Modeling Hurricane Evacuation Vulnerability: A Case Study Of Pinellas County, Florida, Raymond A. Miller Jr.

USF Tampa Graduate Theses and Dissertations

Determining where people are most likely to suffer losses and have difficulty in evacuating from a hurricane is important to developing a hurricane response strategy. This thesis proposes a methodology for modeling and assessing evacuation vulnerability to a specific hurricane and applies this method to study Pinellas County, Florida.

The vulnerability of Pinellas County to evacuation problems and the degree of loss that may be suffered from a hurricane is quantified in the Hurricane Evacuation Vulnerability Index. This index is the sum of three indices that represent social, transportation, and geophysical aspects of hazards research. Social vulnerability is assessed with …

As institutions of international justice proliferate, so do disputes about their legitimacy, and about what shape they ought to take. As truly international tools such as the International Criminal Court and the exercise of universal jurisdiction face political and practical challenges, some scholars and practitioners have advocated a distinct institutional solution: the hybrid court. These are courts that are neither purely national nor international, but rather that pursue accountability in the country where abuses and crimes occurred, but with both national and international staff, and utilizing a mixture of national and international law. This paper focuses on the struggles that infertile women face to achieve motherhood because their rights are underrepresented in the American court system. It specifically centers on how the process of in vitro fertilization (IVF) helps infertile women conceive children, but then details the problems that increasing technology now causes for these women after they freeze embryos and then divorce. Because the courts of only four states have determined who gets custody of these embryos after a divorce, and because the divorce rate and the number of couples utilizing IVF are increasing, future states will likely be forced to answer …

In October, 2004, the Dover, Pennsylvania School District became the first in the nation to adopt a policy requiring students studying evolution to be told about the concept of intelligent design. Soon thereafter, parents filed a lawsuit challenging the policy as violating the Establishment Clause. But, Establishment Clause doctrine is one of the most splintered, incoherent areas of the Court’s jurisprudence—and even more so after the Court’s June 2005 McCreary County v. Kentucky decision. Read strictly, McCreary County imports the effects-endorsement “objective observer” into the government purpose inquiry. Less Rationality, More Efficiency: A Laboratory Experiment On "Lemons" Markets., Roland Kirstein, Annette Kirstein

In this paper we experimentally test a theory of boundedly rational behavior in a "lemons market." We analyzed two different market designs, for which perfect rationality implies complete and partial market collapse, respectively. Our empirical observations deviate substantially from these predictions of rational choice theory: Even after 20 repetitions, the actual outcome is closer to e±ciency than expected. Our bounded rationality approach to explaining these observations starts with the insight that perfect rationality would require the players to perform an in¯nite number of iterative reasoning steps. Boundedly rational players, however, carry out only a limited number of such iterations. We …

Müllexporte werden von Umweltpolitik und Rechtswissenschaft nahezu einhellig abgelehnt. Aus Sicht der neoklassischen Außenhandelstheorie ist diese Einschätzung überraschend, denn freiwilliger Handel sollte alle Beteiligten besser stellen. Das Paper schöpft aus der ökonomischen Analyse des Rechts sowie aus einem Experiment über iterative reasoning und liefert zwei Argumente, warum internationaler Müllhandel auch ineffizient sein kann. Außerdem wird ein Argument gegen die internationale Harmonisierung von Umweltstandards präsentiert. Aus den genannten Einwänden kann jedoch keine Begründung für das Verbot innergemeinschaftlichen Müllhandels abgeleitet werden.

Soll der gemeinsam erzeugte Output zwischen den Mitgliedern eines Teams aufgeteilt werden, so kann dies die Anreize aller Mitglieder vermindern, unbeobachtbare Anstrengung zu leisten. Weist die gemeinsame Produktionsfunktion darüber hinaus positive Kreuzableitungen auf, so ist Teamarbeit zwar besonders sinnvoll. Allerdings senkt dann die ineffiziente Anstrengung der anderen Teammitglieder die Grenzproduktivität jedes einzelnen, was die individuell rationale Anstrengung noch weiter reduziert. Der Beitrag schlägt einen simplen Vertrag vor, der diese Probleme löst: Anti-Teilung. Im Rahmen dieses Vertrages hat jedes Teammitglied Aussicht auf den gesamten Teamoutput. Dennoch handelt es sich hierbei um eine wissenschaftliche Disziplin, die den Hauch des Exotischen umweht. In den USA ist die ÖAR dagegen eine etablierte Disziplin. An jeder Law School, die etwas auf sich hält, gibt es Lehrstühle und intensive Forschungstätigkeit. Inefficient Intra-Firm Incentives Can Stabilize Cartels In Cournot Oligopolies., Roland Kirstein, Annette Kirstein

The need for intra-firm incentive schemes allows remodeling the Cournot duopoly in wages (rather than in output levels). In both versions of the Cournot model, a cartel agreement is unstable. The new formulation, however, allows us to demonstrate that a collective wage agreement on minimum wages can stabilize the cartel solution. Beyond its relevance for strategic management, this result has a policy implication: competition authorities should observe collective wage agreements for their potential collusive effect on product markets. In this paper, we analyze the impact of Bad Debt Loss Insurance on settlement outcomes. A huge success in a settlement or trial may turn into a disaster when the defendant goes bankrupt. “Rainmakers” face the following dilemma: the greater the success in court, the greater the defendant’s bankruptcy risk. The starting point of our paper is a simple trial and litigation model with perfect and complete information. This paper presents a modification of the inspection game: The “Bayesian Monitoring” model rests on the assumption that judges are interested in enforcing compliant behavior and making correct decisions. They may base their judgements on an informative but imperfect signal which can be generated costlessly. In the original inspection game, monitoring is costly and generates a perfectly informative signal. While the inspection game has only one mixed strategy equilibrium, three Perfect Bayesian Equilibria exist in my model (one in pure strategies, two in mixed).
