make decisions that impact our daily lives. The air we breathe, the water we drink, the food we eat, the clothes we wear, and the places where we live and work are all regulated to some extent.

Agencies sometimes regulate things in ways that lead to strange results. For example, New Hampshire, state regulations allow anyone to own a yak, a bison, a wild boar, or an emu, but …

New Hampshire’S Claremont Case And The Separation Of Powers, Edward C. Mosca Sep 2006

New Hampshire’S Claremont Case And The Separation Of Powers, Edward C. Mosca

The University of New Hampshire Law Review

[Excerpt] "Court decisions involving the adequacy of public education raise some obvious separation of powers problems. These include the institutional competency of courts to determine what level of education is adequate and how much funding is necessary to reach that level, and the authority of courts to enforce such judgments. This article will examine these problems through New Hampshire’s serial education funding litigation, the Claremont case. [. . .]

I will start by briefly reviewing the history of education funding litigation because this context is essential to understanding the Claremont case. I will then undertake a limited review of the …

Who Was Cock Robin? A New Reading Of Erna Brodber's Jane And Louisa Will Soon Come Home, Daryl Cumber Dance Sep 2006

Who Was Cock Robin? A New Reading Of Erna Brodber's Jane And Louisa Will Soon Come Home, Daryl Cumber Dance

English Faculty Publications

Much has been written about the quest of Brodber's protagonist Nellie for identity, for wholeness, for balance, for sanity, for finding her way back home into the community. Nellie's efforts to find herself and to integrate into the community will be easier, Brodber declared in a speech in 1988, "when Jane and Louisa come home, i.e., when the women find themselves" (Notes). Brodber also observed in that same speech, "'coming' rather than 'being' is the appropriate action word with which to address the issue of integration into the community," a fact suggested by the game that gives the title to …

The Tonle Sap: Reconsideration Of The Laws Governing Cambodia's Most Important Fishery, Ian J. Mensher Sep 2006

The Tonle Sap: Reconsideration Of The Laws Governing Cambodia's Most Important Fishery, Ian J. Mensher

Washington International Law Journal

The Tonle Sap Basin is not only Cambodia’s largest inland fishery, but also the source of food and income for roughly one million Cambodians. Its biodiversity is unrivaled within Southeast Asia, and its sustainability is vital to the socioeconomic and political stability in the region. However, Cambodia’s current fishery, forestry, and land laws do not adequately protect the Tonle Sap Basin from over-fishing and the introduction of sedimentation and pollution caused by increasing development. The laws do not create or reflect a model for sustainable fishing and development. Both the laws currently in force and proposed legislation fail to limit …

If I Had A Hammer: The Oecd Guidelines For Multinational Enterprises As Another Tool To Protect Indigenous Rights To Land, Heather Bowman Sep 2006

If I Had A Hammer: The Oecd Guidelines For Multinational Enterprises As Another Tool To Protect Indigenous Rights To Land, Heather Bowman

Washington International Law Journal

As developing countries embrace market economies, a primary source of investment is in the form of foreign direct investment through action by Multinational Enterprises (“Multinationals”) inside a country’s borders. Activity by a Multinational is often regulated only by the host country, which may place minimal restrictions on it for fear of losing investment. This places the country’s people and environment at risk. Indigenous peoples affected by poorly planned or managed development have no opportunity to change plans before they are enacted, and have little chance to obtain reparation for damages suffered. A way of addressing this lack of participation in …

Occurrence Of Sulfonamide Antimicrobials In Private Water Wells In Washington County, Idaho, Usa, Angela L. Batt, Daniel D. Snow, Diana S. Aga Sep 2006

Occurrence Of Sulfonamide Antimicrobials In Private Water Wells In Washington County, Idaho, Usa, Angela L. Batt, Daniel D. Snow, Diana S. Aga

Nebraska Water Center: Faculty Publications

County (Weiser, Idaho) were collected to assess the impact of a nearby confined animal feeding operation (CAFO) on the quality of the local groundwater. All six samples were found contaminated by two veterinary antimicrobials, sulfamethazine (at concentrations from 0.076 to 0.22 μg/l) and sulfadimethoxine (at concentrations from 0.046 to 0.068 μg/l). These groundwater samples also contained elevated concentrations of nitrate and ammonium. Three of the sampled wells have nitrate levels that exceeded the maximum contaminant level set by the US Environmental Protection Agency for drinking water, with nitrate concentration as high as 39.1 mg/l. All but one well showed nitrate, …
